MINUTES Regular Session June 14, 2007 6:05 p.m. Horace O. Porter School at College Hill School

I. CALL TO ORDER Chairman Daniels called the meeting to order, followed by the Pledge led by Cox Middle School students, after which a moment of silence was observed. The following members were present: Shaw Daniels, Jerry Lassiter, Chet Rhodes, Hoyt Gardner, Talvin Barner, Loretta Goodloe, Steve Kindler, Joe Foster, Tommy Dudley, Greg Ladd and Daniel McCulley.

II. PUBLIC DELEGATIONS Huntly S. Gordon spoke representing the Spring Hill Parent Coalition and their concerns for the 5th graders being located at Cox Middle School.

III. ADOPT AGENDA Upon a motion by Mr. Kindler, seconded by Mr. Ladd, Board approved the Agenda with the following revisions: Mr. McCulley’s request to add under VIII Other Business A-2 f Change Order for Santa Fe School and VIII Other Business A-2-g Update on status of RFP’s for Central High Renovation; Mr. Gardner’s request to remove from VIII A-5 from Agenda and Mr. Rhodes request to remove VI Consent Items D-2 to discussion.

IV. RECOGNITIONS Academic Showcase: Knowledge Bowl Champions were introduced by Chair of that Activity Principal Ken Wiles and were commended for their participation and the success of the event: 4th Grade McDowell Elementary School: Isaac Horton, Jhanna Fields, Haleigh Deane, Jackson Baxter, Alison Richards 5th Grade Riverside Elementary School: Austin Hayes, Alex Martin, Kaylee Munn, Vy Nguyen Mt. Pleasant High School teachers Mike Lyle and Wendy Benefield were introduced by Principal Tommy Wolaver and provided a power point presentation with insight into the success of the Inclusion Special Education Program at that school. 2006-07 Lead Mentors were recognized by Dr. Debbie Wiles and presented Certificates of Commendation. Woodard Elementary Chorus was recognized by Principal Bonnie Rodgers and commended for receiving First Place Honors in the Music in the Parks Festival-Gatlinburg-May 5, 2007. The music teacher and students were introduced.

V. MAURY COUNTY EDUCATION ASSOCIATION Rhonda Burkeen, MCEA President, speaking on behalf of the MCEA membership, urged the Board to address keeping pace with the cost of living in raises to employees and to provide necessary vision, leadership and resources in order to continue to make a difference in our world-one student at a time.

VI. CONSENT ITEMS Upon a motion by Mr. McCulley, seconded by Mr. Ladd, Board approved: Minutes (May 10, 2007 Regular Meeting), Executive Committee Report approving request from Bethel Chapel AME Church to use ten classrooms, cafeteria and meeting room at H. O. Porter School at College Hill June 16, 2007 from 7 am until 5 pm for church convention with the following use of facilities fees to apply: Facility Use Fee $150 due and payable to College Hill School on or before the event and custodian 2 hrs. x $15 = $30 due and payable to Maury County Public Schools on or before the event; request from Columbia Parks & Recreation Department to use the gymnasium and cafeteria at Highland Park Elementary for summer, fall land spring playground program/youth basketball league practice with all use of facilities fees waived; request from Mt. After discussion regarding: Letter of Intent for purchase of 10 school buses $729,556.00 and upon a motion by Mr. Rhodes, seconded by Mr. Kindler, Board approved item as presented.

VIII. OTHER BUSINESS A. Committee Reports 1. Policy Committee Chair Joe Foster reported his committee would likely meet the week prior to the July Board Meeting. 2. Zoning & Facilities Committee Chair Daniel McCulley a. Spring Hill Middle School Schematic Design was discussed and a motion was made by Mr. McCulley as recommended by the Zoning and Facilities Committee, seconded by Mr. Ladd to move forward on design on the building and determine site later. Mr. Gardner’s call for question failed with Mr. Lassiter, Mr. Dudley, Mr. Rhodes and Mr. Barner voting no and Mr. Ladd, Mr. Kindler, Mr. Foster, Mr. McCulley, Mr. Daniel, Mr. Gardner and Ms. Goodloe voting yes. Original motion carried with Mr. Lassiter voting no, Mr. Rhodes and Mr. Daniels abstaining and Mr. Gardner, Mr. Ladd, Mr. Kindler, Mr. Foster, Mr. McCulley, Mr. Dudley, Ms. Goodloe voting yes. b. Bid No. 07-047 Baker Elementary School Roof Replacement Project was discussed. A motion was made by Mr. McCulley on the recommendation of the Facilities Committee, seconded by Mr. Ladd, to accept Maxwell Roofing bid including options 2, 3 & 4 for a total cost of $583,287.00 and a total budget of $623,284.22. Mr. Rhodes made a motion, seconded by Mr. Barner to amend this motion to make a simple roof design to reroof as is allowing the original roofer to redesign. A call for question on the amendment carried with Mr. Rhodes and Mr. Barner voting no and Mr. Lassiter, Mr. Ladd, Mr. Kindler, Mr. Foster, Mr. McCulley, Mr. Daniels, Mr. Dudley, Mr. Gardner and Ms. Goodloe voting yes. A call for question on the original motion failed with Mr. Lassiter, Mr. Dudley, Mr. Rhodes and Mr. Barner voting no and Mr. Ladd, Mr. Kindler, Mr. Foster, Mr. McCulley, Mr. Daniels, Mr. Gardner and Ms. Goodloe voting yes. After

c. Capital Projects Report Architect’s Report and Project Cost Report were provided to Board Members for their information. d. Bid No. 07-057 Automated HVAC Controls Upgrade was discussed with a total cost of $41,055.33. Upon a motion by Mr. Ladd, seconded by Mr. Kindler, motion carried. e. Recommendation for action to rescind previous determination of the Board not to extend its architectural services contract with SSOE was discussed. Upon a motion by Mr. McCulley, seconded by Mr. Ladd, to take this action carried, with Mr. Ladd, Mr. Kindler, Mr. Foster, Mr. McCulley, Mr. Dudley, Mr. Gardner and Ms. Goodloe voting yes; Mr. Lassiter and Mr. Rhodes voting no and Mr. Daniels and Mr. Barner abstaining. e1. Recommendation to renew the architectural services contract with SSOE for the planning, design and construction of the Spring Hill Middle School, and for Capital Outlay-Major Maintenance Items for one year was discussed. A motion to take this action was made by Mr. McCulley as unanimously recommended by the Facilities Committee, seconded by Mr. Kindler and carried with Mr. Ladd, Mr. Kindler, Mr. McCulley, Mr. Dudley, Mr. Gardner, Mr. Foster, Mr. Barner and Ms. Goodloe voting yes; Mr. Lassiter and Mr. Rhodes voting no and Mr. Daniels abstaining. Mr. McCulley’s motion, seconded by Mr. Kindler, asked the Board to authorize SSOE to do a comparison study of geotechnical and site prep of the 3 available sites in Spring Hill and present to the 28th Facilities Committee Meeting. Motion carried with Mr. Dudley voting no and Mr. Daniels abstaining. f. Change Order 001 (Santa Fe Gym Ceiling Repair) was discussed. Upon a motion by Mr. McCulley, seconded by Mr. Ladd, Board approved the $3,147.00 cost for beam reinforcement. Mr. Daniels abstained. g. The Central High renovation plan status was discussed. RFP’s have been issued for Davis-Stokes and SSOE to present their feasibility study at the June 28, 2007 Zoning and Facilities Committee Meeting at College Hill School. 3. Community Relations Committee Chair Loretta Goodloe provided report. 4. Budget Committee Chair Shaw Daniels stated this committee will schedule a meeting as soon as state funding report is received. Due to Central Office closing the week of the 4th the July regular meeting was scheduled for July 19, 2007. VIII B. Personnel Director of Schools’ Evaluation Results were presented with Board Members justifying their evaluations. A final average overall score of 3.99 was presented. Discussion of Director’s contract ensued. A motion by Mr. Daniels, seconded by Mr. Ladd to extend the Director’s contract 3 years, giving a total of 4 remaining years on the contract, carried with Mr. Rhodes and Mr. Lassiter voting no. Upon a request that the Board look at increasing the Director’s base salary, Mr. Barner’s motion that an ad hoc committee be formed to explore that issue was seconded by Mr. Kindler. Mr. Rhodes, Mr. Lassiter, Mr. Ladd, Mr. Foster and Mr. Gardner will serve on the committee with Mr. Gardner serving as chair. Director of Schools’ Self Evaluation as per Policy 5.123 was presented. The Director expressed his appreciation to the Board for their positive comments and urged Board Members that have issues that arise to share their concerns with him. He announced that Supervisor of Elementary Education Scott Gaines will leave in September for Afghanistan to serve 400 days with the Tennessee National Guard. Mr. Gaines was thanked and commended by the Director and Board Members for serving in this capacity. C. Instruction Mary Ruth Campbell: Maury County Schools has been selected to participate in the Center for Data-Driven Reform in Education from Johns Hopkins University. This three year project will carry out research, development and dissemination of state, district, school, and classroom strategies that use data on student performance to direct reform efforts. The purpose of the project is to accelerate achievement in all schools. Upon a motion by Mr. McCulley, seconded by Mr. Ladd, Board approved participation in this project. District/consortium’s accountability status under NCLB Title III, English Language was provided to the Board for their information. D. Finance Manager of Business & Finance Walter Bobo presented his report of monthly revenues and expenditures. Upon a motion by Rhodes, seconded by Mr. Gardner, Board approved Budget Amendment BA BA0793, BA0794, BA0795, BA0796, BA0797, BA0798, BA0799, BA7001, BA7002, BA7003, BA7004, BA7005, BA7006 and FS-06-14-07-A. School Food Services Outstanding Charges and Returned Checks were provided to the Board for their information. Bid-Commercial Insurance was discussed at length. After Mr. Bobo’s presentation and upon a motion by Mr. Rhodes, seconded by Mr. Daniels, Board approved the bid from Redman-Davis with the intent to renew the insurance coverage up to three years. The other bidder, Tennessee Risk Management Trust, was not selected due to potential problems stemming from its past history as defined in an audit report from the State of Tennessee.

Copies of Attorney’s Billings, Notification from Culleoka Unit School of acceptance of $1,000 from Wal- Mart Foundation for Teacher of the Year to be used at school discretion, $1,000 from TAP, Inc. for the boys varsity basketball team and $100 from John Sanchez to be used by chorus on next trip, notification from SHHS of $1,000 to be divided equally between BPA and FCCLA student organizations, notification from Career & Technical Education of acceptance from Tennessee Technology Center to the CHS Cosmetology Lab: equipment in the amount of $5,400 and donation of floor care to CHS & MPHS Cosmetology lab and Automotive Lab, and Board Member request for discussion: Webcast of graduations where attendance is limited (with the Technology staff to investigate the possibilities).

IX. ANNOUNCEMENTS AND COMMUNICATIONS A. Chairman Chairman Daniels congratulated the Director on his evaluation. He complimented the entire MCPS staff, parents and students for the wonderful school year. He reminded Board Members to return their completed Board Member Compensation forms to the Director’s office by June 25. B. Director The Director expressed his appreciation to Cox Middle School Students for leading pledge and art work on display and thanked Central Office staff Jeri Thomas and Amy Hinson for preparing snacks for meeting. He thanked Board Members for their hard, sometimes unappreciated work for MCPS. He urged Board Members to remember the following Scheduled Meetings: Tuesday June 12, 2007-County Budget Committee-4:30 pm Monday June 18, 2007-County Commission-6:30 pm and reminded the Board of the breakfast June 26 for elected officials in the county. IV C. Board Members Mr. Lassiter wished Mr. Gaines a safe assignment. Mr. McCulley reminded Committee Members of the scheduled July 28, 2007 Zoning and Facilities Committee Meeting. Mr. Dudley wished Mr. Gaines good luck and reminded Board Members of the budget battle ahead. Ms. Goodloe stated the programs and students recognized tonight show how well we’re doing and she wished Mr. Gaines a safe return. Mr. Rhodes stated he will be praying for Mr. Gaines and commended the 6 members who attended the TSBA Visions program earlier in the week. He urged the Board and Director to work on written goals. Mr. Barner congratulated the Director for a job well done. He has some issues he will share with the Director. He wished Mr. Gaines well and would keep him in his prayers.
