MINUTES OF A REGULAR MEETING OF THE BOARD OF COMMISSIONERS OF THE TOWNSHIP OF HADDON, IN THE COUNTY OF CAMDEN, NEW JERSEY, HELD MAY 28, 2013 IN THE MUNICIPAL BUILDING AT 7:07 PM.

A regular meeting of the Board of Commissioners of the Township of Haddon was convened in the Municipal Building, 135 Haddon Avenue, Westmont, NJ on Tuesday, May 28, 2013, at 7:00 PM.

Mayor Teague requested all stand for the flag salute.

Mayor Teague announced that Chapter 231, Public Law 1975 requires adequate notice of this meeting be provided. This was done by placing Annual Notice in the Courier-Post and Retrospect Newspapers and by posting on two bulletin boards in the Municipal Building.

Eric Riso, Esq., Greg Fusco, PE, Mark Cavallo, James Stevenson, Lee Palo, Kate Burns, and Martin Blaskey were also present.

Mayor Teague recognizes the Mayor and Borough Council from Audubon Park, Lieutenant William Kushina of Cherry Hill Police, Detective Robert Monahan of Voorhees Township Police, and Retired Chief Charles Gooley of Haddon Township Police.

PRESENTATION OF THE ENVIRONMENTAL VIDEO AWARDS FOR THE TOPIC OF PLASTIC BAGS BY MAYOR TEAGUE WITH STATEMENTS BY BARBARA PRINCE AND KARYNNA BARESEL TO THE FOLLOWING STUDENTS:

The following resolutions were approved with a motion by Mayor Teague, seconded by Commissioner Foley, with all members voting in the affirmative:

#2013-081 – Appointment of Scott Bishop as Lieutenant of Police #2013-082 – Appointment of Sean Gooley as Lieutenant of Police

Commissioner John Foley administers the Oath to Scott Bishop and Sean Gooley.

Mayor Teague received an e-mail from a resident regarding the limiting of access to the Crystal Lake Pool on 4th of July to Haddon Township residents only. In the e-mail the resident mentions that her husband had family visiting from out-of-town last year and her husband wanted to show off the pool which cost him $100.00. They wanted to know if the Township could come up with a pass for those that are members and enable them to bring their family members.

Mayor Teague moved, seconded by Commissioner Foley that the Minutes of the Caucus Meeting held on May 21, 2013 be approved with both members voting in the affirmative.

ORDINANCES:

At the request of the Mayor, the Clerk read the following Ordinance by title: M05282013 #1307 – CALENDAR YEAR 2013 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40a:4-45.14)

Commissioner Foley moved, seconded by Commissioner Dougherty that the public hearing on the Ordinance would be open at this time, with all members voting in the affirmative.

There being no discussion on the matter, Commissioner Foley moved, seconded by Commissioner Dougherty that the hearing be closed. Commissioner Foley moved, seconded by Commissioner Dougherty that the Ordinance be adopted and recorded in the Ordinance Book for the Commissioners to sign.

After reading a brief statement, Commissioner Dougherty made a motion to INTRODUCE THE 2013 MUNICIPAL BUDGET AND WATER/SEWER OPERATING BUDGET, the public hearing will be held on Tuesday, June 25th at 7 PM, seconded by Commissioner Foley.

After a brief statement by Kate Burns, Commissioner Dougherty made a motion to INTRODUCE THE 2013 BUSINESS IMPROVEMENT DISTRICT BUDGET in the amount of $165,891.52, seconded by Commissioner Foley.

RESOLUTIONS

The following resolutions were approved by consent agenda, with a motion by Commissioner Foley, seconded by Commissioner Dougherty, with all members affirmatively concurring:

There being no further business on the agenda, Commissioner Foley moved to open the meeting to the public, seconded by Commissioner Dougherty, with all members voting in the affirmative.

John Kendall, 120 Washington Avenue – Mr. Kendall congratulated Lieutenant Scott Bishop and Lieutenant Sean Gooley on their promotions and commended Chief Cavallo on his choice of choosing Scott Bishop and Sean Gooley. Mr. Kendall also stated that he would like to see the Heights and Extension included in the Business Improvement District. Mayor Teague responded that the Township sent letters to the businesses in those areas when this issue was brought up previously and there wasn’t any interest by the parties involved. He also asked about the status of the Westmont Theatre and Mayor Teague replied that the problem is funds, the town doesn’t have the money to rehabiliate the theatre nor does the town want to be in that business because it would cost around $5 million dollars. Mr. Kendall inquired about the bus stop on Black Horse Pike. Lieutenant Bishop responded that NJ Transit agreed to move the bus stops from the existing locations in Audubon and Haddon Township and at this time they are waiting for the Engineer and NJ DOT.

There being no further comments from the public, Commissioner Foley moved that the meeting be closed to the public, seconded by Commissioner Dougherty, with all members voting in the affirmative.

There being no further business to discuss, Commissioner Foley moved, seconded by Commissioner Dougherty that the meeting be adjourned at 7:41 PM with all members voting in the affirmative.
