May 2001- March 2011: Operating Engineers Local Union #3, Alameda California Business Representative

Responsible for managing the affairs of two affiliated organizations, the Alameda County Management Employees Association and the Alameda City Employees Association. Duties included negotiation and enforcement of collective bargaining agreements on behalf of the organizations with public agency employers of their members, including City of Alameda, County of Alameda, Superior Court of California Alameda County, Alameda County Medical Center, Zone 7 Water Agency. Provided advocacy for organizations before Board of Supervisors and City Council, Public Employment Relations Board and on behalf of individuals represented by the organizations before the Civil Service Commission, Civil Service Board, State Office of Administrative Hearings, and in arbitrations.

During the term of employment also provided advocacy services on behalf of Operating Engineers Local #3 membership with the following public agencies: County Of Calaveras, County of Plumas, County of Tuolumne, County of Santa Clara, City of Arcata, City of Ukiah, Stockton Unified School District, City of Manteca, City and County of San Francisco.

Served as union panelist in expedited arbitration procedure for California Master Construction Agreement with Associated General Contractors (AGC).

Expertise in Meyers, Milias Brown Act, Public Employment Relations Board, Peace Officers Bill Of Rights (POBOR), Trial Court Employment Protection and Governance Act. September 1999-April 2001: Office and Professional Employees International Union, Washington D.C. International Representative.

Organizing groups of professionals in the Health Care Industry, including Physicians, Podiatrists, Acupuncturists and Oriental Medicine Practitioners for participation in Managed Care programs.

January 1987-March 1995: Union Of American Physicians and Dentists, Oakland, CA Business Representative, IPA Consultant

Representing bargaining units of government employed physicians in the City and County of San Francisco, County of San Mateo, County of Alameda, County of Contra Costa, and the County of Santa Clara. Served as their chief spokesperson in their negotiation for Memoranda of Understanding with their respective government agencies, as advocate before their Boards of Supervisors and with the Counties' Administrative Officers and Agency Chiefs.

Conceived and developed the UAPD, Independent Practice Association (IPA) for physicians in private practice, and provided advocacy for private physicians and groups with other IPA's and others contracting for services of private physicians. Provided contract review and analysis. Performed as advocate before the Medical Board of California (formerly the Board of Medical Quality Assurance).

Developed expertise in Medical Group Management; Antitrust in the Health Care Field; Meyers, Milias, Brown Act; Economics of the Developing Health Care Industry.

Organizing State Employees under the newly enacted State Employer Employee Relations Act (SEERA) 1979-1981.

Chief spokesperson and advocate for bargaining units of employees in Acute Care Hospitals and Skilled Nursing Facilities providing long term care. Hospitals and facilities represented: Kaiser Foundation Health Plan Hospitals and Clinics (Walnut Creek, Pleasanton, and Martinez), Washington Township District Hospital (Fremont), Mt. Diablo District Hospital (Concord, now affiliated with John Muir Medical Center), Delta Memorial Hospital (Antioch), Los Medanos District Hospital (Pittsburg, now defunct); Skilled Nursing Facilities of Pacificare Enterprises in San Leandro, Walnut Creek, and Alturas, CA; ARA Enterprises three facilities in Pleasant Hill, CA; National Medical Enterprises (NME) one facility in Livermore, CA; Rapp Enterprises three facilities in San Leandro, CA; Telecare, Inc., Gladman Memorial Hospital, Oakland, CA.

May 1976-1978 Sheet Metal Workers International Association, Local Unions 400 & 569, New York City and New Jersey Assistant to the Trustee

Under Federal Court Order, United States District Court for the Southern District of New York, on behalf of the Trustee, assumed control of the two local unions, removed sitting officers, restored democratic procedures, assured performance of collective bargaining duties, restored administration of finances, Pension and Health and Welfare Funds of the local unions.

Gained expertise in Employee Retirement and Security Act (ERISA); Taft Hartley and Landrum Griffin Acts; fiduciary duties and responsibilities of Taft Hartley Pension and Welfare Funds.

Other Activities:

1983-1993 Served as Secretary, and At Large Board Member of the Contra Costa Health Care Coalition.
