228/ME/1 APOLOGIES FOR ABSENCE 6 Apologies were received from Councillors J Young, D Parsons, and K Davis
229/ME/1 COUNCILLORS NOT PRESENT 6 None
230/ME/1 CHAIRS ANNOUNCEMENT 6 The Chair stated that she had attended a successful Public Open Day at Staveley Hall and complimented the Council on the firework display and Halloween Disco. Councillor Ludlow thanked the volunteers who helped out at these events.
231/ME/1 CORRESPONDENCE 6 A letter had been received from the manager of Staveley Job Centre thanking the Council for use of the Speedwell Rooms to host the recent job fair. The event was very successful with a number of employers offering opportunities.
Hollingwood School informed the Council that their Remembrance Service will take place on November 9th at 6 pm. Members of the Council are welcome to attend.
232/ME/1 VARIATION OF ORDER OF BUSINESS 6 It was RESOLVED that item 25 budget report, be moved from part 2 to part 1 of the agenda. Councillor S Hartley abstained from voting.
1 233/ME/1 DECLARATION OF MEMBERS’ INTERESTS 6 a) Councillor D Collins declared an interest in the super kitchen project through his County Council role.
234/ME/1 PUBLIC SPEAKING 6 J Roberts BEM, thanked the Town Clerk for his support in helping to organise the annual Remembrance Day event.
L Bally stated that she had been on the tour of Staveley Hall and was impressed with how it looked.
235/ME/1 CONFIRMATION OF THE MINUTES OF THE ORDINARY 6 MEETING OF STAVELEY TOWN COUNCIL HELD ON 11 OCTOBER 2016 It was RESOLVED that the minutes of the Ordinary Meeting of Staveley Town Council, held on the 11th October 2016, be approved as a true record.
236/ME/1 TO CONSIDER MATTERS ARISING FROM THE ORDINARY 6 MEETING OF STAVELEY TOWN COUNCIL HELD ON 11 OCTOBER 2016 There were no matters arising.
237/ME/1 CONFIRMATION OF THE MINUTES OF THE POLICY, 6 FINANCE AND PUBLICITY COMMITTEE MEETING HELD ON 19 OCTOBER 2016 It was RESOLVED that the minutes of the Policy Finance and Publicity Committee held on the 19th October 2016, be approved as a true record.
238/ME/1 TO CONSIDER MATTERS ARISING FROM THE POLICY, 6 FINANCE AND PUBLICITY COMMITTEE MEETING HELD ON 19 OCTOBER 2016 Councillor A Hill asked the Town Clerk and Financial Officer to report to a future meeting, progress on use of the training room at 26 High Street by Derbyshire County Council.
In relation to minute number 225/ME/16, the request from Growth Activities for subsidised use of the Speedwell Rooms for a theatre performance for residents of local care homes, Councillor D Collins is now funding this from his Derbyshire County Council community leadership budget.
239/ME/1 CONFIRMATION OF THE MINUTES OF THE LEISURE AND 6 COMMUNITY COMMITTEE MEETING HELD ON 26 OCTOBER 2016 It was RESOLVED that the minutes of the Leisure and Community Committee held on the 26th October 2016, be approved as a true record.
2 240/ME/1 TO CONSIDER MATTERS ARISING FROM THE LEISURE 6 AND COMMUNITY COMMITTEE MEETING HELD ON 26 OCTOBER 2016 Councillor J Barnett stated that a number of people she had spoken to were grateful for the half term activities. Councillor A Hill asked for a report on the numbers attending the Summer Activities scheme.
241/ME/1 WARD REPORTS BY COUNCILLORS 6 Councillor B Dyke reported that there are ongoing issues with anti-social behaviour in Hollingwood. Councillor A Hill reported similar occurrences in Middlecroft and Duckmanton. Councillor S Bagshaw reported that the police have informed her, recent problems in Staveley Market Place have improved.
242/ME/1 SCHEDULE OF PAYMENTS 6 The schedule of payments from 6th October 2016 was approved.
243/ME/1 TOWN CLERK AND FINANCIAL OFFICER'S REPORT 6 The Town Clerk and Financial Officer presented a report on the following issues:
Staveley Hall The tenders to procure a new managing agent to run Staveley Hall and The Stables were due in on 2nd November 2016. The Town Clerk and Financial Officer gave an update at the meeting. A successful public open day was held on Saturday 29th October 2016 with approximately 70 members of the public attending.
The Speedwell Rooms The room bookings are above target and the bar takings, whilst currently below target, will catch up during the busy winter period. Between April and August 2016 the outturn figures are:
Bar Takings - Target for five months = £4165 - Actual takings = £3116
Room hire - Target for five months = £8500 - Actual takings = £12381
The work on the new roof starts in late November (after the Derbyshire Environmental Trust Board has met to consider our funding bid).
Events The firework display and Halloween disco took place on
3 29th October 2016 The Remembrance Parade is on 13th November 2016.
The Christmas Market is to be held on 7th December 2016. At the time of writing this report, 16 stall have been booked and the school choirs have been invited to attend.
The elderly person's meal is on Friday 16th December 2016 and the pantomime is to be held on 15th January 2017.
Half Term Activities for Children At the time of writing, 291 tickets have been taken for these activities:

By - Election The by-election for Woodthorpe Ward took place on 3rd November 2016 and Councillor S Hartley was elected.
Allotments A meeting was held with A Dunn of Chesterfield Borough Council at which options were discussed for alternative provision at Barrow Hill or steps to make the allotments safe Chesterfield Borough Council's Environmental Health team are reviewing the chemical tests results for the Barrow Hill Allotments, to help inform decision making.
244/ME/1 BUDGET REPORT 2016 / 17 6 The Town Clerk and Financial Officer presented a report on the current budget position for Staveley Town Council and the Heart of Staveley Project. It was reported that Staveley Town Council is heading towards a surplus in the current financial year of £20,000. and that there will be sufficient funds in the Heart of Staveley account to close off this phase. It was RESOLVED that the Council note the budget position of Staveley Town Council and the Heart of Staveley Project. It was RESOLVED that a workshop is arranged to discuss options for the 2017 / 18 budget

246/ME/1 SUPER KITCHEN 6 The Town Clerk and Financial Officer presented a report on the proposed super kitchen at the Speedwell Rooms. He set out the background to the proposal of how it works and outlined the next steps. It was RESOLVED that the detail would be discussed at the next Policy, Finance and Publicity Committee.

247/ME/1 STAFFING MATTERS 6 One member of staff has broken his wrist but is at work on light duties. Councillor Dyke thanked the staff for their efforts in organising recent public events. A letter of thanks is to be sent to volunteers who helped out.
