CYNGOR CYMUNED CARREGHOFA COMMUNITY COUNCIL Minutes of the meeting held on 25th October 2011 at Carreghofa Primary School
Present: Cllrs: Mr C Backshall (Chair), Mrs F James Mrs C Jones, Mr R McCluskey, Dr G Poole, and Mr B Richardson Mrs J Stanistreet (Clerk)
1. Apologies. Mr D James and Mr M Clare
2. Declaration of interest None
3. Minutes It was proposed by Dr G Poole and seconded by Mr R McCluskey that the minutes of the meeting held on 27th September 2011 be approved as a true record. All voting was in favour.
4. Matters arising Contacted police about speeding on Canal road, but they cannot do the monitoring. It is proposed to write to the Highway Authority. Reply from Montgomeryshire Wildlife Trust but they had no information about the lease with LaFarge. Proposed, therefore that the council now writes directly to LaFarge. All work on the circular trail has been completed. Welcome sign – Mr C Backshall had a look at the sign and is of the conclusion the only way of solving the problem is to put in a second post.
5. Reports from Committees and subcommittees Highways and byways At Penyfoel opposite Briedden View the side of the road is falling away and is hazardous. Inform highways. Carreghofa Lane – problem of litter – the Clerk will find out if the County Council does any litter collection in the lanes. Problem of Dog fouling on footpaths raised by Local Resident
6. Improvements to the Boundary Area There will be a meeting with Powys County Council, Highways Department on 3rd November. The council will discuss possible plans with them and find out what they could carry out within the budget we have set aside for the work.
7. Registering Septic Tanks Householders with Septic Tanks will need to register them by 31st December 2011. Council is concerned about the lack of publicity and the possible consequences of not registering by the required date. Information indicates that enforcement action will not be implemented before June 2012 and the only after householders are given the opportunity to register.
8. Safety of Freestanding Goal Frames Following a letter from Powys raising the concern about freestanding goal frames the clerk will write to the manager of the Junior Football teams enclosing a copy of the letter and asking for his comments.
9. External Audit The report from the External Auditor is delayed following correspondence with the clerk regarding the asset register. The clerk has responded to the Auditor with a revised asset register.
10. Planning Application For Consultation BERR 2009 0001 – Windfarm at Carnedd Wen – supplementary environmental assessment – circulated P2011 1099 – First floor extension over existing garage at 10 Cai Haidd – no objections
Notification of Decisions P 2011 0865 – Alterations to Tan y Graig Llanymynech – Granted P 2011 0936 – Erection of Double Garage with PV cells to south roof at South View Cottage, Penyfoel – granted.
11. Correspondence Powys County Council Planning Liaison meeting 5th December – Clerk to notify PCC that 2 councillors will attend Annual Council Reporting Framework - circulated One Voice Wales - Montgomery Area Committee Minutes and agenda for October Meeting – noted - The Voice issue 17 Powys Police – Neighbourhood Management Update - circulated The Queen’s Diamond Jubilee – Guide to taking part – circulated Shelter - Posters - displayed Powys Regeneration Partnership Issue 7 - circulated Play for Wales – Issue 35 – circulated Citizens Advice Bureau – request for funds - noted
12. Invoices PWLB - £956.63 Payment of loan instalation
Proposed by Dr G Poole that this invoice be paid – all voting in favour
13. Report on Meetings from outside bodies One Voice Wales Conference and AGM at The Pavilion Pontrhydfendigaid Ceredigion – 8th October Conference Steve Thomas CBE, Chief Executive, Welsh Local Government Association, reviewed the current local government arrangements in Wales. 22 Unitary authorities, 4 police authorities, 3 National Park authorities and 3 fire and rescue authorities. Likely future developments in the delivery of services, especially in waste management, would see more cross authority arrangements. In the long term the question arises as to the need for the current number and size of the existing authorities. Mike Walsh, Deputy Director (Wales), Big Lottery Fund, outlined the work of the fund in Wales under five headings: People and Places: Awards for All Wales: Heroes Return 2: International Communities and Sustainable Steps. We might be able to take advantage of Lottery funding again in the future. (The Big Lottery Fund – Programme for Wales will be circulated) Peter Davies, Sustainable Futures Commissioner, gave an overview of his work and the work of the commission. His work supported by Cynnal Cymru, the sustainable development forum for Wales. Examples of real life sustainable development in Community and Town Councils were outlined. AGM A relatively straightforward AGM. (Details of agenda, financial statement, report on responses to motions passed last year and results of voting in this year’s motions will be circulated)
Montgomeryshire Area Committee of One Voice Wales held in Carreghofa 13 th October Matters discussed: Promotion of OVW policies and raising the profile of the organisation. A policy framework is now in place. OVW training programme. (Copy will be circulated) Registration of Septic Tanks and small sewage treatment plants Progress on the reinstatement of arrangement for stopping traffic on Remembrance Day There was a lengthy discussion of wind farm related matters Carreghofa was thanked for hosting the meeting
British Waterways Soon to be known as The Canal and River Trust or Glandwr Cymru (Clean Water Wales) Mr C Backshall and Dr G Poole met Wendy Capelle, Waterway Manager North Wales and Borders, on 3rd October and discussed the state of the hedge between Walls Bridge Leisure area and the tow path. Feedback to date indicates that volunteers with an interest in hedge laying, will be offered the opportunity to carry out improvements to this length of hedge.
National Grid Update Meeting for Community and Town Councils Welshpool Town Hall 20th October Dr G Poole and Mr C Backshall attended this useful meeting. Many questions and comments from the floor during the presentation. Selection of the preferred route and substation siting area will be announced in winter 2011/12. Announcement will also consider underground/overhead. (Copy of presentation and other papers – circulated)
