Youth National Basketball Events - YNBE Tournament Rules

1. All games scheduled by YNBE are played under the National Federation of High School (NFHS) rules modified to YNBE tournaments.

2. The Head Coach will be the ONLY coach allowed to stand on the sideline, while his/her assistant must remain seated during the game. In the duration of a game the head/assistant coach shall only question the scorekeeper about timeouts or anything else pertaining to the game after dead ball situations.

3. A team must have a minimum of 5 players and 1 coach in order to start the game. A team, with a minimum of 5 players, who has a player who fouls out, can play with 4 players.

4. Only players listed on the official roster are eligible to participate in games. All rosters must be turned in before the first game is played. Roster of the first game will be the tournament roster.

5. Each team is responsible for either a scorekeeper or book.

6. Only eligible players and coaches on the official roster are permitted on the bench.

7. There will be two halves of regulation time. The clock will run during regulation play and will only stop during the last two (2) minutes of each half. The clock will stop during time outs. Half time is 3 minutes long. If a team is winning by 20 points, the clock will run except for timeouts. When the losing team narrows the score to a 15 point deficit the clock will return to normal timekeeping. Overtime will consist of one (1) three minute period with running clock for the first two (2) minutes and stop clock for the last one (1) minute. Double overtime and beyond will consist of two (2) minute periods with running clock for the first one (1) minute and stop for the last one (1) minute. Third overtime is “sudden death”, first team that scores will win the game.

8. Time Limits per division:

1st thru 3rd Grade – 14 minute halves

4th Grade thru 6TH Grade – 16 minute halves

7th Grade thru Varsity – 18 minute halves

9. Games will start with a jump ball. Thereafter, teams will alternate throw-ins on jump ball situations. The timekeeper will maintain possession arrow.

10. Prior to entering game, a player must check in at the scorer’s table. Failure to do so may result in a technical foul.

11. Below is the ball size for each division:

Boys 2nd thru 6th grades – 28.5

Girls 2nd thru Varsity – 28.5

Boys 7th thru Varsity – 29.5

12. Each team is allowed 2 timeouts per half. Time outs do not carry over from half to half or from regulation to overtime. Each team is allowed one timeout per each over time period.

13. A player must leave the game after receiving five (5) personal fouls. Every foul counts as a team foul, including offensive and technical fouls. On the tenth (10th) foul, the team will be in the double bonus, (2 shots).

14. Technical fouls will result in two (2) free throws and loss of possession.

15. Tournament Director will have the final decision over any and all disputes on and off the court.

16. The coach shall have in his possession a copy of a player’s birth certificate and report card. Failure to do so may cause forfeiture of team’s game where the ineligible player(s) participated.

17. Age limits and grade level exceptions:

2nd Grade – A player must be in the 2nd grade as of September 1, 2016 and cannot turn 10 prior to September 1, 2017

3rdGrade – A player must be in the third grade as of September 1, 2016 and cannot turn 11 prior to Sept 1, 2017

4th Grade – A player must be in the fourth grade as of September 1, 2016 and cannot turn 12 prior to September 1, 2017

5th Grade – A player must be in the fifth grade as of September 1, 2016 and cannot turn 13 prior to September 1, 2017

6th Grade – A player must be in the 6th grade as of September 1, 2016 and cannot turn 14 prior to Sept 1, 2017

7th Grade – A player must be in the 7th grade as of September 1, 2016 and cannot turn 15 prior to September 1, 2017

8th Grade – A player must be in the 8th grade as of September 1, 2016 and cannot turn 16 prior to September 1, 2017

9th Grade – A player must be in the 9th grade as of September 1, 2016 and cannot turn 17 prior to September 1, 2017 10th Grade – A player must be in the 10th grade as of September 1, 2016 and cannot turn 18 prior to September 1, 2017

11th Grade – A player must be in the 11th grade as of September 1, 2016 and cannot turn 19 prior to September 1, 2017

12th Grade – a player must be in the 12th grade as of September 1, 2016 and cannot turn 20 prior to September 1, 2017

If a player exceeds an age limit for any grade level, that player must play at the next highest grade level in which their age meets the requirement
