Job Purpose
• The Director of Human Resources will be responsible and accountable for managing all the activities associated with human resources for the entire organization including resource planning, recruiting, compensation and benefits, training, performance measurement, succession planning, government relations and personnel administration and all shared services.
Principal Duties and Responsibilities As the Human Resources Director, the post holder will:
Page 1 of 6 1. Direct and oversee the Human Resources activities for the entire Organization. 2. Manage the development of the human resources guidelines and policies for recruitment, compensation and benefits, career development, performance measurement, training and personnel administration, and monitor the consistency, effectiveness and the rollout across the Organization. 3. Develop, implement and evaluate HR departmental goals and objectives. Develop and manage HR departmental budget. 4. Direct and oversee the recruitment activities for the College including sourcing, screening, interviewing, testing, selection, job offers, employment contracts, new employee orientation and probationary period. 5. Direct and oversee the compensation & benefits related activities at the College including determining the compensation & benefits structure (basic salary, housing allowance, Air Ticket allowance, business travel allowance, education allowance, hardship allowance, medical benefits, end of service allowance, and overtime). 6. Direct and oversee the employee performance management, promotion, salary adjustment and career development process. 7. Direct and oversee the training activities including conducting training needs assessment, developing training plan, delivering training, and evaluating training. Direct and oversee the personnel administration activities at related to the following areas: a. Personnel Files b. Time & attendance c. Payroll preparation d. Leave e. Retirement f. Transfers g. Resignation h. Termination i. Government relations j. Communication k. Grievance Handling l. Conflict of interest m. Disciplinary action 8. Direct and monitor negotiation with governmental authorities to determine agreements, and to minimize the possibilities of dispute on human resources related matters. 9. Communicate and discuss the department’s guidelines and procedures with all the staff to ensure responsibilities, authorities and accountabilities for all staff are defined and understood. 10. Provide guidance and leadership to all HR employees to ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the department. 11. Delegate some of the responsibilities to appropriate subordinates in order to benefit from smooth running of the department’s operation. 12. Conduct annual performance appraisal to review employee work performance. Carryout disciplinary meetings when appropriate. Recommend salary adjustments, rewards and promotions based on employee performance. 13. Monitor the adherence of the HR employees to the Colleges guidelines, policies and procedures. 14. Ensure effective departmental performance through the selection, development, deployment and motivation of competent HR staff..
15. GOVERNMENT AFFAIRS a. Identify legal requirements and government regulations affecting company operation and human resources functions to ensure the compliance of company policies and procedures. b. Manage and supervise the documentation process for Iqamas, Work Permits, Passports, Vehicle Istimaras and Driving Licenses, GOSI applications, Visa applications and SIM cards…etc. c. Develop and maintain good relationships with different government departments as needed.
16. SAUDIZATION
Page 2 of 6 a. Ensure that targeted Saudization rate for the organization is met as per labor office requirements. b. Communicate with different recruitment sources to attract fresh Saudi graduates (e.g. educational institutions, VTC and Labor Office) c. Coordinate with all departments within the organization to ensure the availability and implementation of training programs to Saudi incumbents. d. Ensure the Saudized job categories are filled only by Saudi nationals.
Qualifications
Page 3 of 6 • Bachelor’s degree in Business Administration or equivalent (MBA in Human Resource Management is preferred) with 5 years of related experience. • Extensive executive-level Human Resources experience is required. • Educational Sector experience is preferred. • Experience with directing and overseeing human resources related activities including recruitment, compensation, career development, performance measurement, training and personnel administration. • Strong organizational skills. • Strong interpersonal skills such as leadership, communication, persuasion, motivation. • Ability to select, develop, manage and motivate personnel. • Must be a professional of unquestionable integrity, credibility, and character.
