Bland County Board of Supervisors 1 Regular Meeting April 23 2013

VIRGINIA: At the Regular Meeting of the Board of Supervisors held at the Bland County Court House, Bland, Virginia, on the twenty-third day of April, 2013 at 5:00 p.m., the following duly elected and qualified members were present or absent.

PRESENT: Henry Blessing, Randy Johnson, Nick Asbury, Karen Hodock ABSENT: None ALSO PRESENT: Eric Workman, County Administrator, Sharon May, Deputy Clerk, Paul Cassell, County Attorney, Audra Repass, Project Manager

CALL TO ORDER Chairman Henry Blessing called the April 23, 2013 Board of Supervisors’ monthly meeting to order.

INVOCATION PLEDGE TO FLAG The invocation was offered by Henry Blessing, Chairman. Mr. Blessing led the pledge of allegiance to the United States Flag.

APRIL 23, 2013 MEETING AGENDA PRESENTED The April 23, 2013 meeting agenda with additions was presented to the Board of Supervisors.

APRIL 23, 2013 CONSENT AGENDA APPROVED *****MOTION to approve the April 23, 2013 Consent Agenda which consisted of the minutes of the March 26, 2013 regular meeting and the April 10,2013 continued meeting; bills for the month of April, 2013 in the amount of $274,788.49; payroll issued March 29, 2013 in the amount of $89,116.55 & April 16, 2013 in the amount of $90,783.31, reports from the Sheriff, Treasurer, Animal/Litter Control Officer, Building Official, E-9ll Fund, Public Works Director, Meals & Lodging and Recycling, were made by and Nick Asbury and seconded by Randy Johnson.

Vote on this motion was as follows: Nick Asbury, yes; Randy Johnson, yes; Karen Hodock, yes; and Henry Blessing, yes. The motion passed.

SOCIAL SERVICES FEBRUARY 2013 REPORT APPROVED *****MOTION to approve the February, 2013, Social Services’ report in the amount of $82,333.24 with the local allotment of $25,475.40, was made by Karen Hodock and seconded by Nick Asbury..

Vote on this motion was as follows: Karen Hodock, yes Nick Asbury, yes; Randy Johnson, yes and, Henry Blessing, yes. The motion passed.

SCHOOL’S MAY 2013 REQUISTION *****MOTION to approve and appropriate the Bland County School Board’s May’s 2013 requisition in the amount of $800,000.00; to approve the meeting minutes of their March11, March 12, March 19, March 25 and March 26, 2013 special meetings; and Board Regular Meeting Minutes on March 25, 2013; check registers/vendor payments submitted for March 8, 2013 and March 15, 2013 and March 21, 2013 was made by Randy Johnson and seconded by Karen Hodock.

BOARDS AND COMMISSION’S REPORTS Smyth/Bland regional Library Ms. Lois Shupe addressed the board stating that March had been a slow month. She stated that due to budget cuts, both local and state funds, the library wase unable to buy the newer more popular books and that the constraints were affecting the low number of users. There were 188 computer users, 7 new cards issued and 1602 users of the Library in the month of March. Ms. Shupe invited all the Board of Supervisors to the Library Appreciation meal on May 16, 2013. Treasurer Mr. John Goins reported to the Board of Supervisors that the Treasurer’s office had been busy; Mr. Goins reported that approximately 4,300 decals had been sold, 600 dog and kennel tags. He also stated that the treasurer’s office had sent out delinquent notices to real estate owners who were in land use and that this was due June 1, 2013 or they would lose their land use status. He also stated that in the near future his office would be sending out delinquent tax notices and that he intended to include that there was going to be more aggressive collection efforts made to collect delinquent taxes.

PUBLIC COMMENTS Ms. Peggy Spratt asked for a letter stating that Wild Wood Ln, Bastian, VA was a private road and that the road was maintained by the citizens that lived on that road and that they did not receive assistance from VDOT for maintenance. She stated that she had asked Mr. Slavin, previous county attorney, for this letter some time back and he had stated that it would be possible but she never received the letter. Ms. Spratt stated that there were people who did not live on the road riding four wheelers and people speeding that was throwing the gravel and that is was very costly to replace the gravels.

Mr. Paul Cassell stated that he would research this matter and under the direction of the Board of Supervisors he would draft a letter stating this is a private road. This letter would be addressed to her for her further use.

APPOINTMENTS *****MOTION to appoint Steve Hermansen to the Planning Commission to fill the unexpired position of David Taylor was made by Nick Asbury and seconded by Karen Hodock.

PROCLAMATION *****MOTION to approve the proclamation recognizing Meagan Bradshaw for the Bland County Public School Division 2012-2013 Teacher of the Year was made by Randy Johnson seconded by Nick Asbury. Vote on this motion was as follows: Randy Johnson, yes; Nick Asbury, yes; Karen Hodock, yes; and, Henry Blessing, yes. The motion passed.

PERMIT FEE WAIVED *****MOTION to waive the permit fee for an electrical permit for the Mechanicsburg Community Center, total fee $51.00, was made by Nick Asbury and seconded by Randy Johnson. Vote on this motion was as follows: Nick Asbury, yes; Randy Johnson, yes; Karen Hodock, yes; and Henry Blessing, yes. The motion passed

APPROPRIATIONS *****MOTION to appropriate to the Sheriff’s budget funds from the Byrne Justice Assistance Grant in the amount of $728.00 of which $73.00 is local funds was made by Karen Hodock and seconded by Nick Asbury.

*****MOTION to appropriate to the maintenance of buildings and grounds revenue and expenditure budgets in the amount of $94,500.00 for the construction of the addition to building # 2 was made by Karen Hodock and seconded by Randy Johnson.

PERSONNEL MANUAL UPDATES ****MOTION to approve the personnel updates as presented to the board of Supervisors to become compliant with the Affordable Care Act was made by Randy Johnson and seconded by Nick Asbury.

Vote on this motion was as follows: Randy Johnson, yes; Nick Asbury, yes; Karen Hodock, yes; and, Henry Blessing, yes. The motion passed.

RESOLUTIONS FOR TEMPORARY ROAD CLOSURE *****MOTION to approve a resolution for the temporary closure of Route 612, Kimberling Rd for a three week period to through traffic for the replacement of a pipe at the Intersection of Dalton Hollow Drive and Route 52 was made by Karen Hodock and seconded by Nick Asbury.

Vote on this motion was as follows: Karen Hodock, yes; Nick Asbury, yes; Randy Johnson, yes; and Henry Blessing, yes. The motion passed.

CHANGE MAY MEETNG DATE *****MOTION to approve changing the monthly meeting date of the May 2013 meeting to May 21, 2013 was made by Randy Johnson and seconded by Nick Asbury.

Vote on this motion was as follows: Randy Johnson, yes; Nick Asbury, yes; Karen Hodock, yes; and Henry Blessing, abstain. Vote 3-1 The motion passed.

SURPLUS VEHICLES *****MOTION to approve the following vehicles to be surplused: 1997 Jeep Cherokee 2900, 2002 Chevrolet Blazer 9128, 2004 Ford Crown Victoria 9914 was made by Karen Hodock and seconded by Nick Asbury.

Vote on this motion was as follows: Karen Hodock, yes; Nick Asbury, yes; Randy Johnson, yes; and Henry Blessing, yes. The motion passed.

COUNTY ADMINISTRATOR Dr. Workman updated the Board of Supervisors that unemployment for the county was 6.4%, Tire Collection , with 1,400 tires collected thus far, was under way with one more day open to citizens for disposal of old tires. Dr Workman presented the Board of Supervisors with two letters from the Bland County School Board and a presentation on their proposal for the next school year.

CONTINUED BOARD MEETING *****MOTION to approve a continued board meeting to be held on May 1st at 5:30 or as soon thereafter at the Bland County School Board office was made by Randy Johnson and seconded by Nick Asbury.

SPEED STUDY FOR NO BUSINESS ROAD *****MOTION to approve a speed study request by VDOT on No Business Rd, due to a public safety concern, was made by Randy Johnson and seconded by Karen Hodock.

Vote on this motion was as follows: Randy Johnson, yes; Karen Hodock, yes; Nick Asbury, yes; and Henry Blessing, yes. The motion passed.
