RESOLVED: (1) THAT the Strategic Director of Customer and Support Services be authorised to enter into a legal agreement under section106 of the Town and Country Planning Act 1990, to secure a commuted sum payment of £73,057 for local environment improvements.

710. TRAFFIC MANAGEMENT UNIT

The Strategic Director of Housing and Planning submitted a report containing details of the recommendations made by the Traffic Management Unit on the following matters, which had been considered at their meeting held on 26th January, 2005.

RESOLVED: THAT the following decisions be made in respect of the matters indicated; and that the Strategic Director of Customer and Support Services be authorised to take the necessary legal action, in connection therewith:-

Site : (a) FRANCIS STREET, ECCLES

Proposal : A request had been received from the Monton Village School, which was an independent nursery and infant school located on Francis Street, for the introduction of school keep clear markings outside the school. The request followed a recent risk assessment undertaken at the school and the school claimed that residents often parked in front of the school gate causing a hazard to pedestrians. They had also requested that a section of the resident’s dispensation scheme opposite the school be revoked to allow parents to park their vehicles without being issued penalty charge notices.

Francis Street, on both sides, was subject to a dispensation scheme in the form of a working day restriction between the hours of 9.00 a.m. and 6.00 p.m. Monday to Friday and 9.00 a.m. to 12 noon on Saturdays. The residents of Francis Street were issued 2 permits per household and were exempt from the restrictions. The scheme had been in operation since 1970.

Site observations had not confirmed that cars were being parked outside the pedestrian gates. Nevertheless, the request for school keep clear markings did not seem unreasonable. The request for the restrictions to be revoked opposite the school would directly affect residential properties and may possibly lead to all day parking from businesses within the area. If, as the

D:\Docs\2018-02-09\0c8049ea28527a9a0313e26ae82a088d.doc school claimed, vehicles did park outside the school, then it suggested parking was already at a premium outside the residential properties on Francis Street.

Therefore, the unit recommended the introduction of school keep clear markings but not the request to reduce the resident’s dispensation scheme. Emergency Services had no objections to the recommendations. Decision : (1) THAT the request for the revocation of the resident’s dispensation scheme on Francis Street be refused.

(2) THAT the introduction of mandatory school keep clear markings on Francis Street be approved. Site : (b) CARLISLE STREET, SWINTON

Proposal : A permanent Prohibition of Driving (POD) Order and physical barriers to enforce it was introduced on Carlisle Street in 1987 to prevent large vehicles using residential roads. The area to the west of Carlisle Street was largely industrial at this time.

In 1999 the permanent POD was temporarily revoked and a temporary POD was introduced further along Carlisle Street to allow for the construction of a new residential estate at a cost to the developer.

The temporary order expired in September 1999, however, the physical barriers for the POD were not removed until June 2003, thus making Carlisle Street a through road. Given that there had been no complaints from residents since the removal of the POD it was recommended that the permanent order be revoked. If objections were received once the revocation order was advertised and it was thought that the POD should be reinstated, then the original order would require amending to allow for the new location. The permanent POD cannot be reinstated to its original location as this would obstruct the driveways to 12 and 14 Carlisle Street. Emergency Services had no objections to the recommendations. Proposal : At the meeting of the Traffic Management Unit on 30th July, 2003, an item was submitted proposing changes to the highway alignment as part of the improvements to the shops on Langworthy Road and approved by the Planning and Transportation Regulatory Panel on 21st August, 2003.

The scheme was currently on site, however, following discussions with the traders, the client (Strategy and Resources) had requested that additional parking be provided on the east side of Langworthy Road.

It was proposed to construct a lay-by in the forecourt area for parking. As a result of this the double yellow lines would be extended to the southern end of the lay-by and the zig zags from the puffin crossing would be extended to the northern end of the lay-by. Emergency Services had no objections to the recommendations. Decision : (1) THAT THE GREATER MANCHESTER COUNTY (SIDE ROADS OFF LANGWORTHY ROAD, SALFORD 5) (PROHIBITION OF WAITING) (CITY) ORDER 1987 (TRO 26/2/401) be amended

D:\Docs\2018-02-09\0c8049ea28527a9a0313e26ae82a088d.doc Proposal : Local Ward Councillors and Hazel Blears MP had submitted a petition on behalf of Windsor Dental Practice located on Belvedere Road, Salford. The petition highlighted parking problems for patients, due to the lack of available parking spaces on site and requested that a section of the current restrictions on Belvedere Road be revoked to allow on-street parking.

The practice was an eight surgery practice with sixteen staff and there could be three patients per surgery at any one time on the premises. The car park had twenty four spaces and it was claimed that problems had occurred with patients blocking each other in etc.

Belvedere Road was seven metres wide and subject to no waiting at any time restrictions along its whole length. The restrictions were introduced in 1973, probably to prevent all day parking from students of the local university, therefore the removal of the restrictions was not considered an appropriate course of action.

The road was wide enough to accommodate a limited waiting bay in the vicinity of the practice. Waiting could be limited to 2 hours, no return within 4 hours, which would give patients ample time to have treatment. The bay would have to be introduced on the east side of Belvedere Road due to possible sightline difficulties for drivers exiting the Flemish Weaver and Spruce Court car parks. This would mean that drivers would be exiting their vehicles onto a grass verge which was not ideal especially for disabled motorists. If funding could be sought in the future from other sources, there was the possibility that a section of the verge could be flagged and dropped crossings be introduced.

The unit recommended, on the condition that an additional disabled parking bay was provided by the dental practice on their car park, that a limited waiting bay be introduced. Emergency Services and the Disabled Motorists Association had no objections to the recommendation. Decision : THAT, subject to the dental practice providing an additional disabled parking bay on their car park a LIMITED WAITING BAY 2 HOURS, NO RETURN WITHIN 4 HOURS be introduced as follows:-

 Belvedere Road, east side, from a point 157 metres north west from its junction with Cross Lane for a distance of 60 metres.
