4 INTRODUCTION

Oregon Head Start PreKindergarten OHS PreK is a comprehensive, high quality early childhood devel- opment program serving children ages three to five from families living at or below the federal poverty level. The program offers in- tegrated services to support school readiness. Integrated services include:

 Education and early childhood development  Child health and nutrition  Parent education and family support

There are 31 OHS PreK programs serving children in all 36 coun- ties in Oregon. These programs receive funding from the Federal Office of Head Start, the Oregon Department of Education, or both. A state and federal partnership agreement allows grantees to blend funding to provide a seamless, integrated program that is tailored to meet the needs of children and families in their commu- nity.

In addition to OHS PreK, specialized Head Start programs in Ore- gon include:

 Early Head Start, a comprehensive program for pregnant women, infants and toddlers.  Migrant Head Start, funded by the Migrant and Seasonal Pro- grams Branch of the Head Start Bureau, serves children ages 0-5 of migrant farm workers.  Seasonal Head Start funded by the Migrant and Seasonal Pro- grams Branch of the Head Start Bureau and serves children ages 3-5 of seasonal farm workers.  Tribal Head Start, funded by the American Indian-Alaska Na- tive Program Branch of the Head Start Bureau, serves 3-5 year old Native American children on reservations and in ur- ban areas.

5 Early Intervention/Early Childhood Special Education Early Intervention (“EI” - services for children birth through age 2) and Early Childhood Special Education (ECSE – for children age 3 to kindergarten) are federally and state funded programs that provide specialized services to children with disabilities and their families. EI services are provided in natural settings, such as the family’s home, and typically include therapies for the child, as well as training and support for the parents on how to work with their child. ECSE services are educational in nature and are provided in the least restrictive environment, examples of which include Head Start classrooms, child care programs and ECSE classrooms, de- pending on the needs of the individual child. EI and ECSE ser- vices are always free to families.

Each child enrolled in EI or ECSE services has an Individual Fam- ily Services Plan (IFSP) which addresses the child’s individual needs and is developed by a team that includes parents and pro- fessionals. Local area contractors provide the EI and ECSE ser- vices described in the IFSP either directly or by subcontracting with other local programs.

Migrant Education, Title I Part C Title I Part C Migrant Education funding comes from the U.S. De- partment of Education (USED) and is administered by the Oregon Department of Education (ODE), Office of Educational Improve- ment and Innovation, Migrant Education Service Center. Oregon Migrant Education preschool programs serve eligible children ages 3-5. Each program has an emphasis on family literacy, native language instruction and parent involvement.

6 Even Start Family Literacy Program, Title I Part B, Subpart 3 Title I Part B Even Start funding comes from the U.S. Department of Education and is administered by the Oregon Department of Education. The purpose of the William F. Goodling Even Start Pro- gram, which is part of the No Child Left Behind (NCLB) Act of 2001, is to help break the cycle of poverty and illiteracy by improv- ing educational opportunities for the nation’s low-income families. Even Start Family Literacy Programs serve families with one or more children ages 0-7 and one or more adults with a low level of literacy. Even Start is based on the philosophy that the educational attainment of children and their parents is interrelated, and that improving the literacy skills of parents promotes academic achievement in their children. Even Start achieves this through the integration of early childhood education, adult literacy (adult basic education or English as a second language), and parent educa- tion.
