POSITION SUMMARY: The Director of Human Resources is responsible for managing, planning, organizing and directing human resource functions. Develops sound progressive human resource policies, procedures, employee relations and programs. Responsible for total rewards, talent assessment and acquisition, HR planning and communications. A thought leader who is willing to take risks and drive innovation and work with high energy and focused commitment to achieving key organizational goals around excellence in recruitment, retention, engagement, leadership and service excellence. I. Essential Duties and Responsibilities E S U 1. Develops department goals in conjunction with establishing/implementing/ developing/revising policies and procedures for department operations in alignment with the hospital’s strategic goals. 2. Identifies, facilitates and evaluates financial practices, budgets and goals according to established standards. Plans, researches and requests purchases for department capital and operational equipment and supplies. 3. Selects and hires quality employees and directs staff, and schedules work to facilitate effective and efficient department operation. Responsible for selection, hiring, promotion, counseling and termination of staff as necessary for the hospital. 4. Provides leadership, vision, development and implementation of long term department goals for the organization. Researches and proposes programs to enhance, design or improve current and future HR workflows. 5. Investigates and takes appropriate timely action(s) to resolve department, personnel, and customer concerns, complaints, and problems. 6. Ensures department and employees are in compliance with all regulatory and licensing agencies. Prepares and maintains pertinent records, reports, statistics, contracts, files and other documents for the department and regulatory and licensing agencies. 7. Retains quality employees through use of effective motivation, delegation, and supervision. Maintains proactive employee relations strategy to ensure a union- free environment. 8. Follows hospital Standards of Conduct and holds staff accountable for meeting the Standards of Conduct. 9. Oversees the design and development of compensation and benefit strategies and programs. Keeps abreast of changes in benefit plans and compensation programs in the health field. 10. Directs the preparation of capital and operational budgets for compensation and benefits. Oversees development, review and maintenance of hospital-wide wage and salary administration. Devises a salary structure to provide fair and competitive salaries for all job classes and develops new methods of compensation D:\Docs\2017-07-19\029ea84d2eaaee1fce4c16f2441c6dfb.doc 1 as appropriate. 11. Oversees, develops, and reviews workforce activities and recognition (i.e. Christmas party, National Hospital week, benefits fair, etc.). 12. Serves as primary source for administration and communication of all retirement plans and works with COO to ensure prudent administrative and fiduciary responsibility. 13. Administers the performance appraisal program that requires all employees be evaluated based on standards of performance and job accountabilities. Assesses the strength and weaknesses of the program and provides appropriate development of the program and supportive training. 14. Follows hospital attendance policy. Additional Duties 15. Educational Qualifications:  Bachelor’s degree in Human Resources or related field.  PHR/SPHR or CHHR certification desired  Minimum of 7 years of progressive professional level HR experience. Healthcare experience preferred.

Work Relationship:  Reports directly to the COO.  Direct reports include Human Resource staff.  Works regularly with all directors and all employees of the hospital.  Works regularly with the vendors, public and community organizations.

Working Conditions:  Work is performed largely in a pleasant hospital environment with minimal chance for personal injury.  Occasionally works near moving mechanical parts.  The noise level in the work environment is usually moderate.

Physical Requirements:  Occasionally required to stand, walk, stoop, kneel or crouch.  Frequently required to sit or stand.  Required to use hands to handle or feel objects, tools or controls.  Frequently lift and/or move up to 10 pounds of department supplies and equipment.  Occasionally lift and/or move up to 25 pounds of department supplies and equipment.  Requires specific vision abilities for far vision, near vision, depth perception, colors, accommodation and peripheral vision. Vision correctable to 20/40.
