DRAFT MINUTES OF BRAYFORD PARISH COUNCIL MEETING HELD ON THURSDAY 28th JUNE 2012 AT 7.30 p.m. in BRAYFORD VILLAGE HALL
PRESENT: B. Symons (Chairman), N. Barrow, M. Naden, T. George, K. Leworthy, R. Dart, Bridget Wilson and Jane Jeyes. In Attendance, Mrs. M. Hartnoll, Parish Clerk.
1. APOLOGIES received from A. Boddington, G. Collier, District Cllr. R. Edgell. 2. PUBLIC PARTICIPATION – none. 3. APPROVAL OF THE MINUTES DATED 17th MAY 2012 – B. Wilson proposed and K. Leworthy seconded that these are signed as correct. 4. MATTERS ARISING: i) Play Area sandpit – N. Barrow has sown grass seed which has not as yet germinated. K. Leworthy offered to purchase turf from Paul Burge, Landkey and lay it. Turf costs £1.25 per turf (1 sq.metre) and the site would need 20 turfs. T. George proposed and J. Jeyes seconded that we accept this proposal. There are sufficient funds in the Play Area account. ii) Diamond Jubilee Memorial coins - these have been delivered, less two, which the Parish Clerk will deliver. The coins were well received. There are 5 left, to sell at £5 each. iii) Jubilee celebrations report – a total amount of £1,900 was raised for Village Hall funds. The Duck Race, Dog Show, magic show for children and Disco, the lighting of the beacon at Five Barrows made a full and very happy day for everyone. The Parish Clerk will write to Mrs. Ruby White to congratulate her, and the Village Hall Committee, on a successful celebration. iv) Millenium Garden - “NO DOGS” signs – it has been requested that these signs are re- instated and it was agreed that they will be fixed either end of the bridge. v) Kerbstones at Brayford cross-roads – nothing to report. vi) Future of the Parish Grant System – a further meeting will be held on Thursday 5th July at 10.00 a.m., which some Councillors expressed an interest in attending. vii) Update on proposed shop – after the last meeting held to discuss this proposal, it was unanimously decided, after full and lengthy discussion, that an independent site should be chosen, and ideas are being sought. Parish Councillors all agreed that while they support the enthusiasm for this project, they regrettably feel that it is not viable. Cllr. Dart suggested that a Farmers’ Market could be held monthly in the village, which might give an indication of support, combined with a coffee morning. This suggestion will be passed to the Brownells. viii) South Molton proposed development – Cllrs. Dart, Wilson, George and Jeyes attended the recent interesting meeting to discuss ideas being put forward to expand the town. Tesco has not as yet produced a planning application for a store in the town. Stags’ lease on the animal market does not expire for several years. It was agreed to have quarterly meetings inviting representatives from outlying parishes. The next meeting will be held in September. 5. NEIGHBOURHOOD WATCH – no crimes to report but traffic travels too fast through the village, ignoring the 30 m.p.h. signs. T. George suggested “hatch” markings on the road by the school and also either side of the bridge, to slow drivers down. This suggestion will be passed to D.C.C. Highways Dept. and to the Police. 6. LENGTHSMAN Drains up Barnstaple Hill have been covered by tarmac, mud and silt; Ditto at Hobbs Wood, Charles; drains are blocked with gravel outside Little Bray House and Farm. As reported in the May Minutes, the road outside the old garage now has a dangerous slope on it and the drain is blocked. Discussion took place on the merit of putting a bend in the pipe which might help the rapid flow of water from Little Bray Lane through the meadow to the river. - 2 –
7. PROJECTS UPDATE a) High Bray Church Bells Booklet– a copy of the full colour booklet will be kept in the Parish Files. The black and white booklet is selling well. Julian Tewkesbury will be asked to send an invoice to the Clerk for his expenses. Both he and Cllr. Jeyes have worked very hard to produce this very much appreciated booklet on the history of Brayford and grateful thanks are extended to them. The Parish Council loan to Church Bells Account of £5,000 can now be paid back, leaving approximately £2,500 in Church Bells Fund to date. b) Charles Village Green – the grass will be strimmed regularly. c) Defribillators – a progress report will be given next month. 8. PLANNING APPLICATIONS 1. Brayford School – new hard play area to be located on the southern part of the top grass play area located to the south of the Brayford School boundary. 2. Extension to dwelling at 2 Riverside, Brayford. 9. FINANCE Nat. West. Statements dated 1st June 2012: Current Account: £1,362.31; Current Account No. 2, Church Bells: £8,136.83; Reserve Account: £23,355.93. (Included in Reserve Account: Parish Paths: £452; Play Area: £3,520.31; possible election costs, £850). Outgoings: M. Hartnoll, Salary of Parish Clerk £117.84 + stationery £21.06 + Inks for printer £37.90 = £176.80. £3,000 to be transferred from Reserve Account to Current Account (PRECEPT). Church Bells Account - £5,000 loan to be returned to Current Account No. 1; S. Jeyes, printing the Church Bells Booklet, £483.43. Received: £25 for sale of 5 Jubilee coins; £180 for sale of Church Bells booklet (Church Bells Account). N. Barrow proposed and M. Naden seconded this expenditure. 10. MEETINGS ATTENDED S.M. Proposed Development meeting as discussed under 4 (viii) above. 11. UPDATE ON LOCAL MATTERS FROM DISTRICT CLLR. EDGELL – with his apologies, R. Edgell sent a message to say that under LOCALISM the County Council has arranged to pay £1 per head as a community grant at local level, the District Council is offering 10p. per head, and it has to be used for a project with a minimum of two parishes directly working together. This has to be considered and decided upon by December. (This is separate from the Parish Grant issue). 12. CORRESPONDENCE It was agreed that we should adopt the updated Code of Conduct. 13. MATTERS BROUGHT FORWARD AT CHAIRMAN’S DISCRETION It was agreed that Planning Applications can be returned to N.D.C. before 2006 – only necessary to keep them here on file for six years. Old Minutes books to remain in the Filing Cabinet. Andrew Down, farmer at Orestone, has accepted a Stewardship Scheme footpath on his property, which should be publicised locally. The Chairman requests that Mr. Down sends a map to the Clerk, and it will be announced in the next Parish Newsletter. The Chairman has been informed by parishioners that cars are being parked outside the Old Baptist Manse graveyard, which is causing traffic problems. This concern will be passed to P.C. Micallef. 14. DATE OF NEXT MEETING IS THURSDAY 19th JULY 2012. Meeting was closed at 9.10 p.m.
