VILLAGE OF MILLSTADT VILLAGE HALL January 5, 2009 7:30 P.M.
The meeting was called to order by Bruce Nowak, with the following trustees answering to roll call: Ralph Bowley, Mike French, Al Lehr, Linda Lehr, Laura Schaefer and Mike Todd. The Pledge of Allegiance was recited.
A motion was made by Laura Schaefer to approve the December 15th minutes. Mike Todd seconded the motion. The motion carried unanimously.
COMMITTEE ON ACCOUNTS AND COMPUTERS: Ralph Bowley asked if there were any comments concerning the bills. Bowley stated that he had a bill from TWM for $19,832 that he will hold $5,516.50 that was tagged against the TIF. That bill will be discussed at another meeting. We will pay out $14,315.82. Tracy Holmes stated that there were two bills that make up the total and asked if the $399 should be paid for the Polk Street drainage project. Bowley replied yes, he was looking at the TIF. Bowley stated that the $5,516.50 will be paid minus the $399 and pay an estimate of $5,100. Bowley stated that he had reviewed the bills and made a motion to pay the bills other than what he just stated. The motion was seconded by Linda Lehr. The motion carried unanimously.
Ralph Bowley stated they will look into purchasing a laptop for the new clerk. Ed Wilkerson had stated previously that he may have one available for her use.
PERSONNEL: Linda Lehr stated that there would be an Executive Session after the general meeting on personnel.
PUBLIC WORKS:
SEWER: Al Lehr stated that the new sewer plant is working fine. Randy Burk stated that he had a pay request for $370,544.35, with a balance of $110,795.35 for additional work and retention. The future pay requests after this one will be slow to be approved. Money will be held back to be sure everything is working right. Al Lehr made a motion to pay Followell Construction $370,544.35 for the new sewer plant for the January payment. Laura Schaefer seconded the motion. The motion carried unanimously.
Al Lehr stated that the Saturday after Christmas water was pumped out of a man hole after a heavy rain at Madison and Polk. Al Lehr stated that he wants to put money in the budget to fix the problem. He stated that there is a 6” pipe that is under total pressure. Randy Burk stated that Don Traiteur was discussing this with him and to fix it or relieve it would be very expensive. It could cost up to $.5M to run a gravity sewer or put in a pump.
WATER: Al Lehr stated that there was a water leak in the new water line on Oak Street by the fire plug. Randy Burk stated that the Village should bill the contractor, it was his fault. The pipe was not put together right.
1 Randy Burk stated that we have to move about 204 ft. of water line on Rt. 163 across from the Liederkranz building. Mrs. Watters did agree to the easement as long as it did not cost her anything. Mrs. LePes said no because we allow the trailer park to back flush the sewers and it backs up in her bathroom. Tracy Holmes stated that it did happen about three times. Don Traiteur stated that she would be informed when they work on the sewers. Burk stated that one option is to put the water line under the sidewalk but we may have to move again someday.
Randy Burk stated that they did not know who was awarded the contract for the work on the Rt. 163 project. Mike Wegesheide stated that Keely & Sons was the low bidder but did not know if they were awarded the contract. Burk asked if the N. Jefferson/Rt. 163 waterline job should go out for bids. It will be close to $10K. Burk stated that the State would stake the right-of-ways. The lines will be 5 ft. deep. Mike Todd asked Traiteur if that was something the Village could handle. Traiteur replied yes, with a plumber. Burk stated the work could be done in less than a week. According to regulation it would have to be 8” plastic. It was agreed that the Village will do the work.
Randy Burk stated that he is trying to talk the State out of doing anything on the main transmission line on Rt. 158 improvements. The Village is in the right of way and so is Illinois American.
REFUSE: Al Lehr stated that there was one miss last week and it was taken care of.
STREETS, ALLEYS AND SIDEWALKS: Mike Todd reported that the leaf pickup is officially done for the year.
PUBLIC BLDGS, MAINT. & EQUIP.: Mike Todd stated that the one ton truck is in the shop for the transmission.
CABLE SERVICES AND CELL TOWERS: Linda Lehr reported that we are still getting inquiries from residents on the wireless internet service from the HTC equipment on the water tower. There is no word yet from Unison.
ANNEXATIONS: Linda Lehr stated that Tracy Holmes has been working with Flynn to streamline the annexation agreements. Holmes will send out letters to get signatures. Linda Lehr stated that they are getting the process solidified for the people who are not contiguous and have expressed an interest in annexation so every property owner has the same documentation on file.
PARKS, POOL AND RECREATION: Laura Schaefer reported that last Tuesday there was a meeting for bids at the Nature Park. One tree service showed up. There were five trees that needed to come down. Schaefer opened a bid from Hudson for the removal of five pines, pruning of one pine as discussed and the chipping of all debris and left on sight for $1,750. Schaefer made a motion to approve the bid from Hudson for $1,750 and was seconded by Mike Todd. The motion carried unanimously. This will be paid out of the grant funds. The ground needs to be frozen because of the heavy equipment.
2 CEMETERY: Al Lehr stated that he will talk to the lawn mower contractor and see if they still want to provide the service, otherwise he will go out for bids.
COMMUNITY CENTER: Linda Lehr reported on the following: - The meal count for both home delivery and dine-in for December was 1,423. - Tax preparation will beginning in February. It will be by appointment. - Charlotte Mehrtens, on an ongoing basis, helps residents with real estate freezes and circuit breaker forms. - The new van is in service and serving the clients well. - The bus heater will be fixed by the original dealer. - Ralph Bowley asked the status of the Agreement between the Township and the Village. Linda Lehr will follow up and get back to the Board.
PLANNING COMMISSION & ECONOMIC DEVELOPMENT: Mike French reported that the Planning Commission focus was on the Green Space Ordinance. Laura Schaefer stated that it is similar with O’Fallon’s Green Space Ordinance. Any developer would be required to donate either 4% of land for green space or a cash contribution equal to $30K per acre or whatever the current market value of the land is or a combination of both. Schaefer will prepare the ordinance for review.
Mike French reported that under Economic Development the Chamber of Commerce kickoff will be January 21st at the Quail Club at 5:30 p.m.
TIF: Mike French stated that there will be a meeting January 6th at 1:30 p.m. at the Village Hall for the Monroe Street improvement. Randy Burk stated the Village needs to decide what we want to do. The problem is on the school side. We have gone from curb and gutter to massive drainage improvements. Burk suggested giving the school $16K and they can spend it as they see fit. Jim Kane asked Burk if the curb, gutter and sidewalk could be done without doing the storm sewer. Burk replied not really, they need the work for the low area by the side door. Mr. Kane thought that the school may have access to money more than the Village even with the TIF fund.
PUBLIC SAFETY: Chief Wilkerson stated that he will have the annual Police comparison report by the next meeting.
OLD BUSINESS: Mike Todd stated that the Millstadt Community Days meeting will be on January 22, 2009 at 7:00 p.m. at the Community Center.
NEW BUSINESS: Mayor Nowak stated that we are all invited to the next recycle program on Saturday at 8:00 a.m. at the Township sheds. Linda Lehr made a motion and Ralph Bowley seconded the motion to go into Executive Session to discuss personnel. The motion carried unanimously.
Linda Lehr made a motion and Al Lehr seconded the motion to adjourn the Executive Session. The motion carried unanimously.
3 ADJOURNMENT: Ralph Bowley made a motion to adjourn the general Village Board meeting and was seconded by Mike Todd. The motion carried unanimously.
