Any ideas re the following description of persons involved in some of the Rothley crimes over recent weeks :- 2 youths suspected of trying to steal a motor cycle –

 White male, medium build, about 5’7” tall, short brown curly hair, wearing a shellsuit, type tracksuit.  White male, medium build, about 5’7”, dark short hair, shape of face appeared distorted, also wearing a tracksuit. The following described youth is responsible for breaking into the bedroom on Church Street –  White male about 5’ 8” approximately 20 years, medium build with a dark woolly hat.

To date during February there has been a break in on The Ridings (10 th Feb), a purse stolen from a shop on Woodgate (11th Feb) and two vehicles broken into.

 Cath Newton the Quorn Sgt covering Rothley – and Susan Hall the PCSO under training for Rothley were both introduced to the councillors. PCSO S Hall should hopefully have completed her training and be operational by the end of March.  The Neighbourhood priorities for the following 4 months are reduction of fear of anti-social behaviour (by working with young people) and dealing with traffic issues around Rothley Village Centre.

5/204 Borough Councillors Report (Cllrs Jack Moore & Brian Page) Cllr Moore expressed concern with Charnwood Planning Officers interpretation of PPG3 (Housing Density).

(a) Meeting held with LCC Highways re Anthony Street parking. (b) Woodgate hanging baskets – sites identified by PH & quotes for ironworn to be obtained by clerk. (c) Dog Warden - report circulated to councillors. (d) Nottingham East Midlands Airport – Draft Master Plan for RPCs consideration. H Wise agreed to study plan and liaise with the Planning Committee to report back to March meeting with recommendations. Reply required by 13/5. (e) Charnwood BC – Campaign for Fairtrade status – Agreement, in principle, to support this initiative. (f) The new RPC Noticeboard has been erected on the Westfield Lane, Swithland Lane, Ridgeway triangle.

CHARNWOOD 2021: Planning for our Next Generation Discussion document with response required by 31st March 2006. CBC unable to arrange roadshow within Rothley – residents can visit either Birstall or Mountsorrel – CBC Planning Policy Manager to address RPC meeting in March. In principle RPC objects to proposals for an industrial park at A46/A6 and agreed to join with neighbouring parish councils to fight the proposals.

5/207 Playing Fields Committee Report (Chairman Percy Hartshorn)  Prices for ground maintenance @ 2005 figure + 2 ½% from existing contractor AGREED.  Skateboard Park Notice warning of danger of skateboarding “removed” within 48 hours of installation. NOTED

5/208 The Rothley Centre & Village Hall Committee Report (Chair Elizabeth Fothergill)  Revised draft agreement for Management Committee for Charity Commissioners, to encompass any new property to be completed by committee on 22nd March.  A meeting with RGP & Kaleidoscope about the funding of the proposed new centre was discussed at length

Charnwood BC have intimated that upon RPC moving out of the present centre the Borough will contribute 1/3rd (max £500k) towards building a new centre. RPC, through the sale of the Village Hall (which would be replaced within the new 4 building) & cottage, could contribute circa £300k and Kaleidoscope have identified a further £550k from two charities and the Lottery which they are confident of obtaining. (The lottery funding would be through a new fund scheduled for going active in 2-3 months time).

RPC to actively persue the formation of a Centre Management Charity to facilitate Lottery funding and reduced rates. RGP to prepare outline plans for consideration.

A councillor wished to revisit refurbishing the Centre along the lines of the report commissioned by RPC in 2000 – when a cost of over £1m was projected. A full and frank “discussion” ensued – the main points of issue being that  the present building was rented, whereas the new one would be owned.  The refurbishment costs in 2000 were similar to newbuild costs now and refurbishment would still leave the existing old building fabric.  By not releasing the building to CBC their cash input would need to be funded elsewhere.  During refurbishment the current building would be out of business for some considerable time with the possible loss of users – with newbuild the “business” could be transferred of building finished without any loss of income.

A proposal for briefing papers reiterating these points for further discussion was defeated 5 – 4.

 Laughton has instructed builders to install new double glazing windows in the upstairs of the village hall, as agreed, at £2000.

5/210 Rothley Youth Matters (PC Rep Olwen Jones)  Minutes of Youth Project Management Committee meeting on 2/2 as reported to parish councillors accepted & filed.  Youth Project AGM on 9th February was well attended – minutes to follow.  Youth Forum Questionnaire printing bill @ £129.84 sanctioned. Questionnaire results being evaluated for presentation at meeting on 9th March.  Planning Application hopefully available for March meeting.  Charnwood Borough Council’s Children & Young Persons Strategy & Children & Vulnerable Adults Protection Policy & Procedures. Questionnaires to councillors for Clerk to submit to CBC by 27th February.
