KENTUCKY SHERIFF’S ASSOCIATION 01/21/2013 FRANKFORT, KENTUCKY

Meeting called to order at 10:00 AM Eastern Standard Time. Sheriff Chuck Korzenborn called role. Sheriff’s absent: Sheriff Coffey, and Sheriff Whittaker. Sheriff Korzenborn certified a quorum.

Motion was made by Sheriff Peoples and seconded by Sheriff Cain to excuse the absent board members. Motion was approved unanimously.

MINUTES OF PRIOR MEETING

Motion was made to approve the November 28, 2013 minutes made by Sheriff Cain and seconded by Sheriff Gaines to approve the minutes of the prior meeting as written. Motion was approved unanimously.

KSA Operating Account Balance as of 1/21/2012 $ 65,311.58 KSA Savings Account $ 140,000.00 KSA Scholarship Account as of $ 1,750.00 KSA Convention Account as of $ 9,933.37

Dues Collected for the Year of 2013

The totals dues billed for the year 2013 are $125,228.00. As of 1/21/2013 $76,496.00 for a total of (61%) has been collected. That leaves an outstanding balance of $48,732.00

Dues Collected for the Year of 2012

The totals dues billed for the year 2012 are $121,598.00. As of 12/31/2012 $119,705.00 for a total of (97.93%) has been collected. That leaves an outstanding balance of $2,523.00

KSA EXECUTIVE DIRECTOR’S REPORT KSA BOYS/GIRLS RANCH REPORT KSA Executive Director Wagner Report

KSA Director Wagner submitted the November and December financial report for the ranch

Motion was made to approve the reports made by Sheriff Gaines and seconded by Sheriff Hampton to approve the financial report. Motion was approved unanimously.

KSA Conference-this year’s upcoming conference will have Jack Ryan back as a speaker. The Boone County Sheriff’s Office will do training on maintaining an evidence room. A training course will be held on School assessment to develop plans in cases of disasters.

Constable Report-The KSA accepted the finding of the report that was completed by the Department of Justice and a motion was made by Sheriff Cain to accept the findings and 2nd by Sheriff Gaines. The Motion approved unanimously.

KSP- A letter was received from Captain Currico in reference to KY open portal solution training. The system is going to be overhauled and they would like a member to be able to attend training for 5 days a week for six months.

Sheriff Coffey-requested a letter is sent to Jackson County Judge Executive and the fiscal court from the KSA spelling out the duties of the Sheriff. The KSA attorney John Estill sent the letter to the Jackson County Fiscal Court.

Sheriff Coffey- requested that all sheriffs submit their resources so that the committee can compile a list so that a binder can be put together in case of a mass disaster and the Sheriffs can use this as a resource guide. Major Hancock -with JCSO is coordinating a response team to help sheriff’s offices in case of a death of a deputy and or a disaster. See future emails on upcoming training and information.

Auditors Office- The auditor’s office has informed the KSA that sheriff offices cannot maintain and run DARE accounts, shop with a cop, or any kind of fund raising account through their office with the name of the sheriff and or the sheriff’s office. If accounts or found this will be an audit violation.

KY Hemp Coalition-A member of the KSA is requested to be on this board. An appointment will be made at a later date.

KACO REPORT

Shelly Hampton from KACo updated the KSA on bills that may affect sheriffs. KACo legislative meeting will be held 01/22/2013 at 10:30 a.m. at the KACo building in Frankfort. The pension fact sheet is out on the KACo web site.

LEGISLATIVE UPDATE

Sheriff Aubrey- advised the board that with this upcoming legislative issues that some sheriffs and association may want to remain neutral on issues that may affect the KSA legislative agenda.

Sheriff Aubrey- wanted to re affirm the KSA position is that as the same as KACo to limit the duties of the Constable law enforcement powers. The board re affirmed this was the plan. PRESIDENT AGENDA

Upcoming Conferences:

Golf Scrambles and Fund Raisers for the Ranch need to be set up as soon as possible so that they can be put on s schedule so Sheriffs can attend and there are no conflicting dates if possible.

School Shooting Training course hosted by the Franklin County Sheriff’s Office on 02/15/2012 at 10:00 a.m. at Western Hills High School.

Sheriff Cain requested that Owensboro be considered for a future site of the KSA Conference.

CERS retirement Trustee position forms will be sent out in the near future, you can only vote for two candidates.

The state police will be contacted about a CCDW class to be conducted sometime in the near future.

OLD BUSINESS

KSA Vehicle- Director Wagner new vehicle has arrived and the old vehicle was offered to be sold at the price of $23,000 with 80,000 miles. No offers where made and the vehicle was sent to the dealership to be put in the auction to see if the KSA received more. The dealership believes it may be bring close to $26,000 dollars. A motion was made by Sheriff Wright to send the vehicle to auction, 2nd by Sheriff Tony Hampton. Motion was approved unanimously.

NEW BUSINESS

Sheriff Cain made a motion to donate a $1000.00 to the Special Olympics; motioned 2nd by Sheriff Gaines Motion was passed unanimously.

Wood Chip By Willoughby- Sheriff Melton had a company bring in and showed wood carved badges that can be made for sheriff’s offices and for deputies with the design and the name on their badge. The Cost is $100.00 for the wood badge and $25.00 will be donated to the ranch. A motion was made by Sheriff Hampton to donate a booth at the KSA conference in lieu of the fee for the $25.00 donation to the ranch; the motion was 2nd by Melton. Motion was approved unanimously.

Corrisoft- Presented to the KSA electronic monitoring devices and electronic tracking devices.

Discussion was brought up by board member in reference to new gun control recommendation under executive order by the federal government. A motion was made by Sheriff Melton that the KSA support the 2nd Amendment of the Constitution, 2nd by Sheriff Korzenborn. The Motion was approved NEXT MEETING

February 21 2013 in Frankfort at the KACo Building the meeting will begin at 1:00 p.m. The meeting will be held and all Sheriffs are invited to the KACo legislative reception that the Sheriffs association sponsors. The event begins at 5:30 and at the Frankfort Civic Center. Rooms for the event are at the Capitol Plaza Hotel for $77.00 a night for a single. For room reservations, call 502-227- 5100

Motion to adjourn was made by Sheriff Hampton and seconded by Sheriff Gaines. Motion was passed unanimously.
