Position Title: National Consultant (Child Protection) Proposed Level : NO-B Duration of contract with indicated assignment date: 7 months (from June to December 2016) Duty Station: Khulna 1. Background: Background: The overall child protection situation in Khulna Division is worse than the national average. Only 32 per cent of children under the age of five had their birth registered while around 87 per cent of children aged 1-14 years experienced violent discipline. One third of women aged 15-49 years were married before they reached their 15th birthday while around 44 per cent of girls and women aged 15-19 years are currently married. 4.5 per cent of children aged 0-17 years are living without parental care. The three UNDAF coastal districts (Khulna, Bagerhat and Satkhira) of Khulna Division are prone to cyclone, salinity, sea upsurge, flood and other natural disasters. In recent years these district were hit by two biggest natural disasters called SIDR and Aila. Excessive rainfall and failure of drainage system created flood and water logging in several areas of the division. Due to natural disaster and large border with India, children of this district is exposed to different types of risks and become victims of child marriage, child labour, trafficking, drug abuse etc. Similar to other Divisions, UNICEF Khulna Office’s decentralized child protection programme aims to enhance the protective environment for children and adolescents, particularly females, against violence, abuse and exploitation through strengthening child protection systems and through social change. In line with the 2012-2016 child protection programme, UNICEF Khulna Office has strived to achieve the following programme outputs by 2016:
Institutional strengthening: capacity of relevant government bodies, enhanced in the area of child protection information management system, monitoring of social services, monitoring and reporting on CRC, rules/regulations/policies, human resources development related to child protection; Modelled minimum package of services: children and adolescents from vulnerable families including those affected by disaster and climate change have access to a minimum package of child sensitive social protection services to ensure continuum of care for prevention and response to abuse, exploitation and violence; and Mobilization of adolescents and communities: adolescents from selected communities act as agents of social change to enhance and facilitate collective action within communities to reduce child labour, early marriage and violence while addressing gender equity. UNICEF Khulna Office has made good progress in terms of programme implementation in both pillars i.e. system strengthening and social change. The remaining period of 2016, the last year of the current country programme, is important in terms of following up on priorities and transitioning into the next country programme. The priorities in Khulna include: Implementation of Monitoring of Results for Equity System (MoRES) of key child protection interventions to demonstrate results of the current country programme for the transition into the next country programme Case management quality assurance through on-the-job training and case conferencing of social workers and rollout of online case management system Operation of the Child helpline and local mobile teams Decentralized multidisciplinary training on the 2013 Children Act for professionals and monitoring their performance in the implementation of the Act Technical support to NGO partners in development and implementation of exit strategy in sustaining the
1 modeled package of minimum child protection services and justice for children Technical support to Child Welfare Boards including their mapping of available services for referral Mobilization of adolescents and communities through adolescent empowerment package and increased knowledge on child rights and child development. Two Dhaka-based L3 Child Protection Specialists are leaving for their new assignment. Recruitment of their replacement will not take place due to the change in staffing requirement for the next 2017-2020 country programme. The child protection team will be constrained as it will be left with Chief supported by only two National Child Protection Specialists. An arrangement is made to fill the staffing gap by transferring the Khulna based Child Protection Officer to Dhaka from 1 May to 31 December 2016. Therefore, a full time consultant is needed to support the programme implementation and monitoring particularly in achieving the results planned for the remaining period of 2016 in Khulna.
Purpose of Assignment: To provide technical support for decentralized planning, implementation and monitoring of the child protection programme in Khulna Division according to the 2016 annual work plan

Life Skills Based Education including “Connections” sessions on Life Modules to encourage open discussion about sex and Skill Based sexuality for adolescents, parents, professionals and Education members of CBCPC Total 147 working days QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED FOR THE ASSIGNMENT: 4 Education : Advanced university degree in Social Science, Social Work, Development Studies or a related field Work Experience: Minimum 8 years of relevant professional work experience in programme management and monitoring Knowledge of the latest development of child protection, social welfare and justice for children Experience in cooperation with government counterparts and civil society organizations Prior working experience with international organizations is an asset Excellent communication and presentation skills Language requirements: Excellent command of written and spoken English & Bangla
