    BRIEFING Russia's armed forces Defence capabilities and policy SUMMARY Reforms launched under Vladimir Putin have restored some of the Russian armed forces' former glory. Russia now has a streamlined, mobile and mostly professional military, equipped with modern weapons. The impact of these changes was visible in Syria, Russia's first military intervention outside the post-Soviet region. Despite this increased capability, there are demographic and financial constraints on Russian military power. The armed forces are not attracting enough recruits to go fully professional, and therefore still need conscripts – who are less well-trained than career soldiers – to make up the numbers. Moscow has spent billions of dollars on new weapons, such as the innovative nuclear missiles unveiled by President Putin in 2018, but not all branches of the armed forces are equally well equipped. Russia's increasingly assertive foreign policy raises the question of how much of a threat its military represents. Officially, the role of the armed forces is to defend Russian territory, but in practice Moscow uses military force to assert control over its post-Soviet sphere of influence, for example in Ukraine. Russia also uses hybrid methods such as cyber-attacks, including against North Atlantic Treaty Organization (NATO) countries. NATO's overall numerical superiority means that Russia is likely to avoid all-out war with the alliance. However, the risk that it might use nuclear weapons and other niche strengths to escape retaliation for a limited attack (for example in the Baltic region) cannot be entirely discounted.     May Day, a Celebration of Spring! By Linda Butler Although spring technically begins on the Vernal Equinox, generally March 19-21, the warm springlike weather that we love doesn’t usually happen for another month or two. It isn’t until mid to late April that blooming really begins, but there’s still a chance of a frosty night. However by May, it’s clear that Spring is here! Flowers and trees are blossoming, winter coats are being packed away, lawns are mowed and gardens are planted. It’s a time of growth, renewal, and celebration! For centuries, people all over the world have welcomed Spring. The ancient Romans loved celebrating and their spring festivals ran from April through May. In mid April they held Cerialia, a festival in honor of Ceres, the goddess of agriculture and grain. (We get the name “cereal” from the goddess Ceres.) From April 27-May 3 they celebrated Floralia, honoring Flora, the goddess of flowers and the season of Spring. May 1 has become known throughout Europe and North America as May Day, a celebration of springtime and growing things. The ancient Celts celebrated a Spring holiday, Beltane, on May 1. Beltane continues to be celebrated today. The cattle are brought to their summer pastures and rituals are performed to protect the cattle, crops, and people. Bonfires are kindled and people gather together in feasting and celebration. A May bush or May bough (a shrub or a branch) is decorated with flowers, ribbons, garlands, and bright shells. These customs are also observed in Newfoundland, Canada and some of the eastern states of the US.

We’re excited to see how our community and supporters will interpret this theme into their elaborate floats, decorated automobiles or vibrant costumes. - There is a mandatory parade contingent training & orientation on May 18 at 7:00pm at The Loews Madison Hotel (1177 15th Street, Washington, DC 20005). At least one member of your contingent must be present in order for your organization to participate on parade day. Parade vehicle permits will only be distributed at the orientation. Permits contain your arrival time and street. If you do NOT have a permit, the permit will be mailed to you around June 7tth. The parade permit will list your arrival window and arrival street.
