PROPOSALS FOR NEW POLLING DISTRICTS AND POLLING PLACES

Note: 1. The lettering system is common to every polling district throughout the country. 2. Where 2 capital letters are shown, the first letter indicates the ward, with the second showing the polling district. 3. The use of three capital letters are the proposed polling districts. The first indicates the Parliamentary constituency, the second the ward and the third, the polling district. 4. The Labour party undertook a complete review of the polling districts, as shown on the plan which will be available at the meeting. The party relettered the districts. Where these are referred to in their comments, the existing districts are shown in brackets. 5. The comments and proposals can be understood by reference to the plans which show the proposals (attached at Appendix 1) and the existing districts (available in Members’ rooms and will be available at the meeting).

Conservative – refer to existing Polling Districts and suggest the council could reduce the number of districts, and could reduce the number of mobile stations.

Green –There should not be polling places in supermarkets. They should be public places, including post offices. In general they have no strong views other than to promote accessibility.

Labour – suggest new polling district letters and indicate which current polling districts they derive from. Where primary schools used as polling stations closures are to be avoided. Facilities (chairs and shelter from the rain) at portable polling stations are requested for tellers.

Liberal Democrat – refer to existing polling districts and suggest that, in general no polling district should have more than 3,500 – 4,000 electors. Free parking should be considered in Controlled Parking Zones. Where temporary accommodation is used (portakabins) some cover for tellers should be provided.

Officer comments

The Returning Officer has a statutory right to use schools but we have tried to avoid this where it would be necessary to close the school for the day. Subject to this priority Portable Offices are expensive and should be avoided if possible. We suggest new three character identifying letters to avoid confusion. The proposals reduce the number of polling districts from the current 101 to 91.

Wherever possible, weatherproof places for tellers will be identified, but they are not allowed in the polling stations themselves. It is usually possible to screen off an area within the building so that they can sit inside without being in, or able to see, in the polling station area itself.

New Ward – Brunswick Park

Liberal Democrat - Could get rid of DC and divide with DE and DA. However could get new housing and there would be a longer walk to polling stations. Therefore add Darwin Close and Marshalls Close to DE; add Brunswick Park Gardens to DC or DA in the north west of Brunswick Park Ward (= 3472 electors) and could be divided into one polling station at a school in Burlington Rise, with a second polling station at Barnet College Russell Lane. Add Howard Close to new southern DA. Merge rest DC / DE with polling station at cricket pavilion. DD in south east of Brunswick Park Ward = 3252 electors and is rather large. Therefore could adjust with DB or divide into two, with new polling station at school in Hampden Way for lower south - west half of area, with the upper half of DD poll at either school off Chase Side or Burleigh Gardens.

Proposed boundaries are in line with common Conservative and Labour view. This is also in accord with the Liberal Democrat suggestion to divide old DC district between old DE and DA. If new housing takes place in the future these arrangements could be reviewed. We prefer not to create additional polling districts as suggested by the Liberal Democrats. We suggest pavilion as a station for CCC because of the strong preference of avoiding schools, and it is in the same general location as a suggested portable.
