2510.42 - Regional Forester.
The Regional Forester shall:
1. Provide guidelines and procedures to determine management priority of NFS watersheds.
2. Provide guidelines and procedures to analyze watershed conditions and their influence on site productivity and conditions of waterflow.
3. Approve the technical adequacy of watershed analyses and improvement schedules for NFS watersheds submitted by the Forest Supervisor.
2510.43 - Forest Supervisor.
The Forest Supervisor shall:
1. Rank all NFS watersheds by management priority (FSM 2531.2, R-3 Supplement).
2. Analyze watershed conditions on each NFS watershed in order of priority ranking (FSM 2532.03, R-3 Supplement).
3. Obtain Regional Forester technical approval of a complete watershed analysis and improvement schedule for NFS watershed before requesting funds for individual projects.
4. Complete action plans by 1990, supplemental to the Forest Plan, to improve all Class II and III terrestrial ecosystems and NFS watersheds to Class I watershed condition.
5. Immediately notify the Director of Watershed and Air Management by phone when a flood occurs.
6. Prepare flood damage survey reports.
7. When a flood occurs, work cooperatively with local, State and Federal agencies to obtain storm and flow data.
8. Recommend appropriate flood damage follow up action through watershed improvement plans.
2511.02 - Objective.

2511.03 - Policy.
Use the relative management importance of NFS watersheds to schedule water resource surveys, inventories, analyses, improvements, and management programs.
2511.1 - Soil and Water Inventories and Interpretations for Planning.
Maintain a base map of NFS watersheds for use in setting management priorities (FSM 2531.2 R-3 Supplement) and scheduling water resource activities. Update the map as necessary with the Regional Office.
2513.1 - Watershed Data Reference File.
Establish a permanent historical case file for each National Forest System watershed. This file will be labeled 2500 - Watershed, NFS Watersheds. Divide each file for a specific NFS watershed into the manual-coordinated filing designations for watershed management, such as 2510, 2520, and 2530. All surveys, plans, and other data of a permanent nature will be filed together for each NFS watershed. Each document should show the name and number of the NFS watershed and the manual-coordinated file designation.
2513.2 - Watershed Coding.
The National Forest System Watershed numbers for Region 3 will consist of ten numbers in five fields. A sixth field of one letter is available for optional use. A Region 3 watershed map number will consist of three numbers in order to create a unique identity. The watershed coding for the Southwestern Region is in exhibit 1.
Use the Region 3 watershed map number, on Region 3 forms and maps that are designed to accommodate a three character watershed number.
Use the ten number National Forest System watershed number on Forest Service forms used nation-wide.
The sixth field is available for Forests to further subdivide watersheds, if it is desirable. Subdivision of watersheds shared by two or more Forests will be coordinated by the Regional Office. The subdivision of watersheds on a single Forest will be done by that Forest. Use letters in the sixth field. Subwatersheds will be lettered starting with A for the first subwatershed encountered when moving clockwise from the watershed mouth around the watershed.
