1 Site Plan
2 1.0 Introduction
The Council is looking for a developer to enter into a building licence agreement to build housing on two sites at the rear of shops in Broad lane in the Southdene area of Kirkby.
2.0 Description
2.1 The two parcels of land as shown on the site plan are generally flat and level. The larger area is located between Thursby Close and Rowlings Way, a service road to the rear of shops. The blue hatched area on the plan below is subject to a lease but it is understood that the lessee is in principle agreeable to the land being included in a development, subject to terms being agreed with the lessee.
2.2 The smaller area is of irregular shape and has a frontage to Broad lane.
3.0Location
3.1 The development sites are located in a predominantly residential area although they are immediately to the rear of a parade of local shops on Broad Lane and Park Brow Drive.
3.2 Bus services are available along Broad Lane whilst Kirkby railway station is less than 2 miles away. Kirkby Town Centre is approximately 1 mile away and junction 5 on the M57 also approximately 1 mile away.
3 3.3 Schools are well provided for including a new primary school built some 300m away off Broad lane.
4.0 Site Area
4.1 The larger area of land contains an area of 1,867m² (0.46 acre) and includes 2 adopted footpaths.
4.2 The smaller area of land contains an area of 735m² (0.18 acre).
5.0 Planning issues
5.1 Currently the land is designated in the adopted Replacement Unitary Development Plan as residential and there is a reasonable assumption that residential development would be acceptable. The Council is now in the process of putting together planning policies for the Local development Framework that will replace the UDP.
5.2The site is in a low flood risk area.
5.3Car parking requirement for each dwelling are to be in accordance with this table:-
Size of dwelling No. of persons Car parking spaces 1 bedroom dwelling 2 1 parking space 2 bedroom dwelling 3 2 parking spaces 3 bedroom dwelling 4 2 parking spaces 4+ bedroom dwelling 5 3 parking spaces
5.4All driveway spaces must be at least 5.5 metres in length.
5.5The minimum width of a single parking space at the front of a property should be 3.3 metres to achieve Lifetime Homes status (2.4m is acceptable if a separate pedestrian path at least 0.9m wide is provided to the property). A 3m width is acceptable from a highways perspective if Lifetime Homes status is not required.
5.6The minimum width of a parking space at the side of a property should be 2.75 metres wide (Note: 3m is preferred to allow for full side extensions in the future).
5.7 The minimum width of a double parking space at the front of a property should be 6 metres.
5.8 Any departure from the above standards should be discussed with the Council’s Highway Engineers on 0151 443 5962.
5.9 The layout should avoid over dominance of car parking along the street scene. This could be achieved with appropriate landscaping and/or parking to the side of dwellings or integral garages.
4 6.0 Highways issues
6.1 The larger site includes an adopted footway known as Thursby Walk which may be closed where it goes through the site subject to a process through section 116 of the Highways Act or through section 257 of the Town and Country Planning Act. Further details on how this can apply can be obtained from the Council’s Highway Engineers on 0151 443 5962.
6.2 Access into the larger site for development should be from Thursby Close and not the service road, Rowlings Way.
7.0 Services
7.1 It is understood that 4” gas mains run under Thursby Walk, Broad Lane and the service road,Rowlings way that border the sites. Prospective purchasers should confirm this with National Grid plc.
7.2 There are understood to be 225mm sewers under Thursby Walk and Rowlings Way. Sewers are also believed to be under the footway of Broad Lane.
7.3 Similarly 3” water mains are believed to be below Thursby Walk and Rowlings Way and 6” cast iron water mains below Broad lane footway.
7.4 With both sewers and water mains a prospective purchaser should clarify the existence of services with United Utilities plc.
7.5 Mains electricity cables are evident in Thursby Close and Thursby Walk and also to Broad Lane and Park Brow Drive serving the shops. Potential purchasers are advised to contact SP Manweb plc to verify his information.
8.0 Public open space requirements
8.1 The site is in an area of an overall surplus open space and therefore as part of any planning consent there will be a required contribution payable on the basis of £490.49 per additional person to account for needs resulting from the development.
8.2 The contribution can be calculated by reference to Tables 4.1 and 6.1 of the Greenspace Standards and New Development Supplementary Planning Document (including inflation rises);
Size of dwelling Number of persons Contribution per individual dwelling 1 bedroom dwelling 2 £980.98
2 bedroom dwelling 3 £1471.47

5 4+ bedroom dwelling 5 £2452.45
