Harkstead Parish Council – Meeting Minutes
Date/Time: Monday - February 10 2014 Location – Harkstead Village Hall
Councillors Present: William Wrinch, Roger Harward, John Pollett, John Zalucki, Alison Looser.
Also present: Dave Wood, David Rose, PCSO Jo Adams and clerk.
1. Apologies – Cllr. Simon Leatherdale. 2. Declaration of Interest – William Wrinch, trustee of village hall. 3. Minutes of last meeting –January 13 2014, signed as correct. 4. Matters Arising – 1.Clerk had received email about how to register the pub as a community asset. 2. Clerk has asked for more FP maps and if it’s possible to have a description of the paths. 3. FP sign 34 has been reported as missing. 4. Cllr. Leatherdale had sent a draft letter to all PC’s about marine conservation. 5. Cllr. Looser has got some website information and if nHarkstead gets one up and running, she’s happy to be administrator. Adjournment – PCSO Jo Adams reported there’d been only one crime in Harkstead in the past month, a drunk and disorderly. She also said that catalytic converters were still being stolen from cars, particularly 4x4’s. Also heating oil theft still a problem. David Rose said HMS Ganges application had been passed. He also said a ‘Locality Officer’ had been appointed to check up on local village information and the welfare of 1 to 5 year olds. 5. Millennium Green –Cllr. Harward had inspected the play equipment and suggested that 2 new swing seats be ordered. The ROSPA report said they were low risk. Council agreed to purchase, so Roger will order them. 6. Village Sign – No progress since Dr Walker withdrew his offer of a patch of land to install it on 7. Planning Applications –Nothing new. 8. Footpaths – nothing new. 9. Financial Report – Business Saver £3174, Current Ac. £492, Savings £1684 (annual interest added). No expenditure this month. 2. Precept paperwork was signed, for sending to BDC. 3. Barclays paperwork signed by William Wrinch and Alison Looser to vouch for clerk Pam Tunbridge, so she can now arrange financial matters again. 10. Correspondence –Most had been forwarded by email. No one had anything to discuss. 11. Any other business –1. Cllr. Harward is doing his annual re-draft of the CRP. 2. Cllr. Looser produced ONE Suffolk paperwork to make a free website. This will be circulated to all PC’s and discussed next meeting. 3. Parish Council to go ahead with registering pub. 4. Cllr. Leatherdale’s letter –Dave Wood suggested that council wait and see what will happen as Suffolk Coasts and Heaths also disappointed and may have more to say on the matter. 12. Next meeting – Monday March 10 at 8.00pm.
