Mid-State Meeting

Officers present: President DeLaina Harris, Secretary Suzann Harrington, Points Keeper Pam Worthen
Board members present: Lorance – Dara Howard, Malvern – Rickey Meeks & Wayne Neighbours, Saline Co. – Ernie Flowers & Nakia Ritchy, Sheridan – DL Worthen, Charles Phillips
A motion was made to accept minutes from Oct. meeting. Passed unanimously
The current checking account balance is $1179.19.
The $25 start up fee and the $125 scholarship fee paid by each club are now due for the 2015 show season.
The vote was taken on each proposed rule change for Mid-state and state level changes. Refer to attachment A for these results.
A motion was made that the age restriction for the new Walk Trot class be 45 yrs. and older. The class will not count towards highpoint but will be eligible for year end awards. Motion passed unanimously.
A motion was made to allow a 15 minute tack change after the HUS saddle before continuing with the remaining classes. Passed unanimously
A motion was made to remove the gaited exhibition class from the benefit shows due to lack of participation. Passed unanimously LRC – P MRC – P P Sal Co – P P SRC P P
A motion was made that during the pony flag class, dragging the arena would only be done at show manager’s discretion. Passed unanimously
Pony Flags - The state rule change of placing the flag next to the inside edge of the bucket will be adopted by MS.
A motion was made to create a committee to develop new horsemanship patterns for the new season. Passed unanimously The committee met after this meeting to review patterns. The committee members were DeLaina Harris, Nakia Ritchy, Pam Worthen, Jackie Flowers, and Dara Duck.
A motion was made regarding the benefit shows that an attempt would be made to hire a coggins checker at a cost not to exceed $100/show with the cost being split among the clubs. Passed Unanimously
Reining patterns for each show and club working order at the two benefits were drawn. The reining patterns were drawn in this order, 4, 9, 10, 6, 8, 11, 3, 5, 7, 2. In case of rainouts, the pattern drawn stays with that show. The club working order for Benefit I is Sheridan, Malvern, Lorance, Sal. Co.. Benefit II is Saline Co., Sheridan, Lorance, Malvern. The time slots are 2 ½ hrs each so they are as follows: 2 PM – 4:30 PM, 4:30 PM – 7 PM, 7 PM – 9:30 PM, 9:30 PM– end.
Awards Banquet - The Benton Event center was originally booked for the Oct. 31, 2015 for the awards banquet, but after discussion from the board, it was requested to change the date from the Halloween date.
A motion was made to book the Benton Event center in Nov., Dec., or Jan. but this motion failed. LRC – F MRC – F F Saline Co. – F F SRC – F P A motion was made to book the Benton Event center on a date between Nov. 1 - Dec. 12. If this wasn’t possible, then move the banquet back to the Malvern Community Center. Passed unanimously. A motion was made to allow any deposit required to hold the banquet room be mailed to which ever location we were able to secure on the desired date. Passed unanimously
The next state meeting is Sunday, Feb. 15. Mid-state is owed money for the jackpot flags class and any paid lotteries not selected to participate at the 2014 state show.
The Saline Co. riding club is hosting two shows at the Benton fairgrounds, Sat. 2/28 @ 12:30 & Sat. 3/28 @ 1 PM. Lorance is hosting playdays on Sun. 3/29 & April 19 @ 2PM.

LRC – Pass 1) Participants in lead line classes are not allowed to ride unassisted in other classes. LRC P MRC P SRC P SCRC F
Pass 2) Add a separate walk/trot class with age restrictions such as 40+ or 50+. Participants will be allowed to ride other classes. (age limit set @ 45 +) LRC P MRC F SRC P SCRC P SRC – Pass 1) Remove the open pleasure class due to lack of participation LRC P MRC P SRC P SCRC P
Pass 2) Increase MS entry fee to $4 (refer to comparison chart) LRC P MRC F SRC P SCRC P

Fail 4) Allow ring steward if requested by judge. LRC F MRC F SRC F SCRC P
Pass 5) Add HUS to non-rotating events as the 1st class. LRC P MRC P SRC P SCRC P In addition, there will be a 15 min. break to allow a tack change after this class before continuing with the remaining classes.
Pass 6) In the event that a judge doesn’t show up for speed classes, allow the MS board members to handle the speed classes. LRC P MRC P SRC p SCRC P
Additional changes passed by the MS board:

For pony flags only, the flag will be placed next to the inside edge of the bucket. (state rule change) . There will a line added for clarification to the current dragging rule specifying that there will be a drag at the beginning of each speed class to avoid classes being run together before a drag occurs.
Club Voting Results for State level proposed rule changes
Failed (tie) 1. Flag race rule change: The flag barrels with the buckets will be set at 30 feet from the timers LRC F MRC F SRC P SCRC P
Pass 2. Move flag to the edge of the bucket for pony flags only – Passed unanimously
Pass 3. Drag after 6 associations for pony flags. - Passed unanimously
Pass (tie) 4. Drag after every other association for barrel pick-up. LRC-F MRC- F SRC-P SCRC - P At the state meeting held on Feb. 15, the four above proposed changes were passed.
