Background

Oxfam New Zealand (ONZ) is an independent humanitarian, advocacy and development agency affiliated to Oxfam International.

In a world rich in resources, we believe that poverty is an injustice that can be overcome. We work with people caught in extreme poverty in many regions overseas, by providing practical support to achieve essentials like safe water, basic education and a reliable food supply. And when natural disasters or conflicts strike, we are there, not only to save lives but to help communities recover. We also ensure there are lasting solutions by advocating for change to the structures and policies that keep communities in poverty.

This role sits within the Advocacy and Campaigns team which is headed by the ONZ Advocacy and Campaigns Manager, who reports to the Executive Director. It comprises a small Wellington based Advocacy team, and a campaigns function that may be based out of Auckland or Wellington. Contract staff, interns and volunteers are also employed from time to time to undertake specific tasks to support the team’s campaigning and advocacy activities.

The Advocacy and Campaigns team works closely with members of Oxfam’s Programme team, and with a Pacific based Programme Advocacy Officer (to be appointed). The Campaigns Coordinator also collaborates closely with members of the Engagement Directorate, particularly members of the Communications team, in delivering popular mobilisation activities that may be developed by the Campaigns Coordinator, and delivered to members of the public through the Engagement directorate, to ensure there is good coordination and a ‘single face’ of Oxfam to the public.

Current areas of focus for Oxfam’s advocacy and campaigning work include food justice (GROW campaign), climate change, control arms, gender justice and unfair trade practices as they impact on Pacific Island countries.

Job purpose

Help to achieve Oxfam’s advocacy and campaign goals by supporting the development of campaign strategies and plans, a pool of active campaigners and maintain alliances that will

April 2013 1 contribute to policy change, particularly as they impact on the Pacific region. This includes developing exciting and engaging public campaigns that will engage and mobilise the public to challenge the structural causes of poverty. These campaigns will integrate closely with the other elements of Oxfam’s influencing work, such as lobbying, research, media and other forms of public engagement.

Main responsibilities

Campaign development and implementation 1. Work with the Advocacy and Campaigns Manager to develop and implement campaign strategies that align with key advocacy priorities/ activities and will support or help to mobilize key stakeholders to undertake actions to achieve desired policy change. This includes:

o Working with the Advocacy & Campaigns Manager, the Executive Director and/ or relevant members of the Programme and Engagement teams to develop concepts for campaigns that will encourage deeper engagement and/or action in support of Oxfam’s advocacy and campaigning goals among new or existing supporters,

o Liaising with relevant members of the Engagement Directorate who may directly contribute to the design and delivery of public campaigns to target audiences in New Zealand. This includes providing support with developing campaign aims and demands, influencing, sequencing & exit strategies, resourcing plans or mechanisms/ measures for monitoring and evaluating the campaign’s effectiveness,

o Participating in campaign planning undertaken by members of the Programme team, particularly the Programme Advocacy Officer based in the Pacific region (when appointed) to support the development of campaigning capacity and skills among civil societies and progress priority advocacy and programme goals in key Pacific Island countries.

2. With the Advocacy & Campaigns Manager, keep abreast of Oxfam International campaign work and provide contributions and inputs as appropriate.

Public engagement

3. Be proactive in building awareness and support for Oxfam campaigns and advocacy objectives through public speaking engagements and attendance at key meetings, conferences or events.

4. Work with relevant members of the Engagement Directorate to proactively identify opportunities, through their outreach activities, that may attract and engage campaign supporters who can be informed and be ready to engage with external target audiences on priority Oxfam campaigns and activities.

Alliance building 5. Through regular communication, attendance at relevant meetings/fora and involvement in joint activities, support the maintenance of strong relationships with like minded organisations, NGO allies, coalitions, partners and networks in New Zealand where these organisations are working on issues or campaigns that align with Oxfam’s priority goals.

6 Build and maintain effective relationships and networks within Oxfam International and with affiliate counterparts, particularly Oxfam Australia, sharing learning, tools,

April 2013 2 approaches and resources with a view to progressing Oxfam’s campaign objectives within the Pacific region.

General

7. Contribute to the success of the Advocacy and Campaigns team through active participation in team meetings and by providing support to the Advocacy & Campaigns Manager and/or Executive Director as required.

8. Contribute to regular planning, monitoring & evaluation and learning activities undertaken by ONZ and the Advocacy & Campaigns team, including annual operational and Change Goal planning.

9. Contribute to regular Board and other ONZ reports as required.

10. Assist the Advocacy & Campaigns Manager in maintaining effective financial oversight of relevant budgets, documenting expenditure in accordance with ONZ finance protocols.

11. Be responsible for recruiting, inducting and managing any interns or volunteers who may be employed for specific campaigns or campaigns-related activities.

12. Develop and maintain a broad understanding of development issues in areas where ONZ is active with regards to its advocacy, campaigning and programming work.

13. Be proactive in maintaining effective cross team communications and working relationships within the Advocacy & Campaigns and across other ONZ Directorates.

14. Undertake any other tasks that may be delegated by the Advocacy & Campaigns Manager that are in keeping with the scope of the role.

Competencies

Qualifications, knowledge and experience  Proven experience/knowledge of developing campaign strategies and of using different campaigning tools or approaches, including social media, to achieve policy change  Direct experience of, or involvement in, public campaigning events or activities  An interest in and good understanding of social justice, development and policy issues affecting the Pacific region  Experience of motivating others, through public speaking and other forms of verbal interaction  Proven experience of working successfully in coalition/partnership with other organizations based in New Zealand and ideally across the wider Pacific region  Experience of conducting campaign evaluations and incorporating lessons learnt into new campaign activities  Experience of sourcing, collating and updating campaign supporter records using relational databases  A tertiary level qualification in a relevant discipline (development studies, economics, political science, international relations, social policy, community development) or equivalent relevant experience  Experience of living or working in the Pacific region would be useful

Hours

Out of hours or weekend working may be required from time to time for which appropriate time off in lieu (TOIL) will be awarded in accordance with ONZ’s TOIL policy.

Travel

The Campaigns Coordinator may be required to travel from time to time within New Zealand and overseas, to fulfill the duties of the post. This may include travel to areas that may be subject to civil conflict, natural disasters or social unrest.

All ONZ staff are required to heed the advice of local staff and local authorities in relation to security issues, and follow ONZ’s security guidelines. Staff must also be prepared to make their own assessments of potential hazards or dangers during field visits in the knowledge that ONZ will always respect and support a decision to continue or withdraw from any part of a field visit for reasons related to personal security.
