DAVID 12 HOLMES SWINTON ON THE OCCASION OF THE 13 CELEBRATION OF HIS TENTH ANNIVERSARY AS 14 PRESIDENT OF BENEDICT COLLEGE, AND TO WISH HIM 15 CONTINUED SUCCESS AS HE LEADS THIS HISTORIC 16 INSTITUTION OF HIGHER EDUCATION. 17 18 Whereas, Dr. David Holmes Swinton was born in New Haven, 19 Connecticut, and later moved with his family to Timmonsville, 20 South Carolina; and 21 22 Whereas, in 1968, he received a Bachelor of Arts degree in 23 economics from New York University, in 1971 he was awarded a 24 Masters of Arts degree in economics from Harvard University, and 25 in 1975 Harvard University awarded him a Doctor of Philosophy 26 degree in economics; and 27 28 Whereas, Dr. Swinton’s professional experience includes a 29 seven-year tenure as Dean of the School of Business at Jackson 30 State University, Director of the Southern Center of Studies in 31 Public Policy, and Professor of Economics at Clark College; and 32 33 Whereas, Dr. Swinton is renowned for his scholarly writings that 34 have appeared in Black Enterprise; the American Economics 35 Review; the Review of Black Political Economy; Minority Youth 36 Employment; Public Administration Review; Journal of Urban 37 Analysis; and Business and Society; and 38 39 Whereas, in 1994 Dr. Swinton became the thirteenth president of 40 Benedict College; and 41

1 [1134] 1 1 Whereas, over the past ten years, Dr. Swinton’s leadership as 2 president has resulted in a dramatic increase in the college’s 3 enrollment, a quadrupling in the size of the college’s campus, the 4 establishment of a graduate program in business, the reinstatement 5 of football as a competitive sport, the construction of a sports 6 complex, and the revitalization of the community in which the 7 college is situated; and 8 9 Whereas, throughout his career, Dr. Swinton’s commitment to 10 higher education and economic empowerment have been 11 recognized by the numerous awards and honors that have been 12 bestowed upon him. These include: becoming the first African 13 American Chairman of the Greater Columbia Chamber of 14 Commerce Board in the organization’s ninety-two year history; 15 helping to organize a group of investors to keep the only minority 16 owned bank in the State from closing its doors; serving as 17 Economic Advisor to the National Urban League since 1980; a 18 member of the Black Enterprise Board of Economists since 1990; 19 Phi Beta Kappa; and receiving the Order of the Palmetto; and 20 21 Whereas, Dr. Swinton believes that the students at Benedict 22 College are the school’s most valued constituents and its most 23 important product; and 24 25 Whereas, it is fitting and appropriate for the members of the 26 General Assembly to pause in their deliberations to recognize the 27 tremendous accomplishments of Dr. David Holmes Swinton 28 during tenure as President of Benedict College. Now, therefore, 29 30 Be it resolved by the Senate, the House of Representatives 31 concurring: 32 33 That the members of the General Assembly of the State of South 34 Carolina, by this resolution, commend and congratulate Dr. David 35 Holmes Swinton on the occasion of the celebration of his tenth 36 anniversary as President of Benedict College, and to wish him 37 continued success as he leads this historic institution of higher 38 education. 39 40 Be it further resolved that a copy of this resolution be forwarded to 41 Dr. David Holmes Swinton. 42 ----XX---- 43
