TRAWDEN FOREST PARISH COUNCIL Minutes of the Meeting held on Monday the 14 th May 2012 Meeting started 7.00pm Present Chairperson Barry Hodgson Vice Chairperson Ian Hartley Councillor Beverley Robinson Councillor Ruth Crompton Councillor Raymond Clough Councillor Paul Reyner Clerk Adele Waddington Also Present County Councillor Mike Calvert Apologies Councillor Steven Wilcock, Councillor Adrian Foulkes, Councillor Karen Plumb Minutes The minutes of the meeting of 2nd April were approved and signed correct. Proposed by Cllr Robinson, seconded by Cllr Hartley. Declaration of Interest Parish Council were reminded of the requirement of the member Code of Conduct concerning the declaration of interests. Cllr Hodgson declared interest in the planning application 13/12/0135P, Cllr Crompton declared interest in 13/12/0127P and Cllr Hartley declared interest in 13/12/0161P Police Matters There was no Police present at the meeting. Cllr Hodgson will contact the Police and advise that taxi drivers are propositioning young females when using their services late in the evening. Cllr Hartley advised he would mention this to Inspector Davies also. Cllr Clough advised that the new checks on scrap materials should now be in forced so it should start getting more difficult to get rid of any scrap waste. Cllr Robinson asked that PCSO Thompson be contacted and asked about the planters for the War Memorial. Cllr Hodgson asked that a letter be sent to the Police advising that, since PCSO Thompson has been off ill, there has been very little contact from them. We have not bee kept informed of the situation with PCSO Thompson, and w e are still unaware whether the new CBM has been recruited. County Councillor Mike Calvert CCllr Calvert reported that the dog fouling bin on the Recreation Ground has now been sorted. The wall at the quarry at Winewall has now been repaired. He advised that the 2 councillors that have stood down for re-election to PBC were George Askew and himself. Cllr calvert advised that he has given a grant for the Jubilee Day which is to be held at the community Centre on 2nd June, but asked for the contact details of the organiser in order for the correct recognition to be given. Cllr Robinson reported that, where the new Trawden Sign is on the Mire Ridge, there seems to have been some yellow road marking paint dropped there. CCllr Calvert to investigate. Cllr Robinson asked whether the wall that has collapsed on Colne Road belonged to LCC or the land owner. CCllr Calvert advised it belongs to the land owner. Cllr Hodgson asked that Adele write to Robert Airey and ask when this is to be repaired. All the stone has been moved, but there are no signs that it will be repaired any time soon. Cllr Robinson asked about the ownership of the land of the old sub-station on Colne Road. A new sub-station has been installed and it would be great if the Parish Council could use the old land. CCllr Calvert advised that Planning at PBC would be able to assist with this. Adele asked about the money secured from the Colne and District Committee for Trawden in Bloom and how it would be received. CCllr Calvert asked Adele to contact Cllr Paul White about this. Cllr Hodgson advised that, between the end of Wycoller Road and the turn for Laneshaw Bridge, the road has been planed, but not repaired. CCllr Calvert to investigate. CCllr Calvert left the meeting at 8.05pm

Matters Arising Village Lengthsman Cllr Robinson asked that the stone step on Old Chelsea be re-located. Adele to ask Granville to do this. Also, the planter on Colne Road requires compost.

Colne Area Committee Cllr Hartley has been discussing the planning application CA0013 from last month where there is a request to register the area in question as common land. He advised that farm payments may not be paid if it is changed and that a lot of farmers will lose money. Cllr Hartley fears that the farmers in the local area will have problems with this. CCllr Calvert can put issues forward to LCC on his and others behalf’s, but only once he had received letters from those it affects. 30/2011 NWIB Things are moving forward on this project and the Garden Festival planters are now in place. The Garden Festival will be responsible for planting these. Cllr Crompton thanked Cllr Robinson for the time and effort she put into the very successful wild flower scattering at the Jubilee Meadow. David and Margaret Robinson wanted to also send their thanks to the Parish Council for arranging this, as it seemed to be a community event which was very well planned.

Jubilee Celebrations The money that was applied for for the Jubilee Party at the Community Centre has been received. £472 is to be given to the Committee immediately. The balance of £28 is to be paid to Len Robinson for materials used for the new gate at the Jubilee Meadow. Cllr Robinson to look at purchasing a plaque for the gate for the Jubilee Meadow. And claim the money back from the £2000 grant received from Colne and District Committee.

Vacancy Gillian Greenwood’s vacant post was advertised in the paper but in a very strange place. Cllr Robinson knows someone who is interested, but is a neighbour. Adele to create a poster for the Post Office and notice boards and ask the paper to put this in the Trawden News.

Parish Matters Cllr Hodgson has received an e-mail about the Village Green at Well Head from Mr Jackson adivising that it has flooded again. Cllr Hodgson repaired this a little while ago but will take another look and see if he can repair it again. Cllr Clough will also help. Cllr Hodgson to report his findings to Carl Johnson at PBC. Cllr Robinson suggested that the children at school be invited to write a poem about the Jubilee which will be transposed onto a plaque for the Poetry Garden. Adele to suggest this to school and collect entries on 30th May, pass to the Jubilee Committee and the winner will be chosen at the next Council meeting.

Planning Applications 13/12/0127P – Alterations to the roof of the house and to create a first floor extension, and widen existing driveway at 3 Lachman Road, Trawden. No objections 13/12/0135P – Change of use of B8 storage and distribution building to a B1/B2 manufacturing and B8 storage and distribution use with office space and outside storage, erect 2.4m high fence with gates at Whiteholme Mill, Skipton Road, Trawden. Cllr Hartley advised this has already been passed with a 12 month condition on. If there are no complaints in the next 12 months, the application will be allowed to become permanent. 13/12/0146P – Erection of a single storey extension to side of house at Lower Naze End Farm, Hollin Hall, Trawden. No objections. CA014 – Amend the register of common land unit CL193 known as Colloway and Overton Marshes. Not applicable to the Parish council as it is outside the area. CA015 – Amend the register of common land unit CL193 known as Colloway and Overton Marshes. Not applicable to the Parish council as it is outside the area. 13/12/0161P – Erect a single storey extension to the rear of Guildford Clough Farm, Hollin Hall, Trawden. No objections. 13/12/0187P – Installation of photovoltaic solar panels on the south elevation at 15 Weavers Court, Trawden. No objections.
