In the past elections, the Ministry of Interior used to count villages, towns, cities and other localities in provinces and gradually releasing the result, as soon as it was available.

It was a long process as counting was by hand (as it was this time too).

The MoI result was 'preliminary'. The Guardian Council of the Islamic Constitution had 3 days to certify the result.

The Leader use to thank Iranians for their participation in the election, not taking part.

The myth surrounding the urban-rural divide, that Mr Ahmadinejad and some preach doesn't reflect the reality of Iranian society.

For the first time in the past 30 years, the Iranian Interior Ministry has issued a partial voting results in a reverse order.

In general, They get the vote count per ballot box (46,000 total ballot boxes) and then they add up ballot box results to come up with the vote count per town/district and add up town/district results to come up with the vote count per state and add up state results to come up with the national results.

This time they first announced the national results and after 3 days they came out with state by state results, then they issued town/district results. Yet, as of now they have not announced the vote count per ballot box!

Some of the reported complains, • The number of mobile Ballot center were increased from 2000 ~3000 to 14000. 2 or 3 people are in charge of the mobile Ballot centers and there are no observer from other candidates. • Permissions were denied to a large number of the observers belonging to the opposition candidates and they were assigned to locations far from their own neighborhood • About 10 million votes were casted without the National Identification Code

My info are based on the election from 8 years ago. At that time, I was the supervisor for the voting center in Phoenix.

If I remember correctly there were ballot sheets with two detachable sections. 1. Section one was the Voter Information Section (VIS).2. section two was the Candidate Name Section (CNS).

Here is the step by step process as I remember it:

1. On the VIS, the voters write his/her own information (Name, Address, National Id Number etc.)

2. On the CNS, the voter writes the name of his favorite candidate.

3. then the voter would put his finger print on One ( or may be both sections) section of the ballot sheet (I don’t remember this part).

4. Then an official stamp would be imprinted on a designated location over the line of the perforation where two sections of the ballot sheet will be separated.

5. Then the same official stamp would be imprinted in on the individuals birth identification booklet to prevent multiple voting possibility.

6. Then the voting official tears the ballot sheet from the perforation line. This will cause the official stamp on the ballot sheet to be split between the two sections.

7. The voting official keeps the VIS.

8. The voter folds the CNS and inserts it in to the ballot box.

9. At the end voting period, each voting center opens the ballot box and starts counting the votes. 10. There are about 7 people representing Guardian Council who are responsible to verify the count.

11. Also, I think in this election, they allowed the candidate representative to be present during the voting and counting process.

12. Then they write down the count on the result sheet and the 7 observers from the Guardian Council sign the result sheet

13. Then the results sheet gets faxed to the counting headquarter at the interior ministry.

14.  Then all the VIS and CNS sheets are placed in the mailing envelope and are sealed.

15. Then Everything gets sent back to the Interior ministry.

This is what I remember. I have asked a friend of mine to call me back so I can verify my info. I will let you know as soon as I hear from him.

Still nothing on the mechanics on how the fraud took place but here is what I got from this guy.

1- Ahmadinejad said in TV in his last appearance that : we have news that says we are the winner of the election. 2- 2 days before election Farsnews, IRNA, Keyhan, Resalat and Iran newspaper informed that he is going to win the election by 62 percent of the votes. 3- Over a half of the supervisors of Mir Hossein, Karoubi and Rezaie had been forced to leave the stations. 4- The process of counting of the votes is doubtful. They told the reporters the results of counting of 10 million vote in the 2 hours after the stations were closed. 5- People across the country believe that this is not the real result. They are confused. 6- Khameniy immediately after the counting issued a statement congratulating Ahmadinejad, when in fact he should have waited till the Guardian Council approve the election result. But he did not. 7- SMS network was down one day before election 8- the website were shut down the night of the election. over 10 websites. 9- Reformist were arrested one after another. 10- The night of the election there were too many Armed men in the streets. It is clear that Khamenei is realizing, he must retreat. Khameni’s son Mojtaba was the main force behind the scene and convinced Khamenei to support a massive fraud in the election. This was one of very few miscalculation on Khamenei’s part. The cheating was so amateurish that it didn’t pass the laughing test. And because of Ahmadinejad’s antagonistic position vs. Rafsanjanj, the reformist, the pragmatists and the anti-revolutionary forces united to create a turnout that surpassed every one’s expectation. My upper limit on the participation number was 37 Million and my prediction was by far the highest among every analysts. But, once it got close to 40 Million all scenarios for minimal cheating on the election was thrown off. Now, it was clear to everyone that anti Ahmadinejad forces were much larger. If they wanted to cheat correctly, they should have split all anti Ahmadinejad votes among the various anti- Ahmadinejad candidates and force a run-off election against Ahmadinejad and possibly, Rezaie. But they were cut off guard by the last minute decision by everyone to turnout in large numbers and vote. Everyone in the street knew that with a large turnout the possibility of cheating will become minimal. I guess everyone underestimated the stupidity of Ahmadinejad’s team. Once such a gross fraud was committed, the anti-Ahmadinejad groups within the power structure of IRI had no choice but to confront the fraud or risk massive purge of their rank from the system. Now, with protest expanding nationwide, and the country being surrounded by US forces and International pressure on Iran’s nuclear issue, Khamenei should realize that this is a no-win situation. I think they must order a new election or risk the whole system to come down.

Here are some info that are being published but I cannot verify their accuracy.

1. TABNAK the site of Mohsen Rezai showed that his vote count actually went down during the vote counting process. When total counted vote was on about 34 Million his total votes number was higher than his final number after counting 39.2 Million votes. Since then they have erased this report from the site. 2. Ahmadinejad’s vote shows an unusually a consistent ratio in his favor across the country where as everyone knows the votes are very different in different regions of Iran due to various ethnicity of people. 3. Tavakoli’s site published the final numbers several hours before the interior ministry. At that time the interior ministry was still counting.

I am fairly convince that massive fraud took place and Ahmadinejad was the looser. But I don’t have good evidence yet various indicators points to a big fraud. (Have asked him for more details)

It looks like the turnout (85% or 39.2 Million) has surprised many. It is now a different situation. Mousavi needs some concrete and undisputable evidence of fraud or he may not prevail. Now, two completely different outcome should be expected. If the prevailing perception is that the election results are more or less according to people’s vote, then it means a huge mandate for Ahmadinejad which will make him an unstoppable force. On the other hand if the prevailing perception is that it was an stolen election, then it will mean trouble for the Islamic Republic of Iran. As the opposition will assume that their number is massive giving them a lot of encouragement to move against the system. Interesting times are ahead.
