4 ORDINANCE 2015-444 5 AN ORDINANCE NAMING THE FISHING PIER IN THE 6 REDDIE POINT PRESERVE FOR LONG-TIME CIVIC 7 ACTIVIST AND ARLINGTON/BEACHES CPAC MEMBER 8 JOHNNY HOLDEN; WAIVING ORDINANCE CODE 9 PROVISION 122.102(A) REGARDING NAMING PUBLIC 10 FACILITIES AFTER LIVING PEOPLE; REQUESTING 11 ONCE CYCLE EMERGENCY APPROVAL; PROVIDING AN 12 EFFECTIVE DATE. 13

14 WHEREAS, Johnny Holden, born in 1915 in Hamilton County, FL, 15moved to Jacksonville in 1921 and began a lifetime of involvement 16in civic affairs in the 1940s working on neighborhood concerns with 17then-City Commissioner Lou Ritter; and 18 WHEREAS, a graduate of Edward Waters College, Mr. Holden 19worked for 40 years for the Jacksonville Housing Authority as an 20investigator, Supervisor of the Maintenance Department at the 21Blodgett Homes housing project, and eventually as the purchasing 22agent for all of the City’s public housing units; and 23 WHEREAS, in 1997 Johnny Holden was appointed by Mayor John 24Delaney as a charter member of the Greater Arlington/Beaches 25Citizen Planning Advisory Committee (CPAC) and he has remained 26extremely active in CPAC affairs ever since, serving on committees 27and taking an active role in projects ranging from area 28beautification to the purchase of the Victory Park property, Blue 29Cypress Golf Course, and the preservation land now known as Reddie 30Point Preserve; and

2 1 WHEREAS, in recognition of his lifelong devotion to civic 2activism and community leadership, and in recognition of his 3approaching 100th birthday, the City desires to name the fishing 4pier in the Reddie Point Preserve for Johnny Holden, an avid 5fisherman; now therefore 6 BE IT ORDAINED by the Council of the City of Jacksonville: 7 Section 1. Naming Fishing Pier in Reddie Point Preserve. 8The City of Jacksonville hereby names the fishing pier in the 9Reddie Point Preserve for long-time Arlington activist and Greater 10Arlington/Beaches CPAC charter member Johnny Holden. 11 Section 2. Waiver of Section 122.102 (a), Ordinance Code. 12Section 122.102(a), Ordinance Code, prohibiting a public facility 13in the City be named after any living person, is hereby waived to 14allow for the fishing pier in the Reddie Point Preserve be named 15for Johnny Holden, as Mr. Holden is still living. 16 Section 3. Requesting One Cycle Emergency approval. 17Requesting one cycle emergency approval pursuant to Council Rules 184.901 Emergency. One cycle emergency passage of this legislation is 19requested. The nature of the emergency is that recognition of Mr. 20Holden is long overdue and the community desires to have the pier 21named as soon as possible. 22 Section 4. Effective Date. This Ordinance shall become 23effective upon signature by the Mayor or upon becoming effective 24without the Mayor's signature. 25
