REQUEST FOR PROPOSAL (RFP) #2014-07 ADDENDUM

1. On page three (3) in the section labeled 1.4 “RFP Events,” the RFP response due date should read Monday 5/12/2014 at 4:30 PM CDT .

2. My company was unable to attend the webinar about RFP #2014-07. Was it recorded? Yes. The URL for the webinar is posted on the same page as this document. See http://tinyurl.com/nv3jjcn to view the recording.

3. Roughly how many companies received email notification of RFP #2014-07? An email notification of RFP #2014-07 was sent to minority and women business trade organizations or development centers listed on the Texas Comptroller’s website; as well as, to Historically Underutilized Business (HUB) businesses registered on the Texas Comptroller’s HUB Directory having a class code of 915-96 and a business description including web design.

4. Is the company required to redesign and reprogram the statewide catalog? No. However, the final design must integrate technically and aesthetically with the statewide catalog.

5. Much of the appeal of a well-designed website comes from a professional logo. The current logo is very out of date. Can this be included in our proposal? An offeror may propose a new logo design; however, the redesign of the logo is not an objective of RFP #2014-07. there is no guarantee that a logo redesign proposal will be acted upon at this time or in the future.

6. Does the organization prefer a web company in the Dallas area? An organization, company, or individual with proven expertise to complete the RFP requirements and objectives in an economical and efficient manner is required, regardless of location.

7. Are the following webpages, currently linked to the TxVSN homepage, included in the redesign and reprogramming? http://www.epsilen.com/Inst/TxVSN (Project Share); b) http://tutorials.txvsn.org, and c) http://pd.txvsn.org (Professional Development Center). These sites are not included.

8. Is there any sort of existing databases that needs to be integrated with or is this just static information? Most of the TxVSN systems and tools that are linked to the current website are dynamic and the data resides in an SQL database.

In terms of video integration, will the awardee need to re-encode all videos into a browser friendly format (h.264) with use with Vimeo.com or YouTube in order for students to access the information? A browser friendly version of video, such as MP4, that can be either embedded or streamed in needed. It should be noted that all videos will have to have transcripts and be synchronously captioned in order to meet Section 508 Amendment to the Rehabilitation Act of 1973 requirements for video. Also, many school districts and open enrollment charter schools still block hosting options such YouTube or Vimeo.

10. Will the website be required to be hosted on your local environment and if so can it be set up to support the PHP/MYSQL environment? The website will be hosted locally. An offeror may propose a PHP and MySQL environment.

11. Regarding attachment B, is it necessary to break up the design CMS and implementation costs even if our company does not unbundle those costs? Yes, Attachment B is the desired format for pricing. An offeror may add lines with notes specific to those costs that can or cannot be unbundled.

12. Who will be giving the final approval for design completion, content approval, etc. Region 10 ESC, in consultation with its administrating authority, the Texas Education Agency, will give final approval for the design and development.

13. In the RFP document it mentions that that you are interested in our methodology, where would this go within this proposal format? A separate page may be attached describing methodology. In addition, the Project Tasks with Proposed Timeline (Attachment D) should provide an outline of methodology as well.

14. Who will be responsible for content writing? The web design and development team (awardee) selected will not be responsible for content writing.

15. The current TxVSN homepage includes links to Facebook, Twitter and other social networking tools, should the management of these tools be included in the proposal? Region 10 will continue to manage social networking tools. The awardee, however, will have to plan for a presence of these tools in the design and ultimate development of the website.
