The intent and purpose of this Invitation for Bid is to establish an annual contract to provide Janitorial Services for Henrico County Public Schools Technology Buildings at 555 Trampton Road Suites A, B, and C, and 671 Trampton Road Suites E and F. Approximate square footage of 555 Trampton Road is 9,800 square feet including 9480 sq. ft. of carpet and 320 sq. ft. of tile. The approximate square footage of 671 Trampton Road is 6450 square feet, 6314 sq. ft. of carpet and 136 sq. ft. of tile. For the fiscal year 2011 through 2012, the County spent approximately $16,557.95 and for the fiscal year to date July 2012 through May 2013 the County spent approximately $13,101.00 on Janitorial Services at these locations.

A. General Requirements:

1. The bidder shall examine carefully the work site, the bid, general terms and conditions and specifications to become fully aware of the character of work and conditions to be encountered.

2. It is intended that the Successful Bidder shall perform all work under this contract with the Successful Bidder’s own forces and shall not sublet any portion of the work.

B. Specifications:

1. The Successful Bidder shall furnish all labor, supervision, tools, appliances, equipment, supplies and other accessories except for toilet paper, hand towels, sanitary napkins and hand soap necessary to perform the Custodial Services under this contract. This includes but may not be limited to the following: trash can liners, cleaning agents, vacuum cleaners, floor care products and equipment. Cleaning equipment shall be in good working condition at all times. The Successful Bidder shall be required to use vacuum cleaner(s) with HEPA filters that operate with a sound level less than 70 dBA. All cleaning shall be conducted during HCPS work hours as indicated in this document and thus will require tact and consideration of employees. The following procedures shall be performed as specified:

Daily :

a. Empty all waste receptacles. Damp wipe solid waste receptacles. Replace plastic liners when used in waste receptacles. All trash will be placed in the Waste Management dumpster behind the building.

b. Dust mop all uncarpeted floors including the break rooms with a wide treated dust mop, keep the dust mop head on the floor at all times. Pick up soil from the floor with a dustpan. Vacuum mop head periodically to remove dust.

c. Spot wet mop uncarpeted floors.

d. HEPA vacuum carpeted areas and entrance mats.

e. Spot clean carpets with approved spotter.

f. All windows and glass partitions up to a standing height of 7 feet shall be free of

2 finger marks, smudges, lint and other dirt spots of any kind and be cleaned on a daily basis. All glass doors shall be cleaned daily inside and out. g. The Restrooms shall have the following services completed daily:

g.i. Empty waste containers and replace plastic liners when used.

g.ii. Remove trash from floors by sweeping with broom and picking up with dustpan.

g.iii. Re-supply paper towels, toilet paper and soap when needed from HCPS supplied materials.

g.iv. Clean mirrors with approved glass cleaner.

g.v. Clean sink basins, hardware, and spot clean partitions with approved disinfectant cleaner.

g.vi. Clean toilet seats and outside of toilets, and urinals with an approved disinfectant cleaner. Wipe seats and outside of toilets dry with cloth. h. The break room shall have the following services completed daily:

h.i. Empty waste containers and replace plastic liners when used.

h.ii. Remove trash from floors and carpeted areas.

h.iii. HEPA vacuum carpeted areas and spot clean as needed.

h.iv. Damp wipe tables and chairs.

h.v. Clean all sinks, counter tops, microwaves and outside of refrigerators with approved cleaner.

h.vi. Tidy break room as needed.

Weekly : a. Mopping of tiled area with approved cleaner (to exclude server rooms which will be cleaned upon request).

b. Dusting of horizontal surfaces including furniture tops, window sills and ledges.

Monthly:

Daily

Tues and Friday only :

a. Dust mop all uncarpeted floors including the break rooms with a wide treated dust mop, keep the dust mop head on the floor at all times. Pick up soil from the floor with a dustpan. Vacuum mop head periodically to remove dust.

b. Spot wet mop uncarpeted floors.

c. HEPA vacuum carpeted areas and entrance mats.

d. Spot clean carpets with approved spotter.

e. All windows and glass partitions up to a standing height of 7 feet shall be free of finger marks, smudges, lint and other dirt spots of any kind and be cleaned on a daily basis. All glass doors shall be cleaned daily inside and out.

Thursday only :

The following will be billed separately, not to be included in monthly price

1. Cleaning of carpet in entrance area, hallways, conference rooms and spotted areas. (HOST dry-extraction process- may be walked on in 30 minutes/priced separately)

2. Cleaning of windows, inside and out until glass is free of finger marks, smudges, lint and other dirt spots of any kind. (priced separately, see Bid Form)

2. If performance becomes unsatisfactory to the Director or his/her duly authorized representative, the Successful Bidder will be notified by telephone by 8:15 a.m., the next working day morning and the Successful Bidder will send sufficient personnel to the jobsite by 10:00 a.m. that day to correct the deficiency or a minimum of $20.00 per day/call to correct the deficiency or $20.00 per hour per County employee needed to correct the deficiency will be deducted from the Successful Bidder’s monthly invoice. 3

My/Our unit price per square foot (based on the total square feet cleaned per request) to shampoo carpet is as follows. Do not include the price for carpet shampooing in the above requested lump sum price, but do include “spot” cleaning of carpet as needed (gum removal and small spots). The County reserves the right to obtain price quotes for the following services outside of the contract.

My unit price to clean carpet (HOST dry-extraction process) when requested is as follows:
