Question #3 : If so, what is your district doing about the student achievement portion of the evaluation? For Speech? For TCs?

Ingham ISD - We are working on the student achievement piece, likely to be based on their caseload and progress on annual goals and objectives.

Livingston ESA - We are looking at provisions related to student growth/performance on goals and objectives, some standardized testing measures (if available/applicable), and other things yet to be determined. This year, we placed the onus on the professional staff members to demonstrate ‘evidence of success’ in the area of student achievement, along with some others. There was also a presentation at the MAASE Summer Institute on Data Conferencing, put on by Donna Jones. While I didn’t attend that session, I heard from colleagues that this fit right into looking at student achievement data on ancillary staff evaluations. We are also using STAGES.

Macomb ISD - Our thought is if central office, principals, and teachers have a rating then all should have a rating. We are beginning work on a Professional Instructional Support Staff Evaluation to fit all those non teaching folks.

COOR ISD - All of our professional staff are in the same bargaining unit so the contract spells out the evaluation process until its expiration. All staff are evaluated using the same methodology. That being said we are struggling to determine what we will be using for data(starting with progress towards goals) for Speech Therapists and Teacher Consultants as well as other ancillary staff. We will conduct evaluations of our staff on an annual basis.

Delta-Schoolcraft ISD - Using a sample of students with disabilities and tying achievement to the student goals/objectives on IEPS.

Eaton ISD - All of our certified staff are under the same bargaining agreement. We are going to evaluate them all in the same way using Profession Specific Rubrics which we are developing. We are still working on the data piece. For teachers, we are tying it to achievement of students in their classrooms. For other staff we are looking at county data, progress on IEP goals, etc. This is still a work in progress.

Washtenaw ISD - We are working on this piece since our TCs provide support to local districts; and in some cases, with our smaller districts, there may be only 1 WISD TC assigned (locals hire their own TCs) and the nature of their work with the local district. We are examining the possibilities of applying similar measures of student growth data to administrators to these non-classroom staff.

Char-EM ISD - All of our certified staff are under the same bargaining agreement. We evaluate them all in the same way using a tool we developed with four domains. It is a “collaborative evaluation”. We are still working on the data piece. For teachers, we are tying it to achievement of students in their classrooms.

St. Clair County RESA - We are proceeding with the same tool and process for teachers and ancillary staff. We are considering data from a variety of sources including standardized assessments, goals and objectives, and curriculum assessments.

Midland County ESA - Our speech therapists and teacher consultants are part of our professional union, and because our contract states they must be evaluated yearly, that is what we have to do. We are still working on the student achievement piece, as it sounds like everyone else is!

Allegan Area ESA - We have one bargaining unit for all staff; therefore all will be evaluated annually. Those with teaching certificates include student growth, those that do not… do not.

Wexford-Missaukee ISD – We are using STAGES.

AMA ESD - Currently we are using STAGES and evaluating all staff under the Danielson Model. STAGES is working on the student achievement piece, but we are not sure how or if we will use it with our TCs and Speech. In our center-based school we are using the Unique Curriculum and will connect the data from that to our teacher evaluations. We are currently working on how that will look.

Sanilac ISD – Progress on goals and objectives.

Ottawa Area ISD - We have not yet made a final determination on the methods of evaluating achievement/progress. We also realize that the speech therapists and teacher consultants may be providing direct service, consultation or both and are members of a team that will be using multiple inputs to measure growth.
