Approved Regular Board Meeting Minutes of January 16, 2012 regular meeting were minutes from 1/16/2012 approved on a motion from Treasurer Berning and seconded by Vice President Castilow. 1. President’s Report: 1. President Ryan read letter from Health Department dated February 8, 2012 from Mr. Mike Mettler, Director Environmental Public Health Division, Indiana State Department of Health stating that inappropriate sewage system construction or lack of any individual sewage disposal systems are the major reasons for the sewage disposal problems acknowledged in the McKinney/Paxson Ditch area. Poor soil conditions, and in some cases density of development, private well locations, lot size, and lot configuration preclude the possibility of using individual onsite sewage disposal systems as a means of eliminating the existing sewage disposal problems in most of this area.

President Ryan will post this correspondence to the Health Department website.

2. President Ryan discussed highlights of House Bill 1117. The Governor has yet to sign the bill, however, if signed would prevent 4 of the 5 trustees from remaining on the

2 DLZ Report: Diana Toth presented: 1. Revised District Plan (DP) submittal to Indiana Department of Environmental Management (IDEM). Engineer’s estimate is $1.565 M (This will be posted to Health Department Website for public viewing. 2. Environmental Report and application package to USDA Rural Development for project loan and grant. 3. DLZ plans on submitting Environmental Report and application package to USDA Rural Development in April, 2012 4. Discussed updated rate study by H. J. Umbaugh indicating estimated monthly user rates at $111 based on preliminary engineering report and USDA loan and 45% grant.

3 Sampling Committee Report: No news samples taken by Health Department. Pastor Ainsley reported Upper Wabash River Basin Committee started its testing in the area, and that he would be analyzing the results. He hopes to have more information available for next month’s meeting. He noted that funding for these tests was limited, and requested volunteers to help with the testing. His next sampling will be done on April 27. President Ryan advised that these test were unofficial. 4. New business NONE 5. Public comment See attachments
