TOWN OF FORT WINNEBAGO MONTHLY BOARD MEETING

Tuesday, September 6, 2016 FORT WINNEBAGO SCHOOL W8349 DUMKE RD., PORTAGE, WI 53901

Citizens Present: Mary Walker, David Conway, Tom Tennyson, George Thornton, Donna Richards, Jane Pruess, Russ Preuss, Scott Zuehls Chairman Schroeder called the regular monthly board meeting to order with the Pledge of Allegiance at 5:00 pm. Bill requested the Agenda be amended to remove Brian & Jennifer Kabele from New Business. Jon moved, seconded by Clark to approve the amended Agenda. Motion carried. Roll Call: William Schroeder, Jon Conway, Clark Cupery Delmont Molden, Kris Conway. Open Meeting Law compliance check: Meeting agenda was posted on September 1, 2016 in the Town of Fort Winnebago Internet Calendar, W7660 State Road 33, Portage, WI, and the meeting notice was published in the Portage Register Government Meeting Column. Clark questioned if non agenda discussion should be included in meeting minutes. Board had discussion regarding the level of detail included in the meeting minutes. Prior clerks only included motioned items and agenda items. Current Clerk incorporates more detail on discussions, information, and events that occurred during the meeting in the minutes. Clark moved, seconded by Jon, to approve the August 1, 2016 Town Board Meeting Minutes as printed. Motion carried. Jon moved, seconded by Clark, to accept the Treasurer’s Report as prepared. Motion carried. Discussion was held regarding the 2016 Fire Invoice Billing and payments received. Old Business a) Plan Commission – no activity New Business a) Marquette County ATV Club members attended the meeting. The club was established in October 2010. There is 300 miles of trails and road routes in Marquette County. The Club is responsible for all ATV trail and road route signage. Signage is purchased through the vendor Rent A Flash. The Club has a web site and Facebook site. Club will help sponsor new ATV Clubs being established and expand routes. Club will work with Townships to passed ATV Ordinances related to road routes. The Club worked with Marquette County for support for using county roads as connectors for routes. Prior to going to the County Board they worked with various County Departments to get buy in regarding county roads being connectors for ATV Routes: Sherriff’s Dept., Safety Dept., Highway Dept. (this was the hardest, concern mowing arounds signs), and Parks Recreation Dept. ATV Ordinances are enforced by the Marquette County Sherriff Department. Sherriff’s Office will call the ATV Club for complaints. Club will address the complaints received. Sherriff will enforce speed limits and driving violations on the roadways. Safety is the major priority when establishing routes. Club sponsors various ATV education and training public hearings. ATV routes have increased tourism funds for the County. ATV Club likes to have circle routes and not have road routes that dead end. Club would be interested in connecting Marquette County road routes into Fort Winnebago. ATV routes are growing each year in Wisconsin. Fort Winnebago passed the ATV Ordinance at the August 2016 meeting. Chair put together an estimate for ATV route signage for signs and posts for approximately $2,200. At this time, the Chair is putting the ATV route signage on hold, as he does not feel it is appropriate to spend tax payer’s money on the signs. When an ATV Club would like to work with Fort Winnebago, on the road routes the ordinance will be in place. ATV Routes do not exist until the signage is installed. Fort Winnebago ATV Routes are tabled at this time. b) Bill attended the Columbia County Clerk’s Election Equipment Meeting in August. New updated equipment is more user friendly. A New marker machine will run $3,500, but since we only have a couple votes use this for each election, we most likely will not purchase a new Page 2 Town of Fort Winnebago September 6, 2016 Monthly Town Board Meeting

machine. The new counter machine being considered will cost $6,400 per machine. It has not yet been determined if Columbia County will cover part of the machine replacement cost. The old counter has a $50 trade in value. It is currently being considered to purchase the machines in 2016 and start using the machines in 2018. There is a one year warranty that starts when the machines are put in service. County is looking at a new machine maintenance program, moving from the Gold Plan with annual maintenance to the Sliver plan with every other year maintenance. This change will offset the higher programming costs for each election for the new counter machines. c) The Clerk will be out of state during the in person absentee voting period for the November 2016 Election. Clerk requested the Town Board approve having a Deputy Clerk during this 5 day period. Jon moved, seconded by Clark to approve a Deputy Clerk for the five day period (October 22 through October 25) to perform of the in person absentee voting duties and receive $10 per hour compensation. Motion carried. d) November Election changes in residency to 10 days, expanding in person absentee voting to 7 days a week, 24 hours a day, and absentee ballots must be received by 5 pm on election day to be counted. e) September 29, 2016 at 7 pm will be the Wisconsin Town’s Association Meeting “”Just Fix It” for Transportation, being held at the Columbia County Highway Shop Conference Room, 338 Old Highway 16 West, Wyocena, WI. Bill and Clark indicated they would be attending. f) Bill has a meeting on September 9th at 5 pm with the Fire Department to discuss the 2017 new Inter Municipal Fire Department Agreement for the four townships and City. g) Columbia County Humane Society Letter, indicated the 2017 maintenance fee would be $906.40, based on average last three years of 11.33 animals. Communications  Clerk and Chair completed the Wisconsin Town’s Association Survey for the Township.  Clerk gave to the Town Board copies of the working papers for the 2017 Town Budget Process that will be part of the October 2016 meeting.  Invitation to Pardeeville Museum September 15th from 6:30 – 8:30 pm Columbia County Historical Society, 112 N Main Street.  State of Wisconsin 2016 Equalized Value for Town is $75,592,600, an increase from 2015 of $1,104,800 or 1.49%.  Treasurer reported the County has new Tax Receipting Software, annual maintenance agreement will be the same $450 for 2017, in 2017 the new Dog License software will be no charge, but for the 2018 there will be a $150 charge for the Dog License software. 2018 new tax receipting software will cost $600 for both. Treasurer will sign the document by September 30th indicating the Township will utilize the County’s recommended software for 2017 tax collection.  Received Certificate of Liability Insurance from CenturyLink.  Bond Collectors of WI acknowledgement of one fire bill sent to them for collection.  2016 Building Permit Applications has only one permit issued this year.  State of Wisconsin Town of Fort Winnebago January 1, 2016 Population Estimate: 826, Motor vehicles registered 496, Income tax filers 434, Filers plus dependents 526, Income tax returns 273, Institutional Population 0. Clark moved, seconded by Jon, to pay the monthly bills as listed. Motion carried. Upcoming Meetings and Events:  Monthly Board Meeting, Monday October 3, 2016 at 6:30 pm.
