City of Bloomfield City Council Meeting Regular Session August 24, 2009 6:30 P.M.

Mayor Staggs called the meeting to order. Those present were: Patricia Wilson, Michele Douglas, Donna Deardorff and Tom Bischof. The meeting was opened with the Pledge of Allegiance.

Public Comments: Ron Dreshel addressed the council with the concerns of two old cars being down around the recycle trailer on Phelan St. Mayor Staggs responded that the Bloomfield Fire Department along with Advance Fire Department are doing an extricating training and when they are finished the cars will be removed.

Marilyn Gill addressed the council with the concern of a motorhome and trailer blocking a fire hydrant on Viola St. Ms. Gill also stated that the street is falling in along with a stop sign that is laying on the ground at the intersection of Viola St. and Buck St. Mayor Staggs stated that he would contact Dennis Pleasant, Street Superintended and inform him of the problem with the street.

Ken Kingree with the Park Board addressed the council with a request to have paving and stripping down at the park to make more parking places. Ald. Bischof asked that Mr. Kingree draw up a map designating the places that he would like to see paved and bring it back to the council.

Approve minutes: August 10, 2009 – Ald. Deardorff made a motion to approve these minutes. Ald. Douglas seconded the motion. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof – aye.

New Business: Mayor Staggs stated that Mike Radake from Van de Ven, LLC was here to address the council with the 07-08 Audit Report.

Mr. Radake addressed the council with the 07-08 Audit Report stating that the audit was complete and final. Mr. Radake went over the audit with the council and answered any question that was asked. Mr. Radake also stated that this is the end of their 3 year contract and that Van de Ven will submit a new proposal to the council.

Hazel Williams stated to the council that the property tax rate will be going up. Mrs. Williams stated that there will be a public hearing on September 14, 2009 at 6:00 to hear from the citizens concerning the property tax rate.

Merchant Lic: Donnie Lynn Hovis – Donnie’s Tree and Lawn Service – PO Box 771, Bloomfield, MO 63825. Ald Douglas made the motion to approve this license. Ald. Deardorff seconded the motion. Ald. Wilson –aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof - aye.

(1) Building Permit: Gary & Cindy Hicks- 1200 N Prairie, Bloomfield, MO, 63825. Ald. Bischof made the motion to approve the permit. Ald. Deardorff seconded the motion. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof – aye.

Mayor Staggs read the Revised Ordinance # 3212 – Bill # 3212 – An Ordinance to Authorize the City Treasurer to Pay the Sum of $1,500.00 to Doug O’Neal for the Option to Purchase Real Estate.

Mayor Staggs asked for a motion to dispense with the second reading of the Revised Ordinance # 3212 – Bill # 3212. Ald. Bischof so moved and was seconded by Ald. Deardorff. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof – aye.

Mayor Staggs asked for a motion to pass Revised Ordinance # 3212 – Bill # 3212. Ald. Bischof moved to approve the Revised Ordinance # 3212 – Bill # 3112 and was seconded by Ald. Douglas. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof – aye.

Mayor Staggs informed the council that the AT&T/911 Rural Address Disk has increase in amount because of the number of rural residents that Bloomfield has.

Ald. Bischof moved to approve the following schedule of repayments from the Water Department to General Funds in the amount of $14,456.54 each six months commencing September 2009 and continuing for seven years (14 payments) for repayment of the $195,000 paid in March 2009 on the General Obligation Bonds Lease Participation Certificates. Motion was seconded by Ald. Douglas. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof – aye. See following for schedule payments.

(2) Mayor Staggs presented the council with information that the First General Baptist Church was wanting to have a little firework display at the park on August 29, 2009. With city ordinances they will not be able to have this.

Mayor Staggs addressed Chief Curtman about the big truck being parked on the side of the roadway on Prairie St. Chief Curtman stated the truck is not parked on private property and there is no ordinance stating that this truck can not be park there. Chief Curtman did state that the funeral home is contacting the driver of the truck to have him move when there is a funeral.

Old Business: Ald. Wilson informed the council that in her MML letter that it stated to not send money from the AT&T Landline Settlement to them. Motion was made by Ald. Wilson to rescind the motion made on August 10, 2009 on allowing $500.00 to be paid to MML out of the reimbursement funds of the AT&T/SBC Landline Settlement. Motion was seconded by Ald. Bischof. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof – aye.

New Business: Ald. Deardorff wanted to thank the Explores for picking up the limbs behind the Juvenile Center.

Chief Curtman presented the council with a approval purchase of a new light bar for the police car. Chief Curtman said that the old one has been repaired several times and is in need of replacing. Ald. Deardorff made the motion to allow $1100.00 for the purchase of a new light bar with the installation from Ed Rohr from St. Louis, MO. Motion was seconded by Ald. Douglas. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof – aye.

Ald Deardorff asked that the library precede with their work on the outside of the building.

Ald. Deardorff stated that Schultz & Summers Engineering, Inc. sent her a package of information about helping with the water/sewer lines. He stated to contact Phyllis Minner at the USDA Rural Development to ask her about getting a grant.

Ald. Deardorff stated that the Bloomfield Chamber of Commerce has gotten brochures made that tells of all the businesses in Bloomfield and would like to use the city’s copier to copy letters for all the residents in Bloomfield to pass out with the brochures. The Chamber will supply the paper and will purchase a toner for the city’s copier.

Ald. Bischof made a motion to go into closed session to discuss personnel issues per Section 610.021, subsection 3. Ald. Wilson seconded motion. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye. Ald. Bischof – aye.

(3) City of Bloomfield Closed Session August 24, 2009

Mayor Staggs informed the council that he wrote a letter to be put in each employees checks informing them that they are not to use city owned vehicles for personal use. He stated that he has been informed and has also seen himself city vehicles after hours out of the city limits of Bloomfield. Ald Bischof is contacting MML to see what the guidelines are for this situation and will inform the council of his findings.

Chief Curtman presented the council with an application to approve to hire the applicant. Ald. Douglas made motion to approve the hiring of the applicant, motion was seconded by Ald. Deardorff. Ald. Wilson – aye, Ald. Douglas – aye. Ald. Deardorff – aye, Ald. Bischof – aye.

Ald. Bischof moved to adjourn and go back into regular session. Ald. Deardorff seconded the motion. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof – aye.

(4) City of Bloomfield Regular Session August 24, 2009

Mayor Staggs stated that an application for hire was submitted and approved.

Mayor Staggs asked if there was anything further to discuss in regular session, if not for a motion to adjourn the meeting. Ald. Bischof so moved and was seconded by Ald. Douglas. Ald. Wilson – aye, Ald. Douglas – aye, Ald. Deardorff – aye, Ald. Bischof – aye.
