Clúid Housing currently owns and manages over 5,000 homes across the country, with regional bases in Dublin, Cork and Galway. Our strategy aims to deliver a further 1,500 units over the next three years. Given the increased workload to monitor and support new build, acquisition and regeneration projects, and the need to generate a long term ongoing pipeline outside of the next three years, Clúid are now recruiting a Development Officer (East).
Clúid Housing divides its national coverage into two regions: East and West. As part of your role you will be given responsibility for elements of the existing programme and you will also identify and develop new business in the East Region. The primary function of the role will be to generate a long term pipeline of new units in the West and support the delivery of the current pipeline of acquisitions, new builds, regeneration schemes and management contracts. The post requires excellent planning, organisational and negotiation skills as well as familiarity with all stages of the development process from design through to delivery into management. Role Overview: The New Business Development Officer will work as a key member of the New Business Team by assisting the New Business Manager in delivering the Association’s housing development programme in the East. You will take responsibility for the development and management of a portion of the existing programme and you will also identify and develop new business that can be delivered through the various supply channels. You will lead on contract and relationship management of new schemes as appropriate. You will support the New Business Managers in your area with administration of schemes and funding proposals. You will participate in all necessary New Business team meetings and activities.

Key responsibilities General Contribute to the identification, creation and pursuit of new development opportunities Liaise with other organisations, particularly local authorities to develop beneficial relationships Undertake project development and delivery, scheme work submissions, and development finance monitoring as requested Engage in feasibility exercises and project appraisals and submit these to the New Business Manager Ensure that Clúid Housing Association and the Departmental guidelines / procedures are adhered to Alert New Business Manager as early as possible to any problems arising in relation to project progress, development and delivery and cost variations Assist the New Business Manager to build on, maintain and manage the development programme Where required assist with organising PR events for the region
Property acquisition Agree brief with New Business Manager Locate potential properties for acquisition or leasing Prepare internal appraisals for internal decision making. Prepare submissions for external approval and submit them to the New Business Manager
On-Site Where requested by the New Business Manager, monitor progress of contracts, attend site meetings and liaise as necessary with architects and Technical Manager. Keep New Business Manager regularly appraised of progress and issues arising that may have an impact on costs or relations with any stakeholders involved in the project. Keep housing management informed of progress and expected hand-over of property dates Work with Technical Manager to manage snagging process and accept hand-over of properties following issue of Certificate of Practical Completion Ensure all Health & Safety regulations are adhered to Work with the Technical Manager to ensure all handover documentation required by Clúid is available on practical completion
Post - Hand-Over Liaise with Housing Officer and Technical Manager during the defects liability period ensuring that defects are dealt with by contractors/consultants Ensure that Clúid’s expected level of customer service is maintained throughout the defects period Assist the New Business Manager to bring to completion final accounts as speedily as possible Where applicable work with the Technical Manager to ensure schemes are taken in charge by local authority as quickly as possible Assist in preparing post project reviews
Other Represent the Association to other agencies Produce reports as required Act as an information and advice source on development issues to staff
