GREENE COUNTY BOARD OF COMMISSIONERS

REGULAR MONTHLY MEETING DECEMBER 2015

DECEMBER 14, 2015 WORK SESSION:

Chairman Bullard led the Pledge of Allegiance.

Call to Order: Chairman Bullard called the Work Session to order at 5:00 p.m.

Roll Call: Commissioners Deering, Smith, Human, Britt, and Chairman Bullard were present.

Chairman’s Comments: Chairman Bullard thanked Chamber of Commerce President Dick Schneider for his service to the community. He then read a statement about Economic Development and addressed some recent criticisms written in a letter to the editor printed in the Lake Oconee News.

Minutes: The Minutes from recent meetings were discussed. The Chairman inquired with the Commissioners to determine if any corrections were necessary. No corrections were noted. Commissioners Smith motioned to approve the Minutes from the November 2015 Regular Monthly Meeting, and the November 12, 2015 Executive Session. Commissioner Human seconded. Motioned carried unanimously. Commissioner Smith motioned to approve the Minutes from the November 30, 2015 Called Meeting, and the November 30, 2015 Executive Session. Commissioner Human seconded. Motioned carried unanimously. Commissioner Smith motioned to approve the Minutes from the December 2, 2015 Called meeting. Commissioner Human seconded. Motioned carried unanimously.

Planning & Zoning:

TAC Southern Pine Plantation for Rezoning from A1/LR! To PUD for 246.82 acres on Parks Mill Area: Jean Paddock from the Oconee Heights neighborhood addressed her concerns with the requested rezoning. The applicant’s Jeff Grant came forward to discuss the concerns and answer questions from the Commissioners. Commissioner Britt made a motion to table the requested rezoning. Commissioner Deering seconded. Motion carried unanimously.

Business Items:

Tax Assessor’s Board Appointment: The Commissioners received information that the term of Ron Jones on the Tax Assessors Board expires on December 31, 2015. Mr. Jones has indicated his willingness to continue serving in the event the Board desires to reappoint him. Commissioner Britt motioned to appoint Ron Jones to the Greene County Tax Assessors Board for a three-year term beginning January 1, 2016 and ending December 31, 2018. Commissioner Human seconded. Motioned carried unanimously.

Planning & Zoning Commission Appointment: The Commissioners received information that the term of Mr. Kevin Jackson on the Planning & Zoning Commission expires on December 31, 2015. The position is designated for a resident from District Two. Mr. Jackson has indicated his willingness to continue serving in the event the Board desires to re-appoint him. Commissioner Smith motioned to appoint to the Greene County Planning & Zoning Board as the District 2 representative for a three-year term beginning January 1, 2016 and ending December 31, 2018. Commissioner Human seconded. Motioned carried unanimously.

Airport Authority Appointments: The Commissioners received information that the terms of Titus Andrews, Larry Lenick, and Todd Ciavola on the Airport Authority will expire on December 31, 2015. Mr. Lenick has offered to continue serving should the Greene County Board of Commissioners December Monthly Meeting Page 2 of 3

Board desire to reappoint him. Mr. Andrews and Mr. Ciavola have declined reappointment. Appointments are made for two-year terms. Peter Fields and John Rivers gave the Commissioners personal background information. Commissioner Britt motioned to appoint Lin Logan to the Airport Authority for a two-year term beginning January 1, 2016 and ending December 31, 2017. Commissioner Smith seconded. Motioned carried unanimously. Commissioner Bullard motioned to appoint Larry Lenick to the Airport Authority for a two-year term beginning January 1, 2016 and ending December 31, 2017. Commissioner Deering seconded. Motioned carried unanimously. Commissioner Britt motioned to appoint John Rivers to the Airport Authority for a two-year term beginning January 1, 2016 and ending December 31, 2017. Commissioner Bullard seconded. Motioned carried unanimously

GDOT Section 5311 Authorizing Resolution: The Commissioners annually approve sending an application to the Department of Transportation for the Section 5311 Program operated by a third-party operator (Thorne Transportation). Commissioner Smith motioned to adopt the Resolution 2015.12.14 authorizing the filing of an application with the Georgia Department of Transportation and the United States Department of Transportation for a grant for public assistance under Section 5311 of the Federal Transit laws under Chapter 53 of Title 49 of the United States Code for the annual operating and capital assistance for the Section 5311 Transportation Program, and to waive the reading of the Resolution. Commissioner Deering seconded. Motioned carried unanimously.

Resolution to Adopt County Purchasing Card and Credit Card Ordinance in Accordance with house Bill 192: The Commissioners received information that the General Assembly passed House Bill 192 during the last legislative session that requires local governments that use credit cards in the course of operations to establish certain policies required under the new Law. The model ordinance was adapted to coincide with our practices, and then reviewed and revised by the County Attorney. The Ordinance is required in order to comply with House Bill 192. Commissioner Human motioned to approve Resolution Number 2015.12.14 (b) approving the Resolution to Adopt County Purchasing Card and Credit Card Ordinance in Accordance with House Bill 192, and to waive the reading of the Resolution. Commissioner Deering seconded. Motioned carried unanimously.

Executive Session: None

Commissioner’s Report:

District One: Commissioner Deering inquired as to when the Development Authority appointment will be made. Chairman Bullard responded that it would be January or February and confirmed that there would be an advertisement asking for interested citizens to apply.

District Two: Commissioner Smith thanked the Road Department employees for their hard work in getting Ward Road repaired and back open.

District Three: None

District Four: None

Adjournment: Chairman Bullard adjourned the meeting at 5:35 p.m.
