RE: THE FISCAL BUDGET FOR THE FINANCIAL YEAR 2017/2018

In accordance with Article 201(a) of the Constitution which calls for openness, accountability and public participation in financial matters, the National Treasury hereby invites institutions, the private sector, non-governmental organizations and individuals to submit proposals on economic policy measures that the Cabinet Secretary for the National Treasury could consider in preparing the National Fiscal Budget for the Financial Year 2017/18. The theme for the FY 2017/18 budget is “Consolidating Economic Gains in an Environment of Subdued Global Demand”.

The proposals should take into account measures that will spur and/or sustain economic growth, strengthen devolution, create wealth and employment opportunities and reduce poverty in line with the Vision 2030.

In particular, your proposals may include measures to:

(i) Create a conducive business environment, deepen structural and governance reforms, improve security in order to encourage innovation, investment, growth and expansion of economy and employment opportunities;

(ii) Promote investment in agricultural transformation and food security;

(iii) Create employment opportunities for the youth, women and people with disability;

(iv) Attract investment in transport and infrastructure, including investment in the modernization of our seaports and airports, and other key

ISO 9001:2008 C e r t i f i e d. infrastructure such as rail and road networks, oil, energy and water supplies,

(v) Promote investment in quality and accessible healthcare services and quality education as well as social safety net;

(vi) Further reforms our tax systems and revenue administration in order to ensure revenue productivity, tax efficiency, and equitable and fair share of the tax burden; and

(vii) Any other measures that may deepen private and public sector development to spur economic growth and development during the Fiscal Year 2017/18 and beyond.

The submissions should be specific, supported with a brief statement of the issue to be addressed and the rationale for the proposals.
