When the continuous alarm sounds, you must evacuate the building by the exit and proceed to the assembly point: Grassed area past St. Cadoc House, Temple Street.

Arrangements are in place for the safe evacuation of disabled people.

4. DISPENSATIONS

5. CONFIRMATION OF MINUTES

That the Minutes of the Committee’s meeting held on Monday 21st August 2017 (previously circulated) be approved as a correct record and signed by the Chairman.

6. PUBLIC PARTICIPATION

In accordance with Standing Order 40, Members of the Public will have the opportunity to ask the Chairman any question concerning, or make observations upon, the business of the Council, at the start of the meeting, provided notice of the question along with the name and address of the member of public has been given to the Town Clerk at least four clear days before the meeting where possible, and in any case to the Chairman before the meeting and this applies to all committees of the Council. Members of the Public may also speak on one single item, unless otherwise agreed by the Chair, or Chair of a committee, only per meeting, just prior to that item being discussed. Each person may speak for not more than two minutes, with a maximum of two speakers per item in favour and two speakers per item against or at the Chairman’s discretion. To facilitate the smooth running of the meeting, Members of the Public will be asked to register their interest with the Deputy Town Clerk prior to the start of the meeting.

7. QUESTIONS ON NOTICE BY MEMBERS

In accordance with Standing Order 41, a Member may ask the Chairman any question concerning the business of the Council, provided notice of the question has been given to the Town Clerk at least 4 clear days before the meeting where possible, and in any case to the Chairman before the meeting. The Chairman must rule out of order any statement that is not a question and no question should lead to or result in a resolution with financial considerations.

To determine whether the Committee would wish to undertake site visits in relation to any of the planning applications listed below; if so, to adjourn the meeting for a specified period of time so as to undertake site visits, in accordance with Standing Order 33 (w).

10. PLANNING APPLICATIONS DETERMINED BY B&NES

10.1 17/03312/TPO – Almeda Facilities Ltd, Redwood House, 65 Bristol Road T4 – Beech – Install 2 x non-invasive brace in the position of the current cobra brace, do not remove the old brace until the new brace has been installed. Reduce the north facing crossing limb (attached to main stem at 9 metres) by 6 metres to the first grow point behind the point of contact. Carry out a selective end weight reduction of the north fork by removing approximately 6 branches with a stem diameter at point of attachment to main stem of 100mm, at even spaces throughout north side of crown so as not to compromise the overall shape and appearance of the north side of the tree (comments only).

12. APPEAL NOTICES

12.1 APP/F0114/W/17/3179891 - 16/05657/FUL Land And Buildings Between The Spinney And Barn Cottage Old Bristol Road Keynsham - Conversion of existing barn to 1no dwelling including partial demolition

The appeal is against the decision of the Local Planning Authority to refuse planning permission for the development described above.

It has been agreed that the appeal should be dealt with on the basis of an exchange of written statements from both parties and a site visit by an Inspector appointed by the Planning Inspectorate.

Any comments made in respect of the original application for development will be forwarded to the Planning Inspectorate, and taken into account by the Inspector deciding the appeal. If you wish to make additional comments, you can do so online at https://acp.planninginspectorate.gov.uk. 13. ITEMS FOR INFORMATION

(A4 KEYNSHAM BY PASS, KEYNSHAM) (TEMPORARY PROHIBITION OF USE BY VEHICLES) (TEMPORARY SUSPENSION OF PARKING) ORDER 2017

Notice is given that Bath and North East Somerset Council in exercise of its powers under section 14 of the Road Traffic Regulation Act 1984 intends to make an order the effect of which will be to close temporarily to vehicles and suspend parking in the following lengths of road:

Phase 1: Road Closures, Contraflow System & 3 Way Traffic Lights to Broadmead Roundabout A4 Keynsham Bypass (Westbound) - from & including Broadmead Roundabout to North Western carriageway crossing. Broadmead Lane - from Broadmead Roundabout to its junction with Ashmead Road. Bath Road (local access) – from Broadmead Roundabout to its junction with Ellsbridge Close.

Phase 2: Road Closures, Contraflow System & 3 Way Traffic Lights to Broadmead Roundabout A4 Keynsham Bypass (Westbound) - from & including Broadmead Roundabout to North Western carriageway crossover. Broadmead Lane - from Broadmead Roundabout to its junction with Ashmead Road. A4 Bath Road – from Broadmead Roundabout to a point 200m East. Bath Road (local access) – from Broadmead Roundabout to its junction with Ellsbridge Close. B3116 Bath Road – from Broadmead Roundabout to a point 250m West.

Phase 3: Road Closures, Contraflow System & 3 Way Traffic Lights to Broadmead Roundabout A4 Keynsham Bypass (Eastbound) - from & including Broadmead Roundabout to North Western carriageway crossover. Broadmead Lane - from Broadmead Roundabout to its junction with Ashmead Road. A4 Bath Road – from Broadmead Roundabout to a point 200m East. Bath Road (local access) – from Broadmead Roundabout to its junction with Ellsbridge Close.

This order is required because works are being or are proposed to be executed on or near the road to facilitate carriageway resurfacing by Bath and North East Somerset Council and will be operative on 18th September 2017 for a maximum period of six months. The road will only be restricted as and when traffic signs are in position and may not be effected for the whole of the period but only for so long as is necessary to execute the works. This is anticipated to be 21 nights (non-consecutive) between 7:00pm and 07:00am.

14. ITEMS FOR DISCUSSION AND DECISION

14.1 Houses in Multiple Occupation SPD consultation

B&NES Council is currently reviewing the Houses in Multiple Occupation (HMO) Supplementary Planning Document (SPD). The Article 4 Direction withdraws the Permitted Development Right for the change of use from family homes (Use Class C3) to Houses in Multiple Occupation (Use Classes C4 and Sui Generis) across the City of Bath. The SPD sets out criteria for assessing planning applications required by the Article 4 Direction. The aim of the SPD is to avoid high concentrations of HMOs in the interests of an appropriately balanced housing mix across the city.

The revised SPD can be accessed from the Council’s Website http://www.bathnes.gov.uk/hmo.

B&NES would like to hear view on the following questions:

 Do you agree with the general approach of the SPD to manage the concentration of HMOs in parts in Bath?  Do you agree with the Sandwich Policy proposed in the draft SPD?  Do you agree with lowering the HMO threshold to 10% from 25%?

Comments should be sent by B&NES Council’s Consultation Website. Alternatively answers can be emailed to [email protected] or post them to Planning Policy, Bath and North East Somerset Council, Lewis House, Manvers Street, Bath BA1 1JG.

Comments should be submitted by 5pm 13th October 2017 after which the consultation closes.

14.2 The Planning and Development Committee to provide factual comments for the Housing and Economics Land Availability Assessment (HELAA) update from workshop on 11th September 2017.
