Subject: Printing of disabled identification cards

In the very near future a download will occur allowing County Treasurers to issue disabled cards at the same time the placard, plate or recertification is delivered.

The card will be issued for permanent placards, disabled plates, disabled personalized and disabled veteran transactions when a person is recertifying or applying for an original application. Additionally if the disabled person looses the placard or plate a new card will be generated along with the new plate or placard.

If the disabled persons identification card becomes mutilated or lost, simply go to card only (menu option 20 on the registration processing menu) and make application for a new card. The system will generate a new card on an individual sheet of paper in the upper left-hand corner. Simply cut off excess paper, laminate if possible and present to the disabled individual.

The card will be identified as a “Disabled Identification Card” by the Kansas Department of Revenue and will display the placard or plate number, issue date, expiration date, gender, date of birth, name and address. Several counties have indicated that they will laminate card for their customers, however, it is not currently required. Laminating would be good service for disabled individuals and would protect cards from wear and tear of ordinary use. If the transaction is over the counter, the card will be printed on an individual sheet of paper in the upper left hand corner. If the transaction is a mailroom transaction, the individual sheet of paper will hold up to 8 cards per sheet.

If the transaction is a mailroom renewal, disabled cards will accumulate until such time as you elect to release them. To release the cards go to the mailroom renewal menu and select option 6 entitled “release disabled cards”. You may elect to release one at a time or multiple cards. If you elect to release one at a time, one card will be legitimate and seven cards will be blank with only preprinted information. For example, if you have a total of three cards, three will be legitimate and five will be blank.

We are asking that the treasurer’s motor vehicle offices assist us in alerting law enforcement or any other interested parties (task forces etc) of the change in the card. For quite a while, law enforcement will see two different types of cards being presented by the disabled individual. It will be at least 3 to 4 years before the card becomes uniform.

Placard applications are submitted to the state exactly as before. They must be sent to the state, and microfilmed with the doctor’s signature or rectification signatures.
