For Action

 Sustaining the highest quality General Practice in Lambeth NHS Lambeth and NHS Southwark CCGs have been working jointly with LMCs across the two boroughs to consider how we can sustain the highest quality care in general practice. We want to support our Member Practices to have the time and resources to build capacity and leadership within primary care, and design a more sustainable future. As part of this work, we are pleased to announce that we have potentially secured the support of the Guy’s and St Thomas’ Charity to do this. So that we can jointly plan a way forward, we are holding an event on the 11th December at Kia Oval, Pakistan Room, 6.00pm start, refreshments will be provided, and we encourage each practice to send at least one representative to attend to share your views on how this funding can best be used to secure the future of general practice. A first indication for current uptake for flu vaccinations in Lambeth is low. We ask all practices to actively vaccinated all those in ‘at risk’ groups and those aged 65+. Uptake levels will be available shortly and practices contacted directly for support and guidance if required.

21 November 2013 Action Learning is a developmental methodology which provides personal development and support by drawing on the insights and experiences of the individuals within the group. The key principle is derived from a coaching approach where individual members resolve their own issues via the support and challenge of the colleagues and peers within the group. Locally training was offered during 2012, to all those taking cervical smears, in preparation for this change. NHS England are now responsible for the commissioning of cancer screening programmes and are offering additional ‘top up’ training available through an on-line e-learning module. We would encourage all cervical smear takers to access the e-learning module at www.lrctc.org.uk and update their earlier training. Guidelines on how to access the online module are attached to this letter. In addition we have provided an ‘aide memoire’ for all clinical staff who take cervical samples and a flow chart of the new pathway. HPV is established as an important cause of cervical cancer, and an important issue locally

 World AIDS Day World AIDS Day is internationally recognised on the 1st December every year. The purpose of the day is to raise awareness of HIV. This can be done by:  Participate in National HIV Testing Week (NHTW) between the 22nd and 29th November 2013. NHTW is being managed nationally by Terrence Higgins Trust on behalf of HIV Prevention England. Its aim is to increase regular testing among the two most at-risk groups, black Africans and men who have sex with men. Among its supporters are the Department of Health, Public Health England, BASHH (British Association of Sexual Health and HIV), British HIV Association (BHIVA) and the National AIDS Trust. 21 November 2013  Wear the red ribbon which is the international symbol of HIV awareness and make it available to staff and patients.  Red ribbons, HIV awareness leaflets and posters are available free from the health promotion access catalogue. To order visit. http://www.hpac.lslsis.nhs.uk/HPAC/ By the end of 2012 an estimated 100,000 people were living with HIV of whom 25% were unaware of their HIV status. In Lambeth 3232 people access HIV care and 2554 in Southwark. Lambeth and Southwark have the highest HIV prevalence rates in the UK, 14.4 per 1000 Lambeth residents age 15-59 and 12.2 in Southwark. (HPE 2013) HIV is associated with serious morbidity, high costs of treatment and care, significant mortality and high number of potential years of life lost. However, people who are diagnosed early and get access to anti-retroviral therapy can expect near normal life expectancy. By actively promoting National HIV Testing Week and World AIDS Day we can all contribute to ending the stigma related to HIV and promote testing to reduce late diagnosis and improve health opportunities for those most at risk in our local population. Our leaflets and posters are available for you to: · Download free of charge from our HIVAware website · Order from us, at cost, as part of a bulk order · Purchase on-line in smaller quantities from our online shop http://shop.nat.org.uk/ · Print yourself from artwork that we will supply free of charge.  Living Well Network Hub (Please see attached flyer) Please find attached a flyer detailing the opening of the Living Well Network Hub in the north of Lambeth. This will be operational from 18th November 2013 and will be the new front door to mental health services. Referral routes to Lambeth Early Onset (LEO), OASIS, Talking Therapy and Crisis services will remain the same.

This service has been developed as part of the Living Well Collaborative and has been designed by GPs, representatives from the voluntary and statutory sector as well as users and carers. This pilot is open to approximately half of Lambeth GP practices which are currently served by the North SLaM Community Mental Health Team (there is a list in the enclosed flyer) and we hope to roll this out to all practices from April 2014.

 South East London Commissioning Strategy Programme

As you will know, South London Healthcare NHS Trust was dissolved and its services, staff and sites transferred to local NHS providers by 01 October 2013. This is a good foundation for NHS services in south

21 November 2013 east London, but all involved agree it is not sufficient to create local healthcare services which are of a consistently high quality and are financially sustainable.

The recent Court of Appeal ruling on proposed Lewisham service changes leaves a financial shortfall in the local health economy which, in the longer term, may adversely affect the quality of services.

There is a national requirement now for CCGs to develop two-year operating plans and five-year individual strategic plans, working closely with providers and social care colleagues. NHS England expects CCGs to come together and plan across a broader footprint to address strategic challenges and to engage NHS England’s commissioners in local arrangements to ensure joined-up commissioning.

CCGs are currently considering NHS England’s “Call to Action in London”, alongside the specific needs and aspirations of local people and their strategic plans will be framed by their local priorities and the national policy context.

The six south east London CCGs are already collaborating on the community- based care programme. Building on the individual five-year strategies that CCGs are developing with their local Health and Well- being Boards, the CCGs are now planning to work together and with NHS England, in close partnership with local providers and local authorities, to develop and deliver a robust (shared) five year commissioning strategy across the six boroughs. This will complement each CCG’s work with its partners and address issues which cannot be addressed by one CCG alone or where CCGs agree there is added value from working together. The aim is to respond to local health needs and health inequalities and to ensure the clinical and financial sustainability of local healthcare services.

The process of co-designing and co-delivering this commissioning strategy will build on existing strengths, as well as identifying where change is needed and planning how best to achieve it. It will involve extensive engagement. Key principles are:

 It will be based on local needs and aspirations,  It will focus on improving health and reducing inequalities,  It will secure the delivery of high quality, clinically safe and effective services which meet the needs of local people and are sustainable,  It will take a partnership approach and engage local people and representatives  It will be commissioner-led and clinically-driven to ensure that the needs of local people remain at the heart of the strategy.

The CCGs are establishing a Partnership Group to bring together local authority and provider chief executives and medical directors with CCGs’ chairs and chief officers and NHS England colleagues to work with them to develop, shape and steer the strategy. A launch event for this Partnership Group is being held on 22 November 2013. Further information will be available after this event.

The average DNA rate in the first 6 months of this year from patients referred 21 November 2013 through Choose and Book is 9.3% compared to 14.1% for all referrals. Highlighting one of the benefits to using choose and book as well as patients being able to access the service quicker due to no delays in referrals being sent and contacting patients to book appointments, How to find the services in Choose and Book? Advice & Guidance (A&G) Please note that the A&G facility within CAB is also available for GPs to use. Please contact me directly if you have any further queries regarding our Choose and Book services.  Changes to referrals to D.V.T clinic at Kings College Hospital (Please see attached guidance) In line with recent hospital changes, as of 2nd December 2013 we will no longer accept referrals to DVT clinic by fax. To refer a patient Please call 07699 115300 between 9am – 5pm quoting call sign ‘DVT’. The DVT nurse will call you back, normally within 15 minutes, to discuss the appropriateness of your referral and give your patient an appointment time. Once accepted, referrals must be made in writing. Referrals can be emailed to [email protected]. You can find us on the NHS email by searching “dvtclinc”. Patients can still bring a written referral with them should you prefer. Outside these times patients should attend A&E with a referral letter. Please see attached guidance. We will now send results to you by email. European Antibiotic Awareness Day European Antibiotic Awareness Day (EAAD) is a Europe-wide initiative, which takes place on 18 November each year, with activities to emphasise the critical importance of responsible antibiotic prescribing in both primary and secondary care. A range of educational materials are available to help healthcare professionals implement local campaigns and initiatives. These can be downloaded from the Department of Health website.
