Consolidated Funding Application 2.0 New York State Department of Labor Workforce Development Programs
NYSDOL Funding: $5 Million available for Workforce Development Training Programs
Three programs: 1. Existing Employee Training Program (EET) 2. New Hire Training Program (NHT) 3. Unemployed Worker Program (UWT)
1. EET – Purpose: To train existing employees who are at risk of being laid off without the proposed training. This is a layoff aversion strategy. Allowable costs: Outside vendors or in-house trainers to provide classroom training; and, Textbooks or training materials directly associated with the training.
2. NHT – Purpose: To train newly hired employees who have been recruited from a pool of long term unemployed individuals (long term is defined as 26 weeks or more). Trainees may not be hired until after a notice of award is issued. Allowable costs: Reimbursement of up to 50% of a new hire trainee’s wages
3. UWT – Purpose: To provide training, including customized classroom training, to long term unemployed individuals (long term is defined as 26 weeks or more.) The number of long-term unemployed workers to be trained cannot exceed the number of potential job openings identified by the specific businesses. Allowable costs: Training providers to provide classroom training. Textbooks or training materials directly associated with the training.
Award Limits: $100,000 maximum aggregate award, per applicant, for one, two or all three programs. $5,000 limit per trainee (Not an average cost per trainee.) Award amounts may be proportionately reduced if number of trainees is reduced
Eligible Applicants: Private for-profit and not-for-profit businesses with four or more employees may apply for all three programs.
Conditions Applicable to All Three Programs:
Training must be short term and completed within the one year contract period. Training must be for occupational skill training for which there is an existing business need. All businesses must list job openings during the contract period with DOL’s Job Bank. Software that is required to deliver the program of training. However, the grants will not pay for the purchase of any hardware or equipment. No training costs allowed prior to award letter date for all three programs. One-Stop System available to help identify long-term unemployed applicants.
