CLEANLINESS DRIVE IN NORTH WEST DISTRICT

In view of forthcoming Independence Day, 2014 and on the directions of Delhi Police Headquarters, a cleanliness drive has been initiated in North West District. During the drive, cleanliness inside the Police Stations’ buildings and in the outer periphery of Police Stations and residential police colonies is being ensured. The cleanliness work is being done by the Multi Tasking Staff and police personnel posted in the respective Police Stations. Photographs taken during the cleanliness drive are enclosed herewith.

 Gang of notorious inter-state robbers/snatchers busted  4 accused persons arrested.  9 robbed chains and 2 motorcycles used in crime recovered.  28 cases of robbery/snatching solved.

With the arrest of 4 desperate criminals namely (1) Nand Kishore @ Nandu @ Sunil (30 years) s/o Lt. Gopal Singh r/o Village: Allauddinpur, PS: Jhinjhana, District: Shamli (UP), (2) Sanjay @ Tridev @ Panchiya (23 years) s/o Ramesh @ Krishan r/o Village: Village: Allauddinpur, PS: Jhinjhana, District: Shamli (UP), (3) Sachin Kumar (25 years) s/o Bhagat Ram r/o Village: Ahmedgarh, PS: Jhinjhana, District: Shamli (UP) and (4) Azad Singh @ Ajju (24 years) s/o Lallu Prasad r/o Village Allauddinpur, PS: Jhinjhana, District: Shamli (UP), the team of Special Staff/South District has busted an inter-state gang of notorious robbers/snatchers and recovered 9 robbed gold chains and 2 stolen motor cycles, used in commission of crime. Brief Facts: In order to prevent the incidents of robbery/snatching, in the area of South District and other parts of Delhi, Inspector/Special Staff, South District was directed to deploy sources to get clue/information about robbers/snatchers, active in the area. Accordingly, a team consisting of SIs Amit Kumar, Rajiv Kumar, Gyanender and Mahender Pal, ASI Bhagirath, HCs Vinod, Manoj, Sudhir, Vijay, Vinay, Rajbir, Joginder and Cts. Sonu, Sher Singh and Yogesh under the supervision of Inspr. Akhileshwar Yadav, I/C Special Staff, South District was formed. The team visited various places of incidents of robbery/snatching in the area of South District and collected vital clues. Thereafter, the team analysed the data of recently bailed out criminals and gathered information, which revealed that gangs of Jhinjhana, Distt: Shamli (UP), who were previously involved in such incidents, might be involved in the recent incidents of robbery/snatching. The team further developed the information, that in the evening of 11-08-2014, two active members of the Jhinjhana Gang would be passing through M. B. Road on a stolen black Honda Unicorn bike bearing No. DL-9SS-8917 for disposal of robbed gold items in Madangir area. Accordingly, a trap was laid on the M B Road (Mehrauli to Khanpur side). At around 5:30 p.m., two youngster coming from Khanpur side on a black Pulsar m/cycle were stopped for checking. They could not produce any valid document of their vehicle. On questioning, they were identified as Nand Kishore @ Nandu @ Sunil and Sanjay @ Tridev @ Panchiya. Both accused disclosed to have stolen the said bike from Vasant Vihar area around 3-4 months ago. On verification, the motor cycle was found to be stolen in Case FIR No. 352/14, U/s 379 IPC PS Vasant Vihar, bearing original registration No DL-9SS-2917. On search of accused persons, 5 robbed gold chains, which they had robbed/snatched from different areas in South District and Outer District, were recovered from their possession. On 11.8.14, the team led by SI Rajiv Kumar also received secret information that in the evening, two members of the Jhinjhana Gang would be going through Siri Fort Road, on a stolen Hero Honda Passion bike, bearing fake number plate. The team laid a trap on Siri Fort Road (from August Kranti Marg side). At around 7 pm, two youngsters coming from August Kranti Marg side, on a Passion bike bearing No. DL-6SZ-9723, were stopped for checking. They could not produce any document in respect of their vehicle. They were identified as Sachin Kumar and Azad Singh @ Ajju. On questioning, both accused persons disclosed to have stolen the said bike from Govind Puri area, around 3-4 months ago. On verification, the motor cycle was found to be stolen in Case FIR No. 464/14, U/s 379 IPC PS Govind Puri, bearing Original Registration No DL-3SBQ-5873. On search of accused persons, 4 robbed gold chains were recovered. Interrogation: During interrogation, accused Sanjay and Azad disclosed to have committed several robberies and snatchings in the areas of South and Outer Delhi. They used to target ladies, going for morning walk or to drop their children to school. After committing the crime, they would dispose-off robbed/snatched gold articles to their acquainted jewellers. Accused Sanjay @ Tridev and Azad @ Ajju had already been arrested by the police teams of South and East Districts in 2011. After being released on bail, they joined the gang of notorious snatcher Harbir and committed several robberies with Harbir, Dharambir, Rahul @ Mangal, Govind @ Govinda, Pankaj @ Pintoo, Nohdia, Ram Kumar, etc. Accused Sanjay @ Tridev is previously involved in following cases : S. Independence Day Celebrations - 2014 Full Dress Rehearsal on 13th August, 2014

In connection with the Independence Day Celebrations-2014, there will be Full Dress Rehearsal of the programme on 13th August 2014. This rehearsal will have same traffic restrictions as on Independence Day. There would be elaborate traffic arrangements to facilitate the movement of V.I.P. vehicles, invitees and general public to reach the place of function and also to ensure safe and smooth flow of traffic in other parts of the city.

TRAFFIC RESTRICTIONS AROUND RED FORT

The following roads will be closed for general traffic from 5.00 AM to 9.00 AM and only labeled vehicles will be permitted:-

1. Netaji Subhash Marg from Delhi Gate to Chatta Rail 2. Lothian Road from GPO Delhi to Chatta Rail. 3. S.P.Mukherjee Marg from H.C.Sen Marg to Yamuna Bazar Chowk. 4. Chandni Chowk from Fountain to Red Fort Chowk 5. New Darya Ganj Road from Ring Road to Netaji Subhash Marg 6. Link Road from Esplanade Road to Netaji Subhash Marg ROADS THAT MAY BE AVOIDED:

Those vehicles which do not have parking labels for the rehearsal may avoid Tilak Marg, Mathura Road, BSZ Marg, Subhash Marg, J.L. Nehru Marg and Ring Road between Nizammuddin Bridge and ISBT bridge and take the route as advised. North South Access

Alternative 1 : Aurobindo Marg – Safdarjang Road – Mother Teresa Crescent – Park Street – Mandir Marg – Panchkuian Road – Rani Jhansi Road and reach their destinations in North Delhi and vice-versa.

SIGNAGES

Adequate informative signages will be displayed for the guidance of vehicular traffic destined for the Red Fort at all important traffic junctions. SPECIAL CHECKING OF PRIVATE AND COMMERCIAL VEHICLES AT BORDER ENTRY POINTS:

There shall be special checking of all vehicles, both private and commercial, entering the NCT from the neighbouring states through border entry points, from 2000 hours on the night intervening 12th/13th August 2014.

RESTRICTIONS ON MOVEMENT OF COMMERCIAL TRANSPORT AND INTERSTATE BUSES:

1. All goods vehicles will not be permitted between Nizamuddin bridge and Wazirabad bridge from the midnight of 12.08.2014 to 1100 hours on 13.08.2014.

2. Interstate Buses will not be allowed between Maharana Pratap ISBT and Sarai Kale Khan ISBT from 0500 hours to 0900 hours. These buses may use G.T. Road, Wazirabad Road and NH-24.

RESTRICTIONS ON MOVEMENT OF CITY BUSES APART FROM RESTRICTED ROADS:

Local city buses including DTC will not move on Ring Road from 0500 hours to 0900 hours between Hanuman Setu and Bhairon Road ‘T’ point and take alternative route available.

Buses ordinarily terminating at Red Fort, Jama Masjid and Delhi Main Railway Station will be curtailed/diverted as below:-

1) Opposite Ramlila Ground on J.L.N. Marg for buses approaching from South and West Delhi. Pedestrians can approach Red Fort via Nukkar Faiz Bazar and Subhash Marg.

2) At Mori Gate and Tis Hazari for buses coming from North, North West and East Delhi via ISBT Bridge. Pedestrians can reach Red Fort via Pul Duffrin and S.P. Mukherjee Marg.

3) At Boulevard Road opp. Maharaja Agrasen Park for buses coming from North Delhi side from Ring Road. Pedestrians can reach Red Fort via Lothian Road –Chhatta Rail – S.P.Mukherjee Marg – Chandni Chowk – Esplanade Road.

Normal bus service will be restored after 10 A.M.

How to Approach Old Delhi Railway Station: 1) South Delhi : Mother Teresa Crescent – Park Street – Mandir Marg – Panchkuian Road – Rani Jhansi Marg – Pul Duffrin – S.P.Mukherjee Marg to reach the Railway Station.

VIGILANCE BRANCH REGISTERED TWO CASES OF CORRUPTION FOR TAKING BRIBE

With the launch of Vigilance Branch Helpline No. 9910641064 on August 6, 2014, the Vigilance Branch has facilitated complainants having grievances related to corruption against police personnel to get prompt assistance from Vigilance Branch by sending in audio/video recording of the act on Whatsapp. On the mobile No. 9910641064, two Video and 3 Audio clips regarding demand and acceptance of bribe have been received and action under PoC Act 1988 has been initiated against the erring police officers.

In the first incident, a video clipping a received on helpline, Mobile No. 9910641064 via Whattsapp revealed that the recording was of a police official of the rank of ASI taking money from the complainant in lieu of police verification at PP Himmat Garh. On 11.08.2014 the complainant gave a written complaint to the Vigilance Branch in the matter. As per complaint, ASI Tuki Singh from PS Hauz Qazi, PP Himmat Garh, took Rs. 400/- from the complainat. He recorded the conversation of ASI Tuki Singh on his mobile phone while he was accepting bribe from him. A case vide FIR No. 13 dated 12.8.14 u/s 7/ 13 (1) (d) PoC Act 1988 has been registered at PS Vigilance Branch and is under investigation.

In the second incident complainant sent six audio recording clippings on Vigilance Mobile Help Line No. 9910641064 via Whatsapp. As per contents of audio recording received at Vigilance, some police personnel of PS Ranjeet Nagar are demanding bribe from the complainant for allowing him to run his shop in Main Market Ranjeet Nagar. The audio recording revealed that on 21-08-13, Ct Santram from PS Ranjeet Nagar came to complainant’s shop and demanded monthly of Rs 1000/- from his servant who made a call to the cousin of the complainant and requested the beat officer to talk to him. During conversation, Ct Santram demanded an amount of Rs 1000/- monthly, finally, it was settled that beat officer will be given Rs 800/- monthly. In the month of September 2013 HC Kuldeep Tyagi took ₹ . 25,000/- from the complainant for not sealing his shop on the order of the court. All the conversation made with HC Kuldeep Tyagi was also recorded in the mobile of the complainant. Complainant further alleged that on 02-08-14, Ct Ravi and Ct. Bijender came to his shop and demanded Rs 500 monthly for running a godown. After negotiations, Ct Bijender, finally agreed to take a monthly of Rs 300/-. All this conversation was also recorded in the mobile of the complainant.

A case vide FIR No. 14 dated 12.8.14 u/s 7/ 13 (1) (d) PoC Act 1988 has been registered at PS Vigilance Branch and is under investigation..

Dated 12.08.2014 THREE CHEATS ARRESTED- IMPERSONATING AS CBI INFORMER With the arrest of three accused namely Hari Prakash Sharma, Prahlad Bhagat Sharma and Gagan Deep Singh, the staff of Police Station Uttam Nagar has busted a gang of cheat indulging in cheating, forgery and preparation of forged documents as genuine from the area of PS Uttam Nagar. A case vide FIR No. 887/14 dated 11.08.2014 u/s 420/468/471/120-B/34 IPC has been registered at Police Station Uttam Nagar. NAME AND PROFILE OF ACCUSED ARRESTED 1. Hari Prakash Sharma S/o Chand Ram Sharma R/o Village Jagi Sonepat Haryana, aged 31 years. He has studied upto 12th standard in a School in Karawali, Sonepat Haryana. He is in a business of preparing false/bogus Id. Cards for the last 5 years. 2. Prahlad Bhagat Sharma S/o Ram Dutt Sharma R/o 469, C-Block, JJ Colony, Hastsal, Uttam Nagar aged 59 years. He has studied upto 12th class and completed his B. Sc. from Delhi University in 1986. He is in a business of preparing false/bogus Id. Cards for the last 6-7 months. 3. Gagan Deep Singh S/o Joginder Singh, R/o WZ-26/1 New Shah Pura, Tilak Nagar, New Delhi., aged 29 years. He is 12th passed. He is having his rented shop No. 8894 at Ground Floor, Sidhi Pura Karol Bagh, Delhi. He is computer graphic designer and working as a Trader. He takes the order of Hari Praksh Sharma and get the printing work done i.e. Printing of CBI logo on T-Shirts, Lainyards, badges etc. from trans Yamuna, Gandhi Nagar, Filmistan etc. after nominal charges.

RECOVERIES MADE 1. Fake Id. Cards - 700. 2. Stickers with logo of CBI – 90. 3. White T-shirts with logo of CBI – 03. 4. Caps with logo of CBI – 02. 5. Ribbon with logo of CBI – 02 bundles. 6. Stamp 7. CPU 8. Photographs and frames of Senior Officers of CBI. 9. Booklet containing names and telephone number of CBI officers. 10.Directory -2013 of Central Government Officials.

INCIDENT AND OPERATION On 11.08.2014 at about 2.20 PM, Shri Anil Kumar Singh, DSP/CBI reported at Police Station Uttam Nagar that he received a message from CBI/Headquarter, Delhi that one person namely Hari Prakash Sharma wanted to meet him at CBI, Delhi. After due formalities, Hari Prashad Sharma was allowed to meet him. Hari Prashad Sharma informed to DSP that he was an informer of CBI and displayed his Id. Card with logo of CBI. On enquiry, Hari Prashad Sharma informed him that he has come to arrange meeting of DSP/CBI with Sanjay Jain, the accused in CBI case. Hari Prakash Sharma also disclosed him that one Sh. Prahlad Bhagat Sharma had issued such kind of fake Id. cards from his house i.e. 469, C-Block, JJ Colony, Hastsal, Uttam Nagar to many persons. He has impersonated himself as an informer of CBI. On the basis of the circumstances a case vide FIR No. 887/14 dated 11.08.2014 u/s 420/468/471/120-B/34 IPC has been registered at Police Station Uttam Nagar. A team comprising Inspr. O. P. Thakur, ATO/Uttam Nagar, SI Prem Prakash, HC Mahavir, Ct. Diwan Singh, Ct. Ram Kumar, Ct. Than Singh, Ct. Mahavir and Ct. Brijsu was constituted under the supervision of Inspr. Bhagwan Singh, SHO/Uttam Nagar to nab the culprits. A raid was conducted at the given address and accused Prahlad Bhagat Sharma was arrested and several forged documents i.e. 700 Fake Id. Cards, 90 Stickers with logo of CBI, 03 White T-shirts with logo of CBI, 02 Caps with logo of CBI, 02 bundles Ribbon with logo of CBI, Stamp, CPU, Photographs and frames of Senior Officers of CBI, Booklet containing names and telephone number of CBI officers and Directory-2013 of Central Government Officials were recovered from his place. Further, the team conducted raid to arrest the third accused namely Gagan Deep R/o WZ-26/1 New Shah Pura, Tilak Nagar, New Delhi, who was working as a computer designer in a rented shop No.8894 ground floor, Karol Bagh, Sidhipura. He used to design CBI logo on T-Shirt, lainyards etc. and getting all the printing work done through his sources. The investigation further reveals that more persons are also involved in this racket and teams have been constituted to arrest other accused. INTERROGATION & CONFESSION During sustained interrogation, all the three accused persons have confessed their crime. To earn easy quick money and impress upon the bureaucrats they used to introduce themselves as CBI informers. Staff involved in good work is being rewarded suitably.

 FOUR MEMBERS OF DRUGGING AND CHEATING GANG APPREHENDED.  THEY EITHER DRUGGED THE VICTIM OR CHEATED THE VICTIM OF HIS MONEY AND VALUABLES.  ONE COUNTRY MADE PISTOL ALONGWITH 3 LIVE CARTRIDGES RECOVERED.  SWIFT CAR USED IN CRIME RECOVERED.  2 STRIP OF ATIVAN TABLETS USED AS SEDATIVE RECOVERED.  13 CASES OF DRUGGING AND CHEATING OF DELHI WORKED OUT.

A team of Crime Branch led by ACP K.P.S. Malhotra and consisting of Inspr P.C. Yadav, SI Ravinder Singh, SI Sandeep Yadav, HC Yatender, HC Dinesh, HC Santraj, HC Narender, HC Vikal, HC Balwan Ct. Ct. Yogender, Ct. Naresh, Ct. Amarpal, Ct. Rahul, Ct. Brijesh Pandey, Ct. Ravi, Ct. Bijender, Ct. Ravinder, Ct. Satyawan, Ct. Nagender, Ct. Javed under the supervision of DCP/Crime Bhisham Singh have apprehended four notorious and dreaded criminals that used various methods to rob innocent persons. They used to either drug the victim and relieve them of their money and valuables or cheat the victim of their money and valuables. One country made pistol alongwith 3 live cartridges, one Maruti Swift Car and two strips of ATIVAN Tablets used as sedatives recovered. 13 cases of drugging and cheating of various police stations of Delhi have been worked out. On specific information a team of officers of crime branch intercepted a white maruti swift car in Dwarka. The criminals tried to evade the police drag net but they were intercepted and four persons were apprehended. They were identified as Babloo (aged 32 years) s/o Kalicharan r/o New Ashok Nagar, Delhi, Laxman Sahani (aged 38 years) s/o Late Sh. Bagar Sahani r/o Nabi Karim, Delhi, Rajan (aged 38 years) s/o Late Sh. Deshraj r/o Prem Nagar, Anand Parbat, Delhi and Rakesh Kumar (aged 23 years) s/o Sh. Vinod Kumar r/o New Ashok Nagar, Delhi. One country made pistol alongwith 3 live cartridges were recovered from Babloo. The maruti swift car was also seized. Two strips of Ativan Tablets used as sedatives were recovered. A case under the appropriate sections of the law was registered at PS Crime Branch. The arrested criminals were subjected to intensive interrogation. It was revealed that they had two-fold modus operandi to rob innocent persons of their money and valuables. They in a car would go to Railway Stations and Bus Terminals and identify the passengers that were looking for some transport to reach their destination. After identifying the target one member of the gang would pose as a commuter and would become friendly with the victim. He would pretend that he is also going to the same destination as that of the victim. Meanwhile, other members of the gang would come in the car and offer lift to both of them. Once the victim sat in the car, the victim would be offered a drink laced with sedatives. The victim would then become unconscious. The gang would then rob him of his money and valuables. They would then dump him at a lonely place. If the victim would refuse the sedative laced drink they would say that they were carrying important correspondence and no one in the car is allowed to have in possession any cash and valuables. They would then give him an envelope and asked him to keep him all his cash and valuables in the envelope. They would then tactfully exchange the envelope containing cash and valuables with an envelope containing bundle of papers and hand it over to the victim. They would then drop the victim at the destined place and flee. 13 cases of drugging and cheating of police stations Kapashera, Kotwali, Burari, Kamla Market, Sarita Vihar, Delhi Cantonment and Govind Puri have been worked out. Concerned police stations have been informed about their arrest. Profile 1. Babloo is a school drop out. He was first arrested in the year 2004 for theft. He soon graduated to cheating and drugging. He is previously involved in 29 cases of Theft, Snatching and Arms Act of Delhi.

2. Laxman Sahani is an Auto Rickshaw driver and is involved in two criminal cases of theft of cash and valuables of passengers that had travelled in his auto rickshaw.

3. Rajan is a school drop out and has recently joined the gang.

4. Ramesh Kumar is also a school drop out and was earlier working in a sweet shop and has recently joined the gang.
