VII. Resolutions: A. PERSONNEL:

1 RESOLVED, that the Board of Education, upon the recommendation of Dr. Richard D. Tomko, Superintendent of Schools:

1. Approve the appointment of David Rubin to the position of Residency Domicile Investigator/School Safety Officer, at a per-diem salary of $24.00 per hour, no benefits, commencing November 15, 2015 through June 30, 2016. (Position Control # & Job Code, TBD)

2. Approve the reappointment of Michael Cromey to the position of Assistant Custodian, High School at salary of $41,100, Step 1, Group 5, as per the 2011-2014 Custodial/Maintenance Association Guide, commencing October 20, 2015 through June 30, 2016. (Position Control # 50-12-28/asw, Job Code 9600)

3. Approve the reappointment of Richard J. Henry to the position of Assistant Custodian, School Three at salary of $41,100, Step 1, Group 5, as per the 2011-2014 Custodial/Maintenance Association Guide, commencing November 17, 2015 through June 30, 2016. (Position Control # 50-03-28/ati, Job Code 9600)

4. Accept the resignation of Jenna Campana, Teacher of Students with Disabilities, School Seven, effective December 24, 2015. (Position Control # 40-07-12/aup, Job Code 1004G)

5. Accept the resignation of Kelly Flores, Part-Time Paraprofessional, School Four, effective November 6, 2015. (Position Control #70-04-33.bei, Job Code 9101)

6. Accept the resignation of Victor Wu, Teacher of Chemistry, High School, effective January 15, 2016. (Position Control #40-12-04/bgh, Job Code 2235G)

7. Accept the resignation of Matthew Sullivan, Head Coach Boys Tennis, effective November 9, 2015.

8. Approve the appointment of Kimberly Junda to the position of Elementary Maternity Leave of Absence Replacement Teacher, School Nine, for 5 months, at a per-diem salary of $44,335, (pending negotiations) BA, Step 1, of the 2012-2015 Belleville Education Association Guide, commencing November 2, 2015 through March 31, 2016. (Position Control # & Job Code, TBD)

9. Approve the appointment of Ashley Fontanez to the position of Sick Leave of Absence Replacement Teacher, School Seven, for 2 months, at a per-diem salary of $44,335, (pending negotiations) BA, Step 1, of the 2012-2015 Belleville Education Association Guide, commencing November 2, 2015 through December 23, 2015. No benefits. (Position Control # & Job Code, TBD)

10. Approve employment of the following substitutes for inclusion on the district substitute list dated November 16, 2015, subject to emergency hiring of Board of Education employees as per the New Jersey State Criminal History Review procedures: Substitute Teachers: Substitute School Bus Aide: Zarro, Frank Lopez, Josephine 11. Grant to Lauren Morin, Teacher of Students with Disabilities, School Four, an extended Child Rearing Leave of Absence, commencing November 23, 2015 through January 1, 2016. (Position Control #40-04-11/bht, Job Code 1004G)

12. Approve all school teachers/secretaries as Substitute Lunchroom Supervisors for the 2015-2016 school year, at a hourly rate of $36.75. 13. Approve the appointment of the following Part-Time Paraprofessional at a salary of $13.34 per hour Step 1 of the Belleville Paraprofessional and Bus Drivers Association Guide, commencing November 17, 2015 through June 30, 2016:

15. Amend Resolution A13 approved at the May 18, 2015 BOE meeting to read as follows: Grant to Lida Cotugno, Elementary School Teacher, School Three, a Maternity Leave of Absence, commencing September 1, 2015 through October 15, 2015 (30 sick days) and a Family Medical Leave of Absence, commencing October 19, 2015 through January 15, 2016 (12 weeks) January 1, 2016 (10 weeks) (Position Control # 40-03-11/aey, Job Code 1001G)

16. Amend Resolution A13 approved at the September 21, 2015 BOE meeting to read as follows: Grant to Sharon Greco, Elementary School Teacher, School Nine, a Maternity Leave of Absence, commencing November 16, 2015 October 21, 2015 through December 23, 2015 (40 sick days), a Family Medical Leave of Absence, commencing December 24, 2015 through March 18, 2016 (12 weeks).

17. Grant to Elizabeth Marcinek, LDTC, Special Services a Sick Leave of Absence, commencing December 10, 2015 through January 15, 2016 (20 sick days) and a Family Medical Leave of Absence, commencing January 18, 2016 through March 11, 2016 (8 weeks). 18. Approve the title change for Teodoro Zangari from Registrar/Chief Safety Officer to Director of Safety Services/Registrar, effective November 17, 2015, no change in salary.

19. Approve the following Volunteer Coaches for the 2015-2016 school year:  Lauren Callaghan, Volunteer Girls Basketball Coach  John Kondel, Volunteer Baseball Coach

20. Approve the following staff members for the Middle School Before/After School Tutoring Program, program will run from November 2015 through June 2016, 7:35 AM-8:35 AM and 3:15 PM – 4:15 PM, $36.75 per hour as per BEA Contract – paid through SIP Budget:

Amend Resolution A34 approved at the August 24, 2015 BOE meeting to read as follows: Grant to Yanelis Cabaleiro, Teacher of Students with Disabilities, School Seven, a Maternity Leave of Absence, commencing November 30, 2015 November 19, 2015 through January 7, 2016 December 22, 2015 (22 sick days) and a Family Medical Leave of Absence, commencing January 8, 2016 December 23, 2015 through February 24, 2016 (8 weeks). (Position Control #40.07.12/biq, Job Code 1004G)

B. CURRICULUM AND INSTRUCTION: N/A

C. BOARD ACTION/BOARD POLICY: RESOLVED, that the Board of Education, upon the recommendation of Dr. Richard D. Tomko, Superintendent of Schools: 1. Harassment, Intimidation and Bullying: BE IT RESOLVED: that the Belleville Board of Education does hereby affirm the Superintendent’s decision on Harassment, Intimidation and Bullying cases, as reviewed by the HIB Committee: BHS001, 15/16-020-02, BHS003, 15/16-020-04, 15/16-020-05, 15/16-025-01, 15/16-025-02, BES7001.

2. Approve the October 2015 Fire/Security/Code Blue Drill reports.

3. Accept the donation of law books and shelves from Celli, Schlossberg, De Meo and Giusti, to Belleville High School, estimated value undetermined.

4. Approve a free assembly program for School Four by Young Audiences New Jersey & Eastern Pennsylvania, Jump with Jill-RWJ, to be performed on December 18, 2015.

5. Approve the Quality Single Accountability Continuum (QSAC) Statement of Assurance (SOA) for the 2015-2016 school year.

6. Approve the Dress Down Day for the Middle School Fundraiser on November 20, 2015.

7. Approve the Annual Holiday Tree Lighting to be held at the High School Complex on Friday, December 4, 2015, from 6:30 PM to 8:30 PM, hosted by the Township of Belleville and the Board of Education.

8. Approve the following charitable programs for School Seven to participate in for the 2015-2016 school year:  2015 Macy’s Believe Campaign – Make A Wish  Toys for Tots  St. Peter’s Food Pantry

9. Directs that the Board’s appeal in the matter know as In the Matter of the Belleville Education Association, Docket #A-005104-14T3 be withdrawn.

10. Approve the Comprehensive Guidance & Academic Counseling Program K-12 for the 2015-2016 school year.

D. PURCHASING & BUSINESS SERVICES: RESOLVED, that the Board of Education, upon the recommendation of Dr. Richard D. Tomko, Superintendent of Schools:

4 1. Approve travel and related expenditures in accordance with N.J.S.A. 18A: 11-12.

2. Approve the contract between the Belleville Board of Education and Oncourse systems for Education for the 2016-2017 school year in the amount of $43,000 for the first year as per the agreement and to authorize the Interim Business Administrator to sign same agreement.

Adjournment  RESOLVED, That the Board of Education adjourn its meeting to meet in closed session now, and at 6:00 PM, on Monday, December 14 2015, at Belleville High School, 100 Passaic Avenue, to discuss matters that may be discussed in private in accordance with Chapter 231, Laws of 1975; more specifically, the discussion of personnel, staff evaluations, pending litigation, and negotiations. The results of these discussions will be acted upon at the next regularly scheduled business meeting of the Board, or as soon as feasible and/or practicable thereafter.
