Norman 10 Document Path: l:\council\bills\ggs\22560sj06.doc 11 12 Introduced in the House on May 17, 2006 13 Adopted by the House on May 17, 2006 14 15 Summary: Officer Charles Cabinis 16 17 18 HISTORY OF LEGISLATIVE ACTIONS 19 20 Date Body Action Description with journal page number 21 5/17/2006 House Introduced and adopted HJ-14 22 23 24 VERSIONS OF THIS BILL 25 26 5/17/2006 27 1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO HONOR AND COMMEND OFFICER CHARLES 12 CABANISS, CAPTAIN OF THE ROCK HILL POLICE 13 DEPARTMENT, FOR HIS OUTSTANDING BRAVERY AND 14 HEROISM IN PROTECTING SOUTH CAROLINIANS FROM 15 ARMED AND DANGEROUS CRIMINALS, AND TO WISH 16 HIM ALL THE BEST IN THE COMING YEARS. 17 18 Whereas, it is with great pride that the House of Representatives 19 honors those individuals who put themselves in the literal line of 20 fire in order to protect our neighbors, families, and friends; and 21 22 Whereas, Officer Charles Cabaniss of the Rock Hill Police 23 Department showed exceptional courage and selflessness when he 24 responded to a car chase following a suspected robbery of an area 25 Bank of America; and 26 27 Whereas, coming to Officer Timothy Greeneā€™s aid in pursuing the 28 suspect, Officer Cabaniss and other responding police officers 29 attempted to overcome the suspect after he lost control of his 30 vehicle and crashed into a gate at a trash dump convenience center. 31 After fleeing from his car and making an unsuccessful attempt at a 32 car jacking, the suspect returned to his vehicle to retrieve his 33 assault rifle and began pointing it at the officers; and 34 35 Whereas, the intense chase and harrowing shoot-out was 36 eventually terminated with the death of the suspect; and 37 38 Whereas, Officer Charles Cabaniss displayed remarkable 39 composure throughout the incident, remaining calm and 40 courageous despite being shot at numerous times; and 41

1 [5151] 1 1 Whereas, the York County community and South Carolina as a 2 whole are fortunate to have Officer Charles Cabaniss patrolling 3 our streets, assuring that citizens are safe and that justice comes to 4 bear upon criminals. Now, therefore, 5 6 Be it resolved by the House of Representatives: 7 8 That the members of the House of Representatives of the State of 9 South Carolina, by this resolution, honor and commend Officer 10 Charles Cabaniss, Captain of the Rock Hill Police Department, for 11 his outstanding bravery in protecting South Carolinians from 12 armed and dangerous criminals, and wish him all the best in the 13 coming years. 14 15 Be it further resolved that a copy of this resolution be presented to 16 Officer Charles Cabaniss. 17 ----XX---- 18
