Minutes from the East Midlands Self-Directed Support Workforce Development and Training Sub Group Meeting – Wednesday 18 th November 2009 – Peepul Centre, Leicester

1. Minutes from previous meeting read and 1 amendment:

Point 3.1 – Christine updated group about the QCF frame work being implemented next year. Christine suggested the we needed to know what will be happening, how it’s progressing but not “steam ahead” with any actions at present as there will be an impact on this group in terms of what, how QCF will direct the groups actions, tasks, in the future.

Correction of Jacqui’s surname also made.

4.1 Terms of reference read and some points amended. (See attachment 1)

4.2 Membership – discussed options and agreed that where ever possible 2 members from each Authority to attend.

Leicester City – Teresa and rep from Enham Organisation Derbyshire CC – Avril and Jacqui Derby City – Sarah + 1 Rutland – Vicky Leicestershire CC – currently Barbara but may change Skills for Care – Anisha replacing Christine Nottinghamshire CC – Lincolnshire CC Northamptonshire CC – Nottingham City – Heidi + 1

It was also discussed and agreed that Vicky Todd would be our link for East Midlands SDS network. Structure:

Group agreed to continue with bi-monthly meetings and every 3rd meeting will be extended. Agreed that the Regional SDS meeting will take place prior to the group meetings so that any information can be shared to the group by Vicky.

4.3 Venues – Discussed and agreed to rotate around the Authorities. Hosting Organisation to supply refreshments and provide lunch when meetings are extended(see point 4.2) if possible. If not to notify group that lunch not provided.

Proposed dates for 2010 and who will be hosting:

13th January – Nottingham City(extended meeting) 10th March – Derbyshire CC

4.4 Meetings will either be on Tuesdays or Wednesdays. Times of meetings will stay the same –: 10am -1pm. Extended meeting times -: 10am – 3pm.

4.5. Roles/minutes/agenda – general discussion and agreed proposal made(see attachment 2)

4. Updates from Authorities:

Derbyshire CC – SDS training completed. Finalising training for Assessors for phases 1 and 2. Work will go live April 2010. Information will be updated in March 2010. There is a 1 day course for staff on SDS and Support planning. 1st Brokers in post, target group – Early Implementation group. Pilot group will be rolled out with high, low eligibility persons, Older persons, Learning Disability persons and Derby will use in house brokerage initially until external brokers are up and running. Direct Payment/Personalisation training is being rolled out – training about being more flexible with money allocated. Direct Payment team have devised a new Risk Assessment for staff to use. There is a 6-8 week Re-enablement training programme. Following on there will be a 1 day training course for main stream workers in the private, voluntary and in-house sectors. This is being rolled out as from December. Derby has a DVD out on SDS and can be seen on their web site. They are currently working on a 2nd DVD. Managers are being trained via e-learning programme and once completed will then go onto 1 day course on DP/Personalisation.

Leicester City – Completed ½ day course on “Getting personal” with Personalisation for in-house staff.

Leicester is using PCP training with Older Persons and Learning Disability Staff. Currently no clear descions regarding Brokerage and the Council is currently under review. In-house Domiciliary care staff are being trained in hospital re-enablement. Outcome training being carried out in the Private sector, using 3 workshops. Looking at Social Work placements being developed to incorporate Personalisation – working closely with individual S.Users – rolling out in September 2010. Running programmes on Individual budgets/Direct Payments in March 2010. E-learning covering Safe guarding/Assistive Technology is going live shortly.(this is mapped to the Induction – ½ day awareness session) Managers briefing also being undertaken via e-learning, both e-learning packages are not yet accredited.

Nottingham City – Set up a “Putting People First” programme consisting of 5 teams. Rolling out a 2 hour session on Personal Budgets. 1 day training – SDS – looking at self assessment forms which feed into RAS etc. Also looking at Planning and Brokerage. Nottingham are keeping Brokerage outside of Authority, using 3 Organisations – being tendered currently. Until finalised using in-house brokerage and they will undertake Support Planning. There will be mop up sessions for those who missed out on the first round of training. 1 day training on Support Brokerage, Support Planning using Helen Sanderson. (Nottingham City would also like comments, feedback from anyone who has used Helen Sanderson).

Leicestershire County Council – Outcome Training completed for all in-house staff. There was a slight halt for a short period but now plans to roll out more training on Direct Payments, Individual budgets.

0ec015972fbc9d718dd3995e076aef39.doc Page 4 of 6 Management training being developed and rolled out next year on Individual Budgets etc. Advert has been placed for a Team Support Worker/Brokerage role for the Pilot. Only a grade 8, not sure who will apply, in terms of community care workers etc. A pilot is being run in Coalville area to see how systems will work in regards to RAS, Individual Budgets, and Brokerage etc.

Leicestershire Staff Development is currently under review and unclear as to future roles, responsibilities of staff etc. Staff Development have become Corporate now and new job specs/descriptions are generic. Process targeted to be complete by January 2010.

Rutland County Council – Focussing on Outcome training for Commissioners and Access workers. There is a regular 6 week learning programme run for staff looking at Self Directed Support, Personalisation, Support Planning, form completing. Looking at the training Plan for ASC, for the next year. Rutland are asking all Providers to demonstrate, clearly, how they are incorporating Personalisation and giving examples.

AOB:

Christine informed people about the Training Tool Kit that is available on the Skills for Care website. Also on the web site there is New types of Worker Training Manual. This will be accredited as part of the QCF. Christine also mentioned several other pieces of information to people - A. Public Service Skills Exchange. A useful document to look at. B. Good Practice Framework – this is on the SCIE website. C. Personalisation Board is looking for examples of Good Practice, please forward to Skills for Care Personalisation web site. D. In Control are showing a programme called Real Jobs. Again, worth looking at the web site.

Christine suggested that we invite Dave Wortley (QCF) and Amanda Ashworth (Workforce Planning) to the next meeting.

Barbara to circulate draft copy of minutes for proof reading , to the group. 7. Barbara to circulate agenda, venue details for next meeting in 2010. 8. Heidi to re-write the Terms and reference and forward to Barbara.
