STATUTORY NOTICE TO AMALGAMATE EAGLESWELL AND LLANILLTUD FAWR COMMUNITY PRIMARY SCHOOLS FROM SEPTEMBER 2015
NOTICE IS GIVEN in accordance with section 41 and 43 of the School Standards and Organisation Act 2013 and the School Organisation Code that the Vale of Glamorgan Council, having consulted such persons as required, propose to discontinue Eagleswell Primary School, Eagleswell Road, Llantwit Major, CF61 2UE and Llanilltud Fawr Primary School, Ham Lane East, Llantwit Major, CF61 1TQ and establish a new English medium 420 place primary school to be maintained by the Vale of Glamorgan Council located initially at Eagleswell Road and Ham Lane East for boys and girls aged 3 - 11 formed from the amalgamation of both schools. Eagleswell Primary School and Llanilltud Fawr Primary School are currently maintained by the Vale of Glamorgan Council.
The Vale of Glamorgan Council undertook a period of consultation before deciding to publish this proposal. A consultation report containing a summary of the issues raised by consultees, the proposer’s responses and the views of Estyn is available to view on the Vale of Glamorgan website at the following address www.valeofglamorgan.gov.uk/llantwitlearningcommunity
It is proposed to implement the proposal on 1st September 2015.
The proposed new school will be a community school.
The Vale of Glamorgan Council will be the admission authority. The admission number for pupils aged 4/5 at the new school in the first school year in which the proposals have been implemented is 60. Admission arrangements do not make provision for selection by ability (pupil banding).
The new school’s pupil capacity will be 420. The school will operate on the existing school sites of Eagleswell Primary School and Llanilltud Fawr Primary School initially from September 2015, under a single governing body and headteacher, up until 2017. In 2017 a new 420 place single primary school building would be provided at Ham Lane East as part of the Llantwit Learning Community to replace both schools. All pupils currently in attendance at both schools will be given a place in the amalgamated school.
The amalgamated school will provide for 114 nursery and 420 primary school places that is equivalent to the places currently available at Eagleswell and Llanilltud Fawr primary schools. The overall number of nursery and primary places available for children in the Llantwit Major area does not alter as a result of this proposal.
The All Wales Learner travel arrangements provide eligibility for school transport if a primary age pupil lives more than two miles to their nearest or designated catchment area school. School transport arrangements, eligibility and accessibility are not affected by this proposal.
Within a period of 28 days after the date of publication of the proposals, that is to say by 3rd June 2014, any person may object to the proposals.

EXPLANATORY NOTE – which does not form part of the statutory notice
The Council proposes to create a New 420 place primary school as part of the Llantwit Learning Community by amalgamating Eagleswell and Llanilltud Fawr Primary Schools. The Llantwit Learning Community would meet the aims of the 21st Century schools programme to enable the school and community to access a wide range of new facilities.
The Llantwit Learning Community will be located on the current Llantwit Major Comprehensive, Llanilltud Fawr Primary and Ysgol Dewi Sant sites. The Llantwit Learning Community will comprise a remodelled Llantwit Major Comprehensive School, a new 420 place primary school formed from the amalgamation of Eagleswell and Llanilltud Fawr Primary Schools and the expansion of Ysgol Dewi Sant to a 210 place school.
Eagleswell and Llanilltud Fawr currently occupy separate sites. The newly amalgamated school would operate on two separate sites initially, under a single governing body and Headteacher from September 2015 up until 2017. In 2017 a new 420 place school building would be provided on the Llantwit Learning Community.
The Council is the admission authority for the school. Normal admission arrangements currently apply where catchment area residence is a high priority for entry in the event of oversubscription. The authority is considering transitional admission arrangements for future intakes, subject to consultation, to ensure priority entry for children living in catchment area and for those with sibling connections.
