CITY OF LINDEN Minutes for City Council Regular Meeting Held at 7pm on Monday, August 28, 2017

CALL TO ORDER The meeting was called to order at 7pm by Mayor Danielle Cusson. The meeting was held in the Council Chambers on the lower level of the Mill Building at 201 N. Main Street, Linden, Michigan.

PLEDGE OF ALLEGIANCE The Pledge of Allegiance to the American Flag was recited by all present. A moment of silence in memory of those who have served on behalf of the United States was observed by all.

ROLL CALL Present: Mayor Danielle Cusson, Brad Dick, Ray Culbert, Heather MacDermaid, Brenda Simons, Dave Franz, Charlie Ross

Absent: None

Others Present: Paul Zelenak, City Manager and Mike Gildner, City Attorney

MINUTES Motion by Culbert, second by Ross, to approve the minutes of the August 14, 2017 City Council Work Session. Motion carried.

PUBLIC HEARING/PRESENTATION None.

CORRESPONDENCE Concept Layout for Broad Street and Bridge Street Intersection

CITIZENS COMMENTS None.

CONSENT AGENDA (A) Street Corner Collection – Fenton Knights of Columbus, October 7, 2017 (B) Street Corner Collection – Linden Holiday Happenings, September 23, 2017 (C) Linden Homecoming Parade – September 29, 2017

Motion by Ross, second by Cusson, to approve the consent agenda, as presented. Motion carried.

OLD BUSINESS None.

NEW BUSINESS None.

CITY MANAGER’S REPORT

Bridge Street Paving: Last week we had another meeting with our engineers from OHM regarding the Bridge Street Paving Project. I have attached a preliminary road design of the project. We will also be making some updates to our watermain and sewer during this project. Construction will be in 2018.

City of Linden Minutes for August 28, 2017Page 1 208 N. Bridge Street / Façade Grant Application: The DDA has received a façade grant application for 208 N. Bridge Street – Beloved Books / EZ Kayak. They were approved by the DDA at the most recent meeting for a grant of up to $3500 to replace the windows in the building with a more historically accurate window. This project was also previously approved at the Historic District Commission.

Farmers Market / Music by the Mill: Next week is the last week for the Music by the Mill. Please plan on attending this musical event. We will continue having the Farmers Market until the middle of September, as long as the vendors stay out in high numbers.

CITY ATTORNEY’S REPORT Medical Marijuana update- A draft as been prepared and provided to City staff. I will making additional changes to be circulated. I hope to have a final draft for you at our next meeting

DEPARTMENT REPORTS None.

COUNCIL COMMENTS AND REPORTS Culbert- They did a survey regarding the Farmers’ Market, we will get a copy out to everyone. MacDermaid- Why does the market end so early? Zelenak- It is based on the limits of what the vendors produce and have for sale, but we have extended it in the past couple of years as well based on vendor availability. Franz- It is a better location down there. Culbert- Survey says that people like it there as well. Cusson- Any impact on Music by the Mill? Culbert- I don’t think it was really impacted at all. Cusson- Any comments from the businesses? Zelenak- No complaints that we have received, and the Music still brings people to the downtown area. Culbert- 43 out of 52 surveyed said that they shop in downtown Linden on the day of the market. Dick- Small cities is on September 6th in Swartz Creek. Cusson- Dr. Wax had a good event turn out, but I would have liked to see more businesses stay open. Forward 4 West was a good event as well. The Arts Council dance event was fabulous and they said that Linden’s was the warmest welcoming they received.

FINANCIAL REPORTS Motion by MacDermaid, second by Cusson, to approve accounts payable in the amount of $149,122.81. Motion carried.

EXECUTIVE SESSION (A) Attorney-Client Privileged Letter Dated August 24, 2017

Motion by Cusson, second by Ross, to go into closed session at 7:12 p.m. Motion carried.

REGULAR SESSION Motion by Cusson, second by Dick, to go back into Regular Session at 7:40 p.m. Motion carried.
