New Format for BHWT/SPC Announcements

Announcing a new announcement format for the BHWT/SPC Announcements. The BHWT and SPC have grown; we have so much great information to share that we have exceeded our capacity to send announcement attachments via email! Flyers, brochures and other attachments for the BHWT/SPC Announcements can now be accessed online by following the Attachments links referenced throughout the newsletter. In addition, BHWT and SPC meetings and major community events will be posted on the SPC calendar (http://www.sdchip.org/spap-calendar.aspx).

Registration Now Open: Southern California Suicide Prevention Network Meeting – June 5 th

The first Southern California Regional meeting of the California Suicide Prevention network (CSPN) is scheduled for June 5, 2012 from 10:00 am – 2:00 pm at the Towngate Community Center (13100 Arbor Park Lane, Moreno Valley, CA 92533). The purpose of the CSPN is to bring together stakeholders throughout the state to identify needs and develop actionable steps to reduce suicide and its devastating consequences. We will host quarterly meetings throughout our region to provide you with the most current suicide prevention information, identify needs, develop best practices, network, and connect you with suicide prevention resources in your communities. To build the California Suicide Prevention Network, CHIP will sponsor quarterly regional meetings to develop and refine prevention practices and reduce suicide in the communities we serve. Please send Holly Salazar ([email protected]) contact information for any partner organizations, agencies, and/or individuals you have in Riverside, Imperial, Orange, and San Bernardino Counties who should be involved in our suicide prevention efforts. These should include all stakeholder groups, as defined in our SPC Charter (http://www.sdchip.org/media/84295/spc%20charter_2012v2.pdf).

Top of Page Free Question, Persuade, and Refer (QPR) Gatekeeper Trainings for Suicide Prevention Question, Persuade, and Refer (QPR) Gatekeeper Trainings for Suicide Prevention now available in San Diego County. QPR is designed to give members of the general public the basic skills necessary to recognize a crisis and the warning signs that someone may be contemplating suicide. QPR is like CPR - an emergency mental health intervention for suicidal persons. In September and November of this year, more than 700 individuals participated in the QPR Gatekeeper Training, offered in partnership by OptumHealth and the County of San Diego Health and Human Services Agency (HHSA). Due to the overwhelmingly positive response, we were very excited and proud to train 40 instructors locally who can continue to offer this valuable suicide prevention training to members of our San Diego community. The QPR Gatekeeper Trainings are funded by the County of San Diego HHSA, and offered at no cost to attendees on behalf of the San Diego County Suicide Prevention Council. Details: As a QPR-trained Gatekeeper, you will learn to:  Recognize warning signs of suicide  Know how to offer hope  Know how to get help and save a life Audience: Anyone in a position to recognize a crisis and the warning signs that someone may be contemplating suicide: parents, friends, neighbors, teachers, ministers, doctors, nurses, office supervisors, caseworkers, firefighters, and many others. Planning for Healthy Lives; Legislators’ Breakfast-June 1st The San Diego County Childhood Obesity Initiative invites you to attend “Planning for Healthy Lives”, an informational meeting exploring how local government can enhance the health of communities and neighborhoods. The Weight of the Nation is an HBO documentary series addressing the national obesity epidemic. Emergency Response Plan Train the Trainer – May 9 th

The County of San Diego HHSA and Psychiatric Emergency Response Team (PERT) announce a Train the Trainer event for their Behavioral Health Emergency Response Plan (ERP) Form. Two trainings will be offered on May 9th: the first training from 9:00 – 11:00 am; the second training is scheduled from 1:00 – 3:00 pm. Both trainings will be held at the Marina Village Conference Center Bayside Room.

AIS Live Well, San Diego! Summit-June 15 th Aging & Independence Services (AIS) is holding the Live Well, San Diego! Summit: Building a Healthy Community for All Ages on June 15th; this event was called Aging Summit in previous years. This year, we are expanding the focus of the Summit to include all ages – and will work to find ways that generations (old and young) can work together to come up with solutions for the health and social problems in our communities. Making healthy choices and creating living environments that encourage safe, active lifestyles is important for all ages – and solutions should involve us all. The National Action Alliance on Suicide Prevention (“Action Alliance”) seeks new taskforce members to further their goal of identifying and promoting evidence-informed strategies for empowerment, recovery, care and continuing support for suicide attempt survivors. Desired candidates will have a range of skills and either be self-identified attempt survivors or family members (or other caretakers of attempt survivors) or persons who are able to confidently represent them.

The County of San Diego requests your assistance in sharing West Nile Virus Prevention Information. According to the California Department of Public Health (CDPH), 158 human cases of West Nile virus including nine fatalities were reported in California in 2011. CDPH and the Federal Centers for Disease Control and Prevention predict West Nile virus will again pose a public health threat in California in 2012. WNV can cause severe illness including meningitis, encephalitis and even death. Although older adults are more prone to serious illness, people of all ages can be affected. Not everyone who is infected will develop symptoms.

We rarely call on our network of Certified QPR Instructors to take specific action steps to support the suicide prevention movement. But this is one of those times.

Briefly put, the Center for Medicare and Medicaid Services (CMS) is considering the adoption of as many as a dozen suicide prevention-related quality measures as part of healthcare reform. In a nutshell, this means suicide prevention efforts would be integrated into all federally funded CMS services.

The window for public comment is open now, and closes in just three days!

You, your organization, and your community are stakeholders. You have the power to influence CMS's inclusion quality measures that address suicide prevention.

Last November the Institute and some of its advisory team sent a letter to CMS on their first request for public input to CMS rules. An excerpt from that cover letter is below, and you are free to edit and use any part of it you wish.

Excerpt:

.... Patient safety is imperiled by a lack of training and demonstrated competence in the detection, assessment, management and inpatient monitoring of suicidal patients. This continuing ignorance contributes substantially to preventable patient morbidity and mortality.

For example, even the basic premise that any potentially suicidal patient should be considered "high risk" and monitored continuously until evaluated by a trained, well- qualified clinician is neither widely understood nor codified in agency or hospital policy and procedures.

The result? Repeated systemic failures and avoidable catastrophic adverse events.

It is estimated 1,500 patients die each year by suicide in our hospitals and many thousands more make non-fatal attempts. Among other factors, Root Cause Analyses have shown these injuries and deaths can be attributed to inadequate staff training in a) how detect, assess, and communicate suicide risk, and b) how to properly monitor known at-risk patients in the ED or hospital.

Organizations receiving federal funds should be obliged to employ clinicians who can demonstrate training and competence in the care and management of suicidal patients in all inpatient, emergency room, residential, nursing home, or outpatient settings.
