Perlman, seeking disclosure of Commission staff investigative records relating to an electric incident in which Mr. Joseph Royse was injured on August 3, 2004 in Ferndale, California. Draft Resolution L-330 will be on the agenda at the Commission's May 25, 2006 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. On April 25, 2006, the draft resolution was circulated to the Resolution L-330 service list, pursuant to Public Utilities Code Section 311(g) and Rules 77.7 and 81 of the Commission’s Rules of Practice and Procedure. Summary: On May 17, 2006, Erik Jacobson, Chief, Regulatory Relations, Pacific Gas and Electric Company (PG&E), met with Belinda Gatti, advisor to Cmmr. Brown, in San Francisco. Also present were Janos Laszlos, Manager, Power Contracts, PG&E, and Steven Kelly, Policy Director of the Independent Energy Producers Association (IEPA). Written material (attached to the notice) was used. Jacobson described some of the key terms and conditions of the PG&E-IEPA Settlement Agreement (SA) regarding QF pricing and policy and explained that the SA applied only to QFs that voluntarily execute contract amendments and that it represented a fair compromise of the parties’ positions. Kelly described why the SA was strongly supported by IEPA’s members. Laszlos explained the litigation surrounding the PX switcher issue and the SA provision that resolves that dispute.
