POSITION OBJECTIVE(S): Providing high level strategic advice and support to the Manager Organisational Performance and Engagement and Senior Management Team (SMT) in relation to the development and analysis of social and demographic research, customer satisfaction and internal and external stakeholder engagement. Providing specialist advice and at times leading the development of internal and external stakeholder engagement, consultations and research activities to assist Departments in achieving required outcomes. Providing high level strategic advice and support to the Senior Service Planning and Performance Advisor in the development of the Council Plan and service plans including identifying, analysing and interpreting strategic and operational data. Participating as required in organisational-wide initiatives that inform Council and Service Planning activities or the continuous improvement of services, activities and programs. Managing the development and implementation of Council’s Community Survey, Employee Engagement Survey and other organisational-wide research and engagement initiatives. Liaising with Local, State and Federal governments and agencies in relation to Council’s research activities including the collation and analysis of data provided by these agencies and the implications for Council and Hume City.
KEY RESPONSIBILITIES AND DUTIES: 1. Social and Demographic Research Activities: Facilitate the implementation and monitoring of Council’s research activities, in line with the Council Plan and continuous improvement initiatives, ensuring a coordinated approach to research within Council. Provide specialist advice, guidance and support to the Manager Organisational Performance and Engagement, SMT and staff across the organisation in relation to the development and analysis of social and demographic research and customer satisfaction.

Page 1 of 10 Provide specialist advice on, and where appropriate, develop, coordinate and conduct population estimates and projections, customer surveys and data analysis. Ensure Directors, Managers, relevant staff and where appropriate the community are provided with timely, accessible information on research findings and activities.
2. Internal and External Stakeholder Engagement and Consultation Activities: Facilitate Council’s internal and external stakeholder engagement and consultation activities, in line with Council’s Community Engagement Framework and Planning Guide, ensuring a coordinated and consistent approach to engagement within Council. Provide specialist advice, guidance and support to the Manager Organisational Performance and Engagement, SMT and staff across the organisation in relation internal and external stakeholder engagement and consultation activities. Ensure the ongoing implementation of Council’s Community Engagement Framework and Planning Guide. This includes undertaking regular reviews of the framework, and identifying and organising staff training as required to build organisational capacity. Facilitate cross-organisational collaboration, ownership and commitment to effective internal and external stakeholder engagement and consultation. Ensure Directors, Managers, relevant staff and where appropriate the community are provided with timely, accessible information on stakeholder engagement and consultation activities.
3. Council and Service Planning Activities: Provide specialised strategic research advice and input into the development and implementation of the Community Plan, Council Plan, Service Planning, and strategy and policy development. Liaise with the Senior Service Planning and Performance Advisor to ensure that internal and external stakeholder engagement and consultation informs the development of the Community Plan, Council Plan, Service Planning and continuous improvement initiatives. Provide strategic advice and guidance to Managers and staff across the organisation on the development, measurement and reporting of service plans in line with community and Council aspirations and priorities.
4. Leadership
Provide leadership and management for the research and engagement work area according to the Hume Values and organisation and legislative requirements. To provide support to Manager Organisational Performance and Engagement to ensure specific budget programs are implemented on time and within budget allocation, using the budget process to monitor performance and justify expenditure. Actively contribute and participate as a member of the Organisational Performance and Engagement Department. Ensure staff My Hume Reviews are conducted and completed within 28 days of their due date for all direct reports

ENVIRONMENTAL SUSTAINABILITY
Hume City Council has a strong and enduring commitment to environmental sustainability, and prides itself on its leadership on a range of environmental issues. Council’s Sustainable Environment Department leads Council activities in this area, however all Council departments have a direct responsibility for implementing environmental sustainability actions across all Council operations and services to the community.
Council’s Live Green Work Green employee behaviour change program encourages staff participation in reducing the environmental impact of Council operations. Staff are encouraged to join the environmental leadership team, the Green Team, guiding action in this area.

WORKPLACE HEALTH AND SAFETY (WHS) Employees are required to participate in the WHS process by: Following established safe working instructions, procedures and policies. Taking reasonable care for their own Workplace Health and Safety and that of others. Seeking assistance when unsure of practices, procedures and policies to perform a task. Reporting all incidents, injuries, near misses, damage to property and hazards as soon as practicable to their supervisor and the WHS Team. Actively participating and contributing to inspections, audits, team meetings and training. Ensure that relevant WHS legislation is complied with.
Managers, Coordinators, Team Leaders and Supervisors are required to participate in the WHS process by: Assist with the implementation of WHS policies, procedures, guidelines, work instructions and Control Plans. Consult with employees on WHS issues and support WHS Representatives in their duties and/or requests. Discuss WHS issues as a part of team meetings. Conduct and document system reviews and inspections of employees and contractors with assistance from the WHS Team, manager(s), WHS Representatives and/or employees. Ensure proper training and instruction is given to personnel allowing them to complete jobs safely and without risks to health and safety. Take appropriate action to alleviate any hazardous situation, unsafe act or omission that is observed or brought to their attention and provide appropriate feedback and support. Conduct effective induction of all employees, followed by ongoing training to develop and maintain a high level of WHS awareness. Assist with the implementation of Return to Work Plans. Ensure that relevant WHS legislation is complied with.

ACCOUNTABILITY AND EXTENT OF AUTHORITY: The incumbent is responsible and accountable for: Displaying and promoting Our Hume Values & Guiding Behaviours Maintaining a knowledge of and working within Organisation Policies and Procedures including WHS, EEO and Code of Conduct. Ensuring that Council’s research and internal and external stakeholder engagement and consultation activities adhere to privacy and other relevant legislation in the collection and distribution of data and information. The incumbent has the authority and freedom to act within established operational and budgetary guidelines and in accordance with the provisions of relevant Acts, Regulations, Codes, Policies, Procedures and Guidelines The coordination and conduct of investigations associated with the collection and analysis of information and data; Provide specialised strategic research advice and input into the development and implementation of the Community Plan, Council Plan, Service Planning, and strategy and policy development. Provide specialist advice, guidance and support to the Manager Organisational Performance and Engagement, SMT and staff across the organisation in relation to the development and analysis of social and demographic research and customer satisfaction. Liaising with other Council Divisions in the collation and maintenance of information and data; Prepare, develop and deliver Council reports and submissions; Decisions and actions taken may have significant effect on the programs or projects being managed within the provisions of the Research and Engagement work area services or on the public perception of the wide organisation. Making recommendations to the Manager Organisational Performance and Engagement in relation to staffing and budget matters within the department. Page 6 of 10 JUDGEMENT AND DECISION MAKING: The incumbent is accountable for: Exercising independence and fairness in liaison and conciliation with others; Exercising initiative and fairness in the investigation of internal and external information and data sources; Utilising sound judgement in the development and application of appropriate data and information collection techniques depending upon the project being undertaken. The Coordinator Research & Engagement is required to utilise judgement in the method of statistical analysis and interpretation to be utilised varying according to the project being undertaken; Developing, managing and conducting appropriate internal and external engagement and consultation activities and research; Formulating creative and innovative approaches in problem solving and generating outcomes to meet strategic directions, and where guidance and advice are not always available Identifying, developing and interpreting policies and strategies and recommending changes and additional policy development for the Organisational Performance & Engagement Department and Council. Provide professional expertise and advice to the Manager Organisational Performance & Engagement, the Executive Management Team, other internal departments, Council and the community on matters relating to stakeholder engagement, consultation and research as appropriate. Make appropriate decisions based on good judgement and knowledge of contemporary business principles and practices and within the framework of specific legislation, organisation strategies, policies and guidelines. SPECIALIST KNOWLEDGE AND SKILLS: The following knowledge and skills are required to be utilised: Demonstrated knowledge of, and skills in statistical analysis, methods and techniques in relation to population estimates, population projection models and demographic analysis; Demonstrated skills in understanding and application of qualitative and quantitative research and evaluation methodologies; Demonstrated ability to identify and set future directions and to develop strategies and policies to achieve specific outcomes. An understanding is required of the long term goals of the wider organisation and of its values and aspirations and of the legal and political context in which it operates. Demonstrated knowledge of, and skills in internal and external stakeholder engagement tools, techniques and processes and the ability to implement various models of stakeholder engagement, consultation and research. Technical knowledge of the existence and methods of accessing varying information and data sources. The ability to strategically appraise information (both statistical and written). Demonstrated high level of skill in relevant computer software utilised for statistical and demographic analysis including Microsoft Excel and SPSS. Skills and experience utilising GIS-based demographic analysis tools such as MapInfo and AnySite would be advantageous. Knowledge of social policy and social impact assessment techniques; Knowledge of State and Local Government planning projects and policies relevant to this position, and/or the ability to seek out or establish links with current relevant projects; Knowledge of budgeting techniques and the ability to monitor budgets and report regularly to the Manager Organisational Performance & Engagement.

Ensuring the accuracy and timeliness of the collection and analysis of data, statistics and information, and the provision of information in analytical reports as part of broader Council planning processes;

Demonstrated ability to lead, empower, supervise, delegate, train and develop staff and ensure adherence to Council policies and procedures, including human resources practices relating to EEO, OH&S and employee development (My Hume Review)
INTERPERSONAL SKILLS: The following interpersonal skills are required to be demonstrated: Ability to identify customer/stakeholder needs and expectations, decide the appropriate action and respond accordingly including the ability to develop relationships and collaborate with colleagues both internal and external to the organisation. Highly developed skills in oral and written communication which facilitate effective relationships with management, staff and customers. Ability to gain co-operation and assistance from Council staff, relevant Government agencies, and community organisations. Ability to liaise, discuss and resolve specialist problems and with other staff within the team to resolve intra-organisational problems. Ability to work effectively as a member of a team and gain commitment from other staff to achieve organisational goals. Ability to write reports and prepare relevant correspondence and documentation. Ability to interpret and present concepts to gain cooperation and ownership. QUALIFICATIONS AND EXPERIENCE: The following qualifications and experience are required for the position:
Tertiary qualifications in urban planning, applied science, social sciences, economics, statistics or other related field or a similar appropriate discipline and several years relevant specialist experience or lesser formal qualifications with extensive relevant experience. Training and skills in IAP2 Public participation would be advantageous.
Demonstrated experience in undertaking research, statistical analysis and collation of information and the development of stakeholder consultations and surveys; Demonstrated experience in the development, use and maintenance of population projections and population trend analysis; Demonstrated leadership skills and the ability to build teams, supervise, train and develop staff and ensure adherence to policies and procedures Excellent communication and interpersonal skills and a commitment to the provision of quality and customer service. High level experience in managing projects within agreed timelines and budget is essential.
