EXTRA COUNCIL MEETING – 14 JANUARY 2014

C118 APOLOGIES – (Item 1) – Were received and recorded from E B Mansfield, K Perkins and Miss M Middlemiss. C119 DECLARATIONS OF INTEREST – (Item 2) – None C120 RIVERSIDE PROJECT – (Item 5) – Councillor Cobb reported that the Council were keen to see plans for the riverside go ahead. The funding allocated by Selby District Council would only be available until the 31 March 2014. Members had felt that the initial plans put forward by the CEF could not have been agreed in their entirety as members felt there was an element of change and flexibility needed. The two main areas of concern were the play equipment adjacent to the church and the lack of disabled access to the riverside. As it was stated that the plans could only be taken forward in their entirety, the Council agreed that could not be accepted. David Gluck reported that following the Council letter sent to the CEF requesting that the plans be revisited the CEF were in a position to look in more detail at the Councils vision of future of the riverside. C121 PUBLIC SESSION – SUSPEND STANDING ORDERS (Item 3) – Members of the public raised that following concerns:- Flooding would be an issue for any plans for the riverside. Not all local residents had received information regarding the CEF plans for the Riverside Project. Any structures could be vandalised. The plans would urbanise the riverside. The majority of people using the area were elderly and the changes would reintroduce antisocial behaviour problems that had been eradicated in recent years. The £80,000 set aside by the Council could be used for more worthwhile projects in the town. Any plans for lighting the area would attract youths.
Councillor W Lockwood joined the meeting.
C122 REIMPOSE STANDING ORDERS – (Item 4) – Peter Murphy reported that the Environment Agency were still to be fully consulted regarding plans. David Gluck explained that the key issue for SDC to invest in the riverside area was the assurance that footfall would be increased in the town centre benefitting all businesses. RESOLVED – That The CEF attends a meeting at the end of February 2014. (Date to be confirmed) to present revised plans for the riverside area following the discussions held with the Council. C123 LOCALISM OF COUNCIL TAX BENEFIT PARISH GRANT CONSULTATION - (Item 6) Councillor Lodge reported that TTC Precept had been agreed on the principle that Parish Council would not receive an SDC Grant. The Clerk reported that a reply to the consultation was needed by the 27 January 2014. SDC had requested that the precept submissions were to be received by the end of January although it was not legally required until the end of February. RESOLVED – That the following questions be sent to SDC:- As the parish precept grant is clearly intended for parishes, why has it not been passed on? When is a final decision to be made as to whether or not the parish precept grant will be passed on, and parishes informed? Members felt that a decision with regard to the parish precept grant should be made before town/parishes are required to submit their precept notice, when is the absolute deadline?
